HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS PROCEEDINGS Week of July 15,1991 The Grant County Commissioners session was called to order at 9:00 a.m. with Commissioner Fancher and Commissioner Winzler in attendance with the Clerk of the Board. Commissioner Goodwin was not in attendance. The Commissioners approved the minutes of the preceding session as written. The Commissioners approved the request by the Sheriff Department for the purchase of Traffic Control cones from the Admissions Tax Fund. The Commissioners received a resolution from the Yakima County Commissioners regarding the appointment of Jim Whiteside to the Local Negotiating Committee for the State CPN process on the Rabanco Dangerous Waste Site. The Commissioners notified Royal City that they wished to be a participant in the Royal Slope Area Economic Development activities. The Commissioners were notified the Town of George that their appointment to the State CPN Committee on the Rabanco Dangerous Waste Site was Cameron Fries. The Commissioners were notified by the Public Works Director that the Adams Road Reconstruction project, CRP 89-5 was completed in accordance with the plans and specifications and federal aid requirements. The Commissioners were notified by the Kittitas County Commissioners that their appointment to the State CPN Committee on the Rabanco Dangerous Waste Site was Allen Sullivan, with Ed Sullivan as an alternate. The Commissioners received a notice of acceptance by Terry Cummings of Advanced Silicon Materials,lnc. to the appointment by the Commissioners to serve on the State CPN Committee on the Rabanco Dangerous Waste Site. Chairman Goodwin was authorized to sign the Notice of Separation or Work Interruption of Les L. Johnson,Jr. of the Planning and Clean Air Departments effective July 17,1991. The Commissioners met with representatives of the Teamsters Union regarding union contracts. As there was no other business the session was continued until July 16,1991. July 16,1991 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Department regarding Bid Authorization Wheeler Road, Cost -Share Project Request -18.8 NE, County Property, SWAC-Agenda Topics, Litter Project -Grant Application, Bike Path -Fairgrounds, 10:30 - Franchise Hearing (Carnation), 11:00 -Port of Royal Slope. The Commissioners signed an Authorization to Call for Bids for CRP 91-1, Wheeler Rd. Bid opening to be July 30,1991 at 10:00 a.m. A Public Hearing was held regarding the Franchise Application of Nestle USA(Carnation. A motion was made by Commissioner Fancher, seconded by Commissioner Winzler that the Franchise be granted. The motion carried. The Commissioners approved the salary of Wanda Stratton of the District Court Department at $1,186.20 per month effective July 1,1991. The Commissioners approved the salary increase of Kathleen Lynch of the district court Department at $1,318 per month effective July 1,1991. Chairman Goodwin was authorized to sign the Notice of Separation or Work Interruption of Irene Scott of the District Court Department effective July 16,1991. The Commissioners signed the Request for Transfer of Funds in the Law and Justice Department #163, Law and Justice Fund #121 in the amount of $18,692. The Commissioners set a Public Meeting for July 30,1991 at 1:30 p.m. regarding the Preliminary Plat submitted by Westshore Shores, Phase II, Reza Firouzi. Chairman Goodwin was authorized to sign a Construction Proposal Prospectus with the State Transportation Improvement Board. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office July 16,1991 in the total amount of $193,387.26. A Public Hearing was held and a motion was made by Commissioner Fancher, seconded by Commissioner Winzler that Resolution Number 91 -90 -CC authorizing an appropriation and expenditure of funds for the Sheriff Department #114, Current Expense Fund #001, K-9 Unit, Project #021 in the amount of $27,500 be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Winzler, seconded by Commissioner Fancher that Resolution Number 91 -91 -CC authorizing an appropriation and expenditure of funds for the Alcohol/ Drug Abuse Fund #115, Department #157 in the total amount of $6,500 be passed. The motion carried. Chairman Goodwin was authorized to sign the Liquor License Application of Fergies Cafe and Catering of Moses Lake.
