The Grant County Commissioners session began at 8:30a.m. with all Commissioners in attendance.

• New dentist office across from courthouse is telling their patients to park in courthouse parking
lot.
• Lunch meeting to discuss Jail bond funding
Pursuant to RCW 42.30.110(1)(b) Commissioner Jones called an Executive Session to order at
8:37a.m. to go until 8:42 a.m. regarding Real Estate Acquisition. In attendance were Commissioners
Carter, Stone and Jones., and Tom Gaines, Central Services Director. Commissioner Jones closed the
session at 8:42 a.m.
8:45 a.m. — 9:00 a.m. Development Services Weekly Update
• The 2023 Comprehensive Plan Amendments were discussed.
9:00 a.m. — 9:30 a.m. M McKnight, Assessor's Office Levy Rate Discussion
• Suspicious package in the Assessor's Office — undetermined substance in envelope.
• 2024 Levy Assessment numbers discussed. Veteran and Mental Health numbers need to be
determined annually. All commissioners voted to keep the Mental Health and Veterans funds at
the status quo.

10:30 a.m. —11:30 a.m. D Hooper, Grant County PUD Update (Anticipated Executive Session)
Pursuant to RCW 42.30.110(1)(c) Commissioner Jones called an Executive Session to order at
10:35 a.m. to go until 10:55 a.m. regarding Real Estate Sale. In attendance were Commissioners
Carter, Stone and Jones, Tom Gaines, Central Services Director; Damien Hooper and Sam Dart,
PUD of Grant County. Commissioner Jones closed the session at 10:55 a.m.
11:30 a.m. —12:00 p.m. J Kriete, Sheriff's Office Update
• The Sheriff discussed dog licenses and RCW 16.10 —they are a requirement and need to be re -
implemented. There were such a small amount of license fees being collected.
• Animal control areas — potentially increase fees to assist covering of fees. Less than 1% of dog
owners license their animals.
12:00 p.m. —1:00 p.m. T Gaines, Jail Update — Bonding Follow-up
In attendance: Jim Nelson, DA Davidson; Joe Kriete, Sheriff, Tom Gaines and Kevin Schmidt,
Central Services; and Darryl Pheasant, Treasurer.
The group discussed the new jail funding and the cost of building it. Also discussed was the new
morgue building that needs to be built as well.
12:00 p.m. —1:00 p.m. WSAC Virtual Assembly
1:OO p.m. — 2:00 p.m. Commissioners Round Table — Miscellaneous Discussion
• Review of Consent Agenda Items
o Auditor Item 2 —Done at the request of the BOCC to utilize current expense funds.
o BOCC Item 4 — Clerk of the Board stated this is an annual approval.
o Fairgrounds Item 15 — Software sole source purchase, submitted by Director. If approved,
PAO will review contract. Where is the verification this is a sole source purchase?
o GCSO Item 19 - Withdrawn
• Commissioner District Updates
o CC District 3 — Royal City is a high fire risk area; road widening; met with Shane Heston
this morning and the total due is $4.8 million for 2024. Increase is due to larger usage
and a large claim.
o DS District 1— WSAC Board Meeting last week, a policy statement was put together to
deal with state insurance costs issues including and Joint and Several Liability. Also at the
WSAC Conference, the larger counties demanded smaller dues and more "seats at the
table" and requested smaller counties pay more in dues. Also to go to "weighted voting".
State Council on Aging, he was appointed by Governor Inslee. These meetings are held
on Tuesday mornings so it will likely be that he will have to resign, due to BOCC meetings.
Sam Castro asked about RV Disposal legislation, DS will bring this forth to the next WSAC
LSC meeting.

