December 4, 2023 9:00 a.m. In Attendance: Rob Jones, Chair Cindy Carter, Vice -Chair Danny E. Stone, Member Barbara J. Vasquez, Clerk of the Board Emili Wash, Accountant Public: See Sign In Sheet The Commissioners held an Open Record Public Hearing to consider the following: • Adopting the 2024 County Budget Emili Wash, Accountant stated the proposed Current Expense budget is $61,,726,,437.00,, Total County proposed budget is $328,,305,,935.00. o Discussion was held on the liability insurance payment for 2024. Katie Smith, Chief Accountant recommended not increasing the budgets now, but a potential budget extension later in 2024. Darryl Pheasant discussed the potential increases for next year. • Setting land classification and assessments for funding the 2024 budget of the Grant County Noxious Weed Board. Craig Hintz gave an overview; Darryl Pheasant, Treasurer stated he requested the following verbiage be added to the resolution "Whereas, the assessment will be collected in the same manner and rules as property taxes". • Ordinance/Resolution setting 2024 levy rate for County Road Fund Public Works: Sam Castro, Public Works Director read into the record their proposed levy assessments for 2024: a 2.4% increase totaling $253,,692.22 from previous year. • Ordinance/Resolution setting 2024 levy rate for Current Expense Rob Jones read into the record the Commissioners decision for a 0% increase from 2023. Commissioner Stone discussed the BOCC reasoning. Commissioner Jones stated they were notified by Dave Bren, County Engineer, that the Transportation Improvement Program and Annual Construction Program must be adopted BEFORE the budget adoption. Therefore, a motion was made by Commissioner Carter, seconded by Commissioner Stone, to continue the public hearing until 12/5/23 at 3:45 p.m. The motion passed unanimously.
