MONDAY, OCTOBER 23, 2023 The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance. 8:30 a.m. — 8:45 a.m. Central Services Weekly Update • Ephrata Family Dentistry Building closing paperwork signed this morning o The Commissioners signed and approved a Borrower's Estimated Settlement Statement from Frontier Title and Escrow Co. for the Ephrata Family Dentistry Building (Karl Northrup) located at 21 C Street SW, Ephrata. The amount is $445,891.75. • New County Morgue — he and Commissioner Jones will meet with Samaritan Hospital • Gun Club Building at the Fairgrounds — need to demolish building • Security Assessment for the Law and Justice building • Auditor's Office Consent Item 2 re: VoteWA Data Sharing. Does this involve the "Albert Sensor'? The contract is vague. Technology Services will reach out to the Secretary of State. Pursuant to RCW 42.30.110(1)(b Commissioner Jones called an Executive Session to order at 8:42 a.m. to go until 8:45 a.m. regarding Real Estate Acquisition. In attendance were Commissioners Carter, Stone and Jones, and Tom Gaines, Central Services Director. Commissioner Jones closed the session at 8:45 a.m. 8:45 a.m. — 9:00 a.m. Development Services Weekly Update • Development Agreement or Interlocal Agreement with Fire District 3 will be forthcoming. • Rodeo event to be held this weekend. How important is this to the county to enforce? This isn't allowed in the residential zone of the county. • Mattawa flea market fire issues. 9:00 a.m. — 9:30 a.m. Elected Official Compensation Study Meeting • Salary Study - $2.1 million set aside for 2024. Parameters need to be set for this—comparable counties etc. Human Resources were going to put together questions to assist. • Wages are low and it's hard to find employees. • Human Resources Director resignation: The group would like to hire a company to find a new Director. In attendance were Commissioners Carter, Stone and Jones, and Kirk Eslinger, Human Resources Director. Commissioner Jones closed the session at 11:24 a.m. 1:00 p.m. — 2:00 p.m. Commissioners Roundtable — Misc. Discussion Department Head Luncheon Topic: November 6 is the next luncheon. Trespass Policy review. Jail Construction progress. FMLA/PFML process. Training suggestions. Safety Center APP Update. County -Wide Communications related to active shooter. Commissioner District Updates o DS District 1: Attended the Revitalize Ephrata meeting. o RJ District 2: MACC mobile cell tower, they would be open to paying half of the cost. o CC District 3: Attended Vantage/Server Farm Ribbon Cutting. Bouy concern from Citizen which involves our Shoreline Master Program and PUD owns the land. Live Nation will potentially be increasing the number of concerts (citizen reached out). Raquel from Senator Murray's office —discussion on cell tower service (reach out to the State). PUD isn't doing their "firewise" service along the river (citizen concern). Review of Consent Agenda Items o Auditor's Office Item 2: VoteWA contract — after review Technology Services feels comfortable for BOCC to sign o BOCC Item 11: Janice Flynn gave an update to the amount and DS requested this come out of "lost revenue - General Government Services" Page 3 of 12 Grant County Commissioners Minutes Week of October 23, 2023 o BOCC Item 12: Janice Flynn to withdraw as she does not have a dollar amount yet. o Public Works Item 13: They will amend the letter to remove the $210,000 and add $140/ton. o Public Works Item 15: 4th Whereas should say 2030, not 2023. (Scriveners Error) o Public Works Item 14: Change completed date to 11/20/23. (Scriveners Error) o Sheriff's Office Item 20: WA State scriveners' error is why this is coming through. o Email retention policy: Prosecuting Attorney's Office, Barbara Duerbeck, is looking into it. • Judge Barlow, Commissioner Chlarson, Judge Gwinn and Desiree Ochocinski came to discuss the Drug Court and their ARPA funding request. They currently have funding to get them through 2025. They continue to look for permanent funding; but will submit a revised ARPA Funding request. Salary funding has been the most difficult to find. • Sam Castro announced upcoming Hazardous Household drop events. • Janice Flynn will add the Ephrata Family Dentistry building to the insured list. • Sam Castro, Department of Agriculture Cherry Orchard complaint, Grant County Public Works was not liable. • DS discussed the letters that the Prosecuting Attorney was going to draft on potentially illegal events happening in Quincy (Rural Residential 1 zoning). Barbara Duerbeck will provide a draft to all. 12286 Rd 6 -NW, Quincy is the newest. They are looking for a fiscal agent. Next meeting November 1. • Update on regional detox discussion: The Center for Drug and Alcohol had to close their detox facility in Wenatchee. • SIM Mapping Meeting November 1s` in Grant County & November 2nd in Wenatchee: How an individual in our county connects to the county crisis team (mental health and substance abuse). Where do they go after crisis. 10:30 a.m. —11:00 a.m. K Allen, Clerk's Office Update Commissioner Jones attended at 10:55 a.m. • Commissioners notified the Clerk that the salary survey is moving forward in 2024 and new Human Resources Director position will be advertised next week. • Human Resources process for position recruitment in Clerk's Office. 11:00 a.m. —11:30 a.m. T Gaines, Central Services Update • Ephrata Family Dentistry Building closure happens today and the remodel will begin. • Gun Club at the Fairgrounds —demolition quotes are forthcoming. Use FEET funds or current expense? • Budget extension request forthcoming. • Temperature complaints in 4H building during events (diffusers are being covered) • New Jail: blog will be updated with photos of the project. • Language Line: upcoming changes to include American Sign Language (ASL) Pursuant to RCW 42.30.110(1)(g) Commissioner Jones called an Executive Session to order at 11:19 a.m. to go until 11:29 a.m. regarding Job Applicant/Evaluation. Commissioner Jones closed the session at 11:29 a.m. • New County Morgue discussed. 1:00 p.m. — 2:00 p.m. S Castro, Public Works Update • Annual Construction Program Plan —Second in Series: Dave Bren, County Engineer gave an overview. • Award Letter for Landfill —Sutton Salvage Page 6 of 12 Grant County Commissioners Minutes Week of October 23, 2023 • CRP 23-13 Comprehensive Road Safety Plan Improvements: Overview (On consent agenda) • City of Mattawa Reimbursable • $1 per ton at landfill goes towards equipment replacement, which isn't enough. Potentially sell recycled items and put towards equipment replacement. This will be brought forth in the future. • The State Auditor's Office is there auditing the "small and attractive' items. They are focusing on policies. They are auditing the ER&R fund as well. 2:00 p.m. — 3:00 p.m. Commissioner's Meeting • Call to order • Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) c Jerome Wawers commented on Grand Coulee Hill. This has been on the "back burner" for years. • Approval of Agenda A motion was made by Commissioner Carter, seconded by Commissioner Stone, to approve the agenda as presented. The motion passed unanimously. • Correspondence (i.e. Emails that have come in that need response, letters of support etc.) o Barbara Duerbeck, Prosecuting Attorney's Office, brought forth a rough draft letter relating to the Quincy illegal events that continue to occur. All 3 commissioners voted in favor of this letter to be delivered to the property owners by the Sheriff's Office. This is a festival and temporary outdoor event which requires Development Services and the County Engineer to issue/review. No permits have been applied for as of today. o Accounting email re: Fair Appreciation Dinner — this was over the per diem rate allowed. Needs BOCC approval. All Commissioners voted that the county will not pay the $269.90 overage. This is included in Item 1 of the consent agenda AP vouchers. • Commissioners Roundtable— Miscellaneous Discussion o 2 walk-on items o DS: Speed in Sunland Estates —Sheriff to set up speed trailer. o DS: Health District budget increase request: Move to roundtable on 11/6/23 • Consent Agenda — (Items 1 through 22) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Stone, seconded by Commissioner Carter, to approve items 1-11, and 13-22 on the consent agenda, holding item 12 until the 10/31/23 Consent Agenda, and noting the following scrivener's error amendments to items 13, 14, and 15. The motion passed unanimously. (note: on 10/26/23, Janice Flynn notified the Clerk of the Board to withdraw item 12 completely) AUDITOR'S OFFICE 1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing, and made available to the Board. (In the amount of $2,038,802.49. Within this batch was a Fairgrounds invoice for Top Gun Concessions that went over the per diem rate. VOTEWA Data Sharing Agreement with the Washington Office of the Secretary of State, Elections Division, and Grant County, to modernize, streamline, and improve the elections process through the development and implementation of a statewide modern Elections Management Project (EMP). COMMISSIONER'S OFFICE 3. Approval of October 2, 2023, and October 09, 2023, Commissioners Minutes. 4. Washington State Department of Commerce Federal Interagency Agreement with Grant County through Homelessness Assistance Unit Emergency Housing Fund (EHF) Grant No. 24-4619D-106 Subrecipient Agreement with the City of Moses Lake. The term of agreement is July 1, 2023, through June 30, 2024, in the amount of $663,000.00. 5. Budget extension in the amount of $2,957,800.00, Economic Enhancement SIP Fund No. 113.155 for Strategic Infrastructure Project (SIP) grants awarded to various entities. (Public hearing set for 11/21/23 at 3:30 p.m.) 6. Reimbursement request from Community Services of Moses Lake, Moses Lake Foodbank, in the amount of $200,000.00 as part of their American Rescue Plan (ARPA) award for their remodel. 7. Reimbursement request from the City of Moses Lake on the Department of Commerce Emergency Solutions Grant (ESG) No. 20-4613C-100, in the amount of $4,088.26 for September 2023 expenses. 8. Reimbursement request for Strategic Infrastructure Program (SIP) Project No. 2023-01, Grant County Hospital No. 4, McKay Healthcare, Phase 1 Architecture and Engineering Site Plan, in the amount of $455.28. 9. Reimbursement request from New Hope on the Department of Commerce Consolidated Homeless Grant (CHG) No. 24-46108-10, in the amount of $3,969.86 for September 2023 expenses. 10. Reimbursement request from New Hope on the Department of Commerce, Federal Interagency Agreement, Emergency Housing Fund (EHF) Grant No. 24-4619D-106, in the amount of $1,604.22 for September 2023 expenses. 11. Award letter for the 2023 Scrap Metal Crushing project to Sutton Salvage in the amount of $140.00 per ton, for , to crush and remove scrap metal from Grant County Landfill. (the Board approved this request, amending the amount to $140.00 per ton) 14. Request to the County Road Department for Reimbursable Work with the City of Mattawa for 85 tons of crushed surfacing top course. Work will be completed no later than QrtebeK November 20, 2023, with a maximum reimbursable amount of $700.00. Resolution No. 23 -122 -CC initiating county road project designated as CRP No. 23-13 and provides for the preparation of 2024 Comprehensive Road Safety Plan by a contractor and 2025- 2029 systemic signage and pavement markings improvements to be conducted by County forces. 16. Quincy -Columbia Basin Project Irrigation District Columbia Basin Project, Washington, license for removal of road building materials to remove up to 50,000 tons of crushed surface gravel from the Q-6 (Sand Hollow) materials site. 17. Request for Director, Sam Castro to sign Agreement No. SWMLSWFA-2023-GrCoPw-00130 Solid Waste Management Local Solid Waste Financial Assistance Agreement with the State of Washington Department of Ecology in the amount of $343,605.00 to properly manage 65 tons of household hazardous waste, divert 100 tons of organics from the landfill, and finish updating the solid waste management plan. The term of the agreement is July 1, 2023, through June 30, 2025. RENEW 18. Request to approve PAXIS Institute invoice in the amount of $5,950.00, for instructor training for Moses Lake School District staff who will be teaching PAX Tools to the community. This will be funded from 334.04.6400, Dedicated Cannabis Account. 19. Request to approve the 2024 Landscape Maintenance Proposal from Tatum Lawn Care for landscape maintenance of our Moses Lake office. The total proposed costs annually is $10,375.00, and will be funded from 564.00.4100, Professional Services. SHERIFF'S OFFICE 20. Request for Chief Deputy Phil Coats to digitally sign an amendment to the 2023 STOP Grant due to a scrivener error in the total project budget numbers. The amendment does not change our grant total or terms. TECHNOLOGY SERVICES 21. Purchase order No. 502 from MSDS Online (DBAVE) in the amount of $6,028.13 for the annual renewal of "MSDS Online". TREASURERS OFFICE 22. Held from the 10/17/23 Consent Agenda: Application from Eloisa Butler for Resale of Tax Title property for Parcel No. 06-1065-000 and Parcel No. 06-1122-000 with the starting bid of $1,500.00 each. The Treasurer recommends approval of the offer of a minimum of $1,500.00 plus costs of deed, affidavit fees, and recording fees for each parcel. • Board Discussion/Decisions Items (Items to discuss and items that were removed from Consent Agenda. These items will be acted upon together) A motion was made by Commissioner Stone, seconded by Commissioner Carter, to approve the walk-on items as presented: • 3 Walk-on