• Travel and Seating Arrangements (Accounting) — Emili Wash discussed the airline policy; the
county does not pay for over and above charges (aisle seating). Coach/Basic Economy — allow
excess changes but bring any abuse situations to the BOCC attention.
• Kevin Schmidt discussed "public parking" lots and signage. Outside businesses are using county
parking lots for their customers. The question is being proposed if the county can make signage
stating "parking is for county business only" and adding it to the County ordinance. A simple sign
change probably won't be enough. Tom Gaines requested Prosecuting Attorney review. Jim
Anderson -Cook discussed PUD and Noxious Weed parking on the streets and county parking.
2:00 p.m. — 5:00 p.m. Open Record Public Hearing, 2023 Comprehensive Plan Amendments
The Commissioners held an Open Record Public Hearing to consider the 2023 Comprehensive Plan
Amendments. All staff in the room introduced themselves. Commissioner Jones asked if any of the
commissioners had any personal interest in any of the hearings today.
Jim Anderson -Cook, Deputy Director of Development Services discussed the following applications:
• Amendment/Rezone) & P 22-0151(SEPA) from Sentinel Shores LLC. The applicant has submitted
a Site -Specific Land Use Re -designation application requesting the subject parcels be re-
designated from Rural Lands, Rural Residential 1 to LAMIRD -Rural Community along with an
application for a rezone from Rural Residential 1 (RR1) to LAMIRD -Rural Community (RC). The
proposal site is comprised of two (2) parcels totaling approximately 79.80 acres. The proposal
site is located adjacent to the Columbia River, just south of the town site of Beverly, in a portion
of S. 341 T. 16 N, R. 23 E, W.M., Grant County, WA (Parcels #15-0289-000 & 15-0284-000). At
their regularly scheduled public hearing on August 9, 2023, the Grant County Planning
Commission conducted an open record public hearing to consider remanded file P 22-0150 & P
22-0151. The Planning Commission unanimously recommended approval of the proposed
comprehensive plan amendment and rezone.
Commissioner Carter asked about the 2022 application that was sent back to Planning
Commission in hopes that state legislation was going to change regarding LAMIRDS. Staff stated
no. Barbara Duerbeck clarified that the state specifically looked at this parcel and decided to
not change the legislation. The financial penalties involved if the Commissioners choose to
violate the GMA, will impact ORV grants in the approx amount of $262 million, and $24 million
of taxes, totaling approx. $24,315,324.00 in potential adverse findings.
Anson Bartrand, Sentinel Shores, discussed the rural area and the ability of the BOCC to make
this approval.
Steve Davenport, Senior Planner with Department of Commerce, recommends denial of the
application. Commissioner.Carter recognized the housing shortage in the area, there is a
problem that needs to be fixed. Mr. Davenport stated Commerce is looking into more
affordable housing answers.

Dr. Margaret Bartrand, stated the problem has gotten worse, with kids being transported for
over an hour to go to elementary school. Schools are not able to be built in the area due to the
zoning issue.
Commissioner Jones asked Mr. Davenport about the Logical Boundary definition.
Arill Bartrand, voiced his support for the zoning change. He feels the boundary lines were an
oversight and they are trying to correct it. He believes this is a timing issue, not a GMA
Compliance issue.
David Bartrand spoke in favor of the application. The potential is there to make this 1
community and make it better.
Jonah Bartrand asked about the revenue impact presented by the Prosecuting Attorney's Office.
Benjamin Serr and Heather Carter (Attorney General Office) were in attendance via Webex.
A motion was made by Commissioner. Carter, to close the public comment portion of the hearing.
Commissioner Stone seconded and the motion passed unanimously.
A motion was made by Commissioner Stone to uphold the Planning Commission
recommendation and approve the subject re -designation. Commissioner Carter seconded for
discussion purposes. Commissioner Stone discussed his motion, making a public statement that
change needs to come from the State level. Commissioner Carter agrees with Commissioner
Stone, but the financial impact to the County is too great. Discussion ensued. Commissioner
Stone voted aye, Commissioners Jones and Carter voted nay, recognizing the nine (9) Findings of
Fact in the nay.
A motion was made by Commissioner Carter, seconded by Commissioner Jones to veto the
Planning Commission recommendation and deny the subject rezone application recognizing the
ten (10) Findings of Fact in the negative. Commissioner Stone voted nay. The motion passed
with a vote of 2 to 1.

an application for a rezone from Open Space Conservation OSC) to Rural Residential 1 (RR1)0
The proposal site is located at 56199 NE Kruk Rd, Grand Coulee, WA and further described as a
portion of the W % of the SE % and a portion of the E % of the NE % of the SW % of S. 20, T. 28
N, R. 30 E, W.M., Grant County, WA (Parcel #18-2299-000).

At their regularly scheduled public hearing on August 9, 2023, the Grant County Planning
Commission conducted an open record public hearing to consider file P 23-0024 & P 22-0025.
The Planning Commission unanimously recommended approval of the proposed
comprehensive plan amendment and rezone.
A motion was made by Commissioner Carter, to close the public comment portion of the hearing.
Commissioner Stone seconded and the motion passed unanimously.
A motion was made by Commissioner Carter, seconded by Commissioner Stone to uphold the
Planning Commission recommendation and approve the subject re -designation recognizing the
nine (9) Findings of Fact in the affirmative. The motion passed unanimously.
A motion was made by Commissioner Carter, seconded by Commissioner Stone to uphold the
Planning Commission recommendation and approve the subject rezone application recognizing
the ten (10) Findings of Fact in the affirmative. The motion passed unanimously.
File #P 23-0079 (Comp. Plan Amendment/Rezone) & P 23-0080 (SEPA) From Gregory &Vicky
Minden. The applicant has submitted aSite-Specific Land Use Re -designation application
requesting the subject parcel be re -designated from Resource Lands, AG Rangeland to Rural
Lands, Rural Residential 1 along with an application for a rezone from AG to Rural Residential 1
(RR1). The proposal site is comprised of one (1) parcel totaling approximately 59.87 acres. The
proposal site is located at 19943 Road F.4 NE, Soap Lake, WA 98851 and further described as
SENW; NESW LS Tax#'s 30 22 28, Grant County, WA (Parcel #17-1295-003). At their regularly
scheduled public hearing on August 9, 2023, the Grant County Planning Commission conducted
an open record public hearing to consider file P 23-0079 & P 22-0080. The Planning Commission
unanimously recommended approval of the proposed comprehensive plan amendment and
rezone.
Commissioner Stone asked what the parcel is currently being used for. Staff stated there is a
home there, but the rest of the land is not being used for anything. Discussion ensued.
Gary Carpenter, neighbor, spoke against the application. He feels the county is "anti -Ag".
Greg Minden, proponent, stated he has no intention of creating 5 -acre parcels at this time. His
plan is to split the parcel into 2 pieces only. This will not become a housing project.
Steve Davenport, Commerce, stated this application is in violation of the Growth Management
Act.
Greg Minden, proponent, is surprised at the States response.
Gary Carpenter stated that it has no water on it because no one has applied water. He feels it
can be done.
Barbara Duerbeck also discussed the county -wide analysis. The last analysis was completed in
2018 and the next is due 2027.

The applicant has submitted a Site -Specific Land Use Re -designation application requesting the
subject parcel be re -designated from Resource Lands, AG Irrigated to Rural Lands, Rural
Residential 1 along with an application for a rezone from AG to Rural Residential 1(11111). The
proposal site is located at 2206 Rd 3 NE, Moses Lake, WA 98837 and further described as that
portion of the SW % of the SW % of S. 16, T. 19 N, R. 27 E, W.M., Grant County, WA (Parcel #16-
1458-000). At their regularly scheduled public hearing on August 9, 2023, the Grant County
Planning Commission conducted an open record public hearing to consider file P 23-0090 & P
22-0091. The Planning Commission unanimously recommended approval of the proposed
comprehensive plan amendment and rezone.
Steve Davenport, Commerce, reiterated his comments from the last hearing, that this
application is in violation of the Growth Management Act.
A motion was made by Commissioner Carter, to close the public comment portion of the hearing.
Commissioner Stone seconded and the motion passed unanimously.
A motion was made by Commissioner Carter, seconded by Commissioner Stone to uphold the
Planning Commission recommendation and approve the subject re -designation recognizing the
nine (9) Findings of Fact in the affirmative. Commissioner Stone thanked the Prosecuting
Attorney's Office for their hard work. Commissioner Jones would like to seethe future analysis
done. The motion passed unanimously.
A motion was made by Commissioner Stone, seconded by Commissioner Carter to uphold the
Planning Commission recommendation and approve the subject rezone application recognizing
the ten (10) Findings of Fact in the affirmative. The motion passed unanimously.

The applicant has submitted aSite-Specific Land Use Re -designation application requesting the
subject parcel be re -designated from Rural Lands, Rural Remote to Rural Lands, Rural
Residential 1 along with an application for a rezone from Rural Remote (RRem) to Rural
Residential 1(11111). The proposal site is comprised of one (1) parcel totaling approximately
40.00 acres.

regularly scheduled public hearing on August 9, 2023, the Grant County Planning Commission
conducted an open record public hearing to consider file P 23-0104 & P 22-0105. The Planning
Commission unanimously recommended approval of the proposed comprehensive plan
amendment and rezone.
Dan Leavitt, Pacific Northwest Engineering, spoke in favor of the application.

File #P 23-0106 (Comp. Plan Amendment/Rezone) & P 23-0107 (SEPA) from Self Storage of
Moses Lake, LLC. The applicant has submitted a Site -Specific Land Use Re -designation
application requesting the subject parcel be re -designated from Urban Lands Residential,
Medium Density to Urban Lands, Commercial along with an application for a rezone from
Urban Residential 3 (UR3) to Urban Commercial 2 (UC2). The proposal site is comprised of two
(2) parcels totaling approximately 5.00 acres. The proposal site is located on the west side of
Stratford Rd NE, approximately .46 miles north of SR 17 N, in a portion of the NE % of the SE % of
S. 10, T. 19 N, R. 28 E, W.M., Grant County, WA (Parcel's #17-0389-000 & 17-0388-000). At their
regularly scheduled public hearing on August 9, 2023, the Grant County Planning Commission
conducted an open record public hearing to consider file P 23-0106 & P 22-0107. The Planning
Commission unanimously recommended approval of the proposed comprehensive plan
amendment and rezone.

• File #P 23-0098 (Comp Plan Amendment) & P 23-0095 (SEPA) from County of Grant,
Washington. The applicant has submitted an application requesting to update Chapter 7 —
Transportation Element, Appendix E and Chapter 8 —_Capital Facilities Element, Appendix F, of
the Grant County Comprehensive Plan The purpose of this update is to provide necessary
changes to Appendix E, Transportation Plan and Appendix F, Capital Facilities Plan of the
Comprehensive Plan. Pursuant to the Growth Management Act, Cities and Counties
Comprehensive Plans are required to contain at least six-year Traffic Improvement Plan (TIP)
and Capital Facilities Plan (CFP) that identifies proposed projects and funding sources during the
six-year period.
This proposed update is for the time period of 2023-2028 and will be updated annually to reflect
changes, if any, to projects added or completed during that plan year. The proposal site is
located Countywide. At their regularly scheduled public hearing on August 9, 2023, the Grant
County Planning Commission conducted an open record public hearing to consider file P 23-
0098 & P 22-0095. The Planning Commission recommended approval of the proposed
comprehensive plan amendment with one member abstaining from vote.
A motion was made by Commissioner Stone, to close the public comment portion of the hearing.
Commissioner Carter seconded and the motion passed unanimously.
A motion was made by Commissioner Stone, seconded by Commissioner Carter to uphold the
Planning Commission recommendation and approve the subject six-year mandatory update
recognizing the nine (9) Findings of Fact in the affirmative. The motion passed unanimously.
• File #P 23-0099 (Comp. Plan Amendment) & P 23-0116 (SEPA) from County of Grant,
Washington. The applicant has submitted an application requesting to update Chapter 5 —
Economic Development Element, Appendix J, of the Grant County Comprehensive Plan. The
purpose of this update is to include projects that have been submitted to and approved by the
Grant County Economic Development Council to be included in the listing of Strategic
Infrastructure Program Eligible Projects. At their regularly scheduled public hearing on August 9,
2023, the Grant County Planning Commission conducted an open record public hearing to
consider file P 23-0099 & P 22-0116. The Planning Commission recommended approval of the
proposed comprehensive plan amendment with one member abstaining from vote.
A motion was made by Commissioner Carter, to close the public comment portion of the hearing.
Commissioner Stone seconded and the motion passed unanimously.
A motion was made by Commissioner Carter, seconded by Commissioner Stone to uphold the
Planning Commission recommendation and approve the annual update recognizing the nine (9)
Findings of Fact in the affirmative. The motion passed unanimously.
Resolution No. 23 -138 -CC approved the above-named Comprehensive Plan Amendment

• Shane Heston discussed the renewal for 2024. There was an approximate 86% increase.
The "Joint and Several" liability law was a factor in the increase.

