MONDAY, OCTOBER 9, 2023 The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance. 8:00 a.m. — 8:30 a.m. R Jones w/ City of Ephrata -Landfill Discussion 8:30 a.m.-9:00 a.m. Superior Court Update • Drug Court vehicle will be transferred to District Court. Title to be placed under "Grant County". • Part time Court Commissioner request. They are going to delay in that hiring. In attendance were Commissioners Carter, Stone and Jones, Jim Anderson -Cook, Development Services, Damien Hooper and Sam Dart, Grant PUD. Discussion • Review of Consent Agenda Items o BOCC Item 7: Janice has the amounts now. o Fairgrounds Item 10: Was approved in the 2023 Capital Budget, no budget extension ended and will use other non -used funding from another capital project. Accounting has confirmed there is funding available. Commissioner Carter asked about renting facilities and food vendors paying the 20% commission. o District Court Item 9: Prosecuting Attorney reviewed and approved. o Central Services Item 8: Liability Insurance and other concerns brought forth by the Prosecuting Attorney's Office. Insurance industry standard is being recommended. • Commissioner District Updates o DS: ARPA meeting was held last week, to be continued to next week; outstanding water resource meeting; attended the Samaritan Hospital groundbreaking w/ Commissioner Jones, there was no mention of Grant County ARPA funding that was given. o RJ: Met with Kevin Fuhrofthe City of Moses Lake to discuss funding an animal building. o CC: • E-mail Retention Policy (CC): Currently emails go back to 2003, there is not currently a records retention policy for emails. Kevin McCrae discussed the Secretary of State's Retention Policy. • Sam Castro, Public Works Director, stated they were selected for another bridge rehabilitation project #426 (23-12) $845,000 funding. • CC: North Central Regional Council of Governments- implementation? • Vicky Melcher email relating to destruction of property. Development Services stated the County has been out there 9 times since July relating to the building of the home, but not relating to dirt removal on another portion of the property. RJ will reach out to the complainant. • DS: Mentioned that they received an email from the Assessor relating to the assessed value of the 3 Trinidad parcels being surplus'd next week. 2:00 p.m. — 3:30 p.m. K Eslinger, Human Resources Update (No agenda) In attendance: Decorah Anderson -Cook Implementation of potential Salary Commission was discussed. Policy 1607 — Capital Facilities and Transportation Plan Process: Not ready for signature. Pursuant to RCW 42.30.110(1)(g) Commissioner Jones called an Executive Session to order at 2:21 p.m. to go until 2:45 p.m. regarding Job Applicant/Evaluation. In attendance were Commissioners Carter, Stone and Jones, and Decorah Anderson -Cook, Human Resources. The session was continued to 3:00 p.m. and then again until 3:15 p.m. Commissioner Jones closed the session at 3:15 p.m. 3:30 p.m. — 5:00 p.m. Justice Committee — Planning Session Page 3 of 9 Grant County Commissioners Minutes Week of OCTOBER 9, 2023 In attendance were: Darryl Pheasant, Michele Jaderlund, Tom Gaines, Katie Smith, Kevin McCrae, Joe Kriete, Judge Tyson Hill, Craig Morrison, Kim Allen, and Desiree Ochocinski. • The 2024 budget was discussed and the capital outlay requests discussed. • Tom talked about contractors getting quotes. • Radