VOTEWA Data Sharing Agreement with the Washington Office of the Secretary of State, Elections Division, and Grant County, to modernize, streamline, and improve the elections process through the development and implementation of a statewide modern Elections Management Project (EMP). COMMISSIONER'S OFFICE 3. Approval of October 2, 2023, and October 09, 2023, Commissioners Minutes. 4. Washington State Department of Commerce Federal Interagency Agreement with Grant County through Homelessness Assistance Unit Emergency Housing Fund (EHF) Grant No. 24-4619D-106 Subrecipient Agreement with the City of Moses Lake. The term of agreement is July 1, 2023, through June 30, 2024, in the amount of $663,000.00. 5. Budget extension in the amount of $2,957,800.00, Economic Enhancement SIP Fund No. 113.155 for Strategic Infrastructure Project (SIP) grants awarded to various entities. 6. Reimbursement request from Community Services of Moses Lake, Moses lake Foodbank, in the amount of $200,000.00 as part of their American Rescue Plan (ARPA) award for their remodel. 7. Reimbursement request from the City of Moses Lake on the Department of Commerce Emergency Solutions Grant (ESG) No. 20-4613C-100, in the amount of $4,088.26 for September 2023 expenses. 8. Reimbursement request for Strategic Infrastructure Program (SIP) Project No. 2023-01, Grant County Hospital No. 4, McKay Healthcare, Phase 1 Architecture and Engineering Site Plan, in the amount of $455.28. 9. Reimbursement request from New Hope on the Department of Commerce Consolidated Homeless Grant (CHG) No. 24-46108-10, in the amount of $3,969.86 for September 2023 expenses. 10. Reimbursement request from New Hope on the Department of Commerce, Federal Interagency Agreement, Emergency Housing Fund (EHF) Grant No. 24-4619D-106, in the amount of $1,604.22 for September 2023 expenses. 11. Reimbursement request from New Hope in the amount of $58,611.21 as part of their American Rescue Plan Act (ARPA) award for July -September 2023 expenses. Tentative: Reimbursement request from the City of Moses Lake on the Department of Commerce Federal Interagency Agreement, Emergency Housing Fund (EHF) Grant No. 24- 4619D-106 for September 2023 expenses. PUBLIC WORKS 13. Award letter for the 2023 Scrap Metal Crushing project to Sutton Salvage in the amount of $140.00 per ton, for a total price of $210,000.00, to crush and remove scrap metal from Grant County Landfill. 14. Request to the County Road Department for Reimbursable Work with the City of Mattawa for 85 tons of crushed surfacing top course. Work will be completed no later than October 20, 2023, with a maximum reimbursable amount of $700.00. 15. Resolution initiating county road project designated as CRP No. 23-13 and provides for the preparation of 2024 Comprehensive Road Safety Plan by a contractor and 2025-2029 systemic signage and pavement markings improvements to be conducted by County forces. 16. Quincy -Columbia Basin Project Irrigation District Columbia Basin Project, Washington, license for removal of road building materials to remove up to 50,000 tons of crushed surface gravel from the Q-6 (Sand Hollow) materials site. 17. Request for Director, Sam Castro to sign Agreement No. SWMLSWFA-2023-GrCoPw-00130 Solid Waste Management Local Solid Waste Financial Assistance Agreement with the State of Washington Department of Ecology in the amount of $343,605.00 to properly manage 65 tons of household hazardous waste, divert 100 tons of organics from the landfill, and finish updating the solid waste management plan. The term of the agreement is July 1, 2023, through June 30, 2025. RENEW 18. Request to approve PAXIS Institute invoice in the amount of $5,950.00, for instructor training for Moses Lake School District staff who will be teaching PAX Tools to the community. This will be funded from 334.04.6400, Dedicated Cannabis Account. 19. Request to approve the 2024 Landscape Maintenance Proposal from Tatum Lawn Care for landscape maintenance of our Moses Lake office. The total proposed costs annually is $10,375.00, and will be funded from 564.00.4100, Professional Services. SHERIFF'S OFFICE 20. Request for Chief Deputy Phil Coats to digitally sign an amendment to the 2023 STOP Grant due to a scrivener error in the total project budget numbers. The amendment does not change our grant total or terms. TECHNOLOGY SERVICES 21. Purchase order No. 502 from MSDS Online (DBAVE) in the amount of $6,028.13 for the annual renewal of "MSDS Online". Held from the 10/17/23 Consent Agenda:Application from Eloisa Butler for Resale of Tax Title property for Parcel No. 06-1065-000 and Parcel No. 06-1122-000 with the starting bid of $1,500.00 each.