8:30 a.m. — 9:00 a.m. K McCrae, Prosecuting Attorney's Office Update
Pursuant to RCW 42.30.110(1)(i), Commissioner Jones called an Executive Session to order at
8:30 a.m. to go until 8:40 a.m. regarding Litigation. In attendance were Commissioners Carter,
Stone and Jones, Shane Heston, Trask Insurance, Rebekah Kaylor and Barbara Duerbeck,
Prosecuting Attorney's Office. Commissioner Jones closed the session at 8:40 a.m.
Email retention policy draft was presented and discussed. They request the BOCC review the
draft and bring back comments and questions to a future meeting. They will then send it out to
departments/offices for review.
Rebekah Kaylor discussed the Comprehensive Plan Amendment hearings. (To be brought back
to the BOCC at a later meeting)
• Giving the proponent time to discuss their application. More than 3 minutes could be
allowed. Designate 1 person per proponent.

o Bill Sieverkropp, Cattleman's Association President discussed a recent article in the
Capital Press stating Washington Department of Fish and Wildlife (WDFW) purchase of
county lands in Eastern Washington. They oppose government agencies buying private
land. He requests the BOCC draft a letter of opposition and send to WDFW.
o Jerome Wawers discussed consent item 15 — software sole source purchase of software
for the Fairgrounds. He was able to search other companies - Item 21— should be sold
to the highest bidder, not to a former employee.
• .Approval of Agenda A motion was made by Commissioner Carter, seconded by Stone, to
approve the agenda as presented. The motion passed unanimously.
• Correspondence (i.e. Emails that have come in that need response, letters of support etc.) None
• Commissioners Roundtable — Miscellaneous Discussion
o DS discussed the State Council on Aging —would like to participate in the Tuesday
morning meetings in 2024. He will bring forth the dates for future BOCC discussion.
o CC discussed Disney customer service training and mentioned that Chelan/Douglas
counties want to collaborate to bring this valuable training to our area.
o Discussion next week with Prosecuting Attorney re: Public Comment at meetings and
Comprehensive Plan Amendment Hearing procedures.
o Jim McKiernan, Fairgrounds discussed his consent item 15, and will hold it until the
11/28/23 consent agenda.

Consent Agenda — (Items 1 through 21) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item May be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Stone to approve items 1-14,16 — 20, holding item 15 to the
11/28/23 Consent Agenda and withdrawing item 21. Commissioner Carter seconded the
motion and recused herself from the vote on item 7. The motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.0901
as recorded on a listing, and made available to the Board. (In the amounts of $872,,540.21 and
$111,F995.43)
2. Request to establish a new fund, Fund #105.001, titled Employee Growth and Development.
This fund will be restricted for use on county employee growth, training, and development.

3. Request to establish a new fund, Fund #119.001, titled REST Admin Assessor for the purpose of
separating the Treasurer and Assessor's funds which they will now manage separately.

COMMISSIONER'S OFFICE
4. Grant County Board of Equalization request for Notice of approval to hear Property Tax Appeals,
Grant County Legislative Authority per RCW 84.48.010. The request is to convene for the
purpose of hearing appeals filed for the current year.
5. Reappointment letter for Jason Thaemert to the Grant County Current Use Advisory Board for a
one-year term beginning January 1, 2024, through December 31, 2024.
6. Reappointment letter for Stephen Phipps to the Grant County Current Use Advisory Board for a
one-year term beginning January 1, 2024, through December 31, 2024.
7. Appointment letter for Cindy Carter to the Quincy Valley Regional Parks District Board of
Commissioners. (Commissioner Carter recused herself from this vote)
8. American Rescue Plan Act (ARPA) Beneficiary Agreement between Grant County and Grant
County Fire District No. 6, in the amount of $100.,000.00 on an advance payment basis for
eligible costs incurred during the period of March 3, 2021, through September 30, 2026.
DEVELOPMENT SERVICES
9. Ordinance amending the Unified Development Code sections 23.04.050, 24.04.080, 25.12.030,
and section 25.04.080 table 1 per the public hearing that was completed on November 13, 2023.