items: Page 9 of 12 Grant County Commissioners Minutes Week of October 23, 2023 o Letter to the Washington State Department of Ecology to join the meeting with the City of Ephrata on the schedule and funding for remedial actions at the old Ephrata Landfill, a MTCA cleanup site near the City of Ephrata. o The Commissioners approved Sam Castro, Public Works Director, to sign a letter on behalf of the county, along with the City of Ephrata, to the Washington State Department of Ecology to meet and discuss the terms of a "final vrsion" of a third amendment to the 2007 Agreed Order relating to the Grant County Ephrata Landfill o American Rescue Plan Act: BOCC decisions from 10/16/23 meeting as follows: From County Allotment (General Government Services): District Court (Audio/Visual-$400K) —Approved Request o New Hope/Kids Hope (Salary & Operating -$1,044,008) — Request Approved $406,214 was previously approved. This brings the total ARPA Grant to $1,450,222 for 5 %years. And all remaining funding allocations for New Hope/Kids Hope will be moved under County Allotment in General government Services City of Moses Lake (Sleep Center -$633K) —Approved Request :• Grant County Public Works (MVFT loss-$679K)—Approved Request o From Non -County Allotment: Boys & Girls Club (after-school transportation-$45K)—Approved Request Hope Source (matching grant for HUD rapid re -housing -$40,876) —Approved Request House of Hope Ministry -Jacob's Well (addiction recovery transitional house -$72K) — Approved Request :• Royal Water District (well costs-$580K)—Approved Request City of Warden Sewer Proiect ($656K) —Approved Request o From ARPA PILT Funds: Royal City (Park electrical enhancement -$100K) —Approved Request • Adjournment 3:00 p.m. —4:00 p.m. Representative Maycumber Meeting In attendance: BOCC, Melissa McKnight, Kevin McCrae, Kim Allen, Darryl Pheasant and Jenna McKenzie (Legislative Assistant to Representative Maycumber) Bi -Weekly zoom meetings are held with her area Elected Officials. She is new to representing Grant County in the 7`^ District. Discussed were issues affecting Grant County. Commissioner Stone stated Joint and Several Liability was brought forth and the 1% liability for involvement. This is affecting insurance rates. Rep Maycumber stated this probably won't be amended any time soon. Commissioner Carter discussed the Minimum Wage and H2A workers is becoming an issue for farmers. Page 10 of 12 Grant County Commissioners Minutes Week of October 23, 2023 Commissioner Carter discussed Cell tower funding for cell service. Commissioner Carter was notified by Rep Murray that funding is available. Rep Maycumber will look into this. Darryl Pheasant discussed Jails and staffing issues. He discussed regionalizing the jail. Kevin McCrae stated it isn't practical. Kevin McCrae discussed mental health issues all over the state. Not being able to get a mental health evaluation can delay lawsuits for years. State support is severely lacking. Personnel issues are also an issue within all Prosecuting Attorney's Office. Forego student loans if attorney's work for the government is an option. Darryl Pheasant reiterated that it's difficult to keep employees. They get trained then leave that jurisdiction to a higher paying entity. Rep Maycumber stated her HB 1611 related to mental health crisis responses hasn't passed yet Corrections Officers CJTA training has been a hindrance, need more law enforcement officers. RJ: Columbia River dedicated superfund designation and the need for drinking water. The potential for overseas agriculture sales declining is there. Rep Maycumber is working with the State Farm Bureau. Commissioner Carter mentioned the need for a truck lot in the Ellensburg area for when the snow closes Snoqualmie Pass. There needs to be a place for them to park and eat/restrooms. Commissioner Carter stated Shrubsteppe requirements have created many problems in Grant County. Darryl Pheasant discussed Grant County acreage in the Hanford area. We would like to exchange our land for the PILT payments we receive. It is prime farming ground, and the Federal Government should release the land back to the County. Wolf control bill was recently unanimously approved in the Agriculture Committee. Darryl Pheasant asked about tax exemptions given by the State. Does this have to include "local tax"? The local government needs these tax revenues and its compared to an "unfunded mandate". Increment Financing has become a huge local issue... cities are taking revenue from counties. Affordable housing is a problem....