10. (Ordinance No. 23 -136 -CC) amending the Grant County Unified Development Code chapter
23.08 performance and use standards transient residence requirements of section 23.08.220,

23.08.020 accessory uses and structures, amending definitions in Chapter 25.02, and amending

FACILITIES AND MAINTENANCE
12. Recommendation to award the bid for the snow removal and de-icing of County Facilities to the
lowest bidder Dircio's Landscaping.
If approved, a Snow Removal Service Contract will be signed for the snow removal and de-icing
of the Grant County C Street Campus, Youth Services in Ephrata, and the Moses Lake Wheeler
Road Facility. The contract expires on November 15, 2026.
13. Service contract with Otis Elevator for the purpose of maintaining elevators at Courthouse,
Coroner's Office, and Renew. The term of the agreement is January 1, 2024, -for a duration of 5
years at the price of $1,600.00 monthly. This purchase will be made through a Department of
Enterprise Services Contract No. 01219.
14. Contract with Limble CMMS and request to purchase computerized maintenance software in
the amount of $15,350.00 (incl. tax) for a term of 2 years.
FAIRGROUNDS
15. Request to purchase software from Placer Labs, INC., in the amount of $7,000.00 for the
purpose of tracking event demographics and attendees for all fairground events. This is a sole -
source purchase and will be funded out of the 2024 Advertising budget. (Hold item until the
11/28/23 Consent Agenda)
NFW HOPF
16. Authorization for Director, Suzi Fode to DocuSign the renewal of the Youth Homelessness
Demonstration Project CFDA #14.276, sub -recipient agreement with HopeSource. The terms of
the agreement is October 1, 2023, through September 30, 2024, in the amount of $90.,025.00.
PUBLIC WORKS
17. Request for a public hearing to declare miscellaneous vehicles, tools, and equipment county -
owned property surplus via public auction through www.publicsurplus.com and/or
www.govdeals.com.
18. Agreement for Services with Eastern Washington University for cultural resources survey for the
Road H -SE project. The term of the agreement is September 25, 2023 through January 31, 2024,
in the amount of $9,387.94.
19. Resolution No. 23 -141 -CC Notice of Hearing, Transportation Improvement Program (TIP) for the
2024-2029 years. The hearing will be held on December 5, 2023 at 3:15 p.m.
RENEW
20. Landscape and Grounds Maintenance Contract with Tatum Lawn Care Inc., for the landscape
and ground maintenance for Moses Lake Renew locations, 840 E Plum St., and 836 E Plum St.
The term of the agreement is January 1, 2024, through December 31, 2025.

Ch. 14.04 of the Grant County Code
The Commissioners held an Open Record Public Hearing to consider an Ordinance relating to the
amendments of Ch. 14.04 of the Grant County Code titled "Buildings and Construction".
Chris Young, Director of Development Services presented the proposed amendments.
Legislative vs. Quasi -Judicial actions and submittal of exhibits was discussed.
A motion was made by Commissioner Carter, seconded by Commissioner Stone, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Stone to approve the Code Amendments as presented. Commissioner Carter
seconded and the motion passed unanimously. The hearing adjourned. (Ordinance No. 23 -139 -

3:30 p.m. — 3:35 p.m. Open Record Public Hearing, Economic Enhancement Strategic
Infrastructure Program Budget Extension
The Commissioners held an Open Record Public Hearing to consider an Economic Enhancement
Strategic Infrastructure Program Budget Extension to fund 113.115 in the amount of
$2.,957,.800.00 for previously approved SIP projects approved after the 2023 budget adoption.
Emili Wash, Accountant, gave a brief overview.
A motion was made by Commissioner Carter, seconded by Commissioner Stone, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Stone to approve the budget extensions as presented. Commissioner Carter
seconded and the motion- passed unanimously. The hearing adjourned. (Resolution No. 23-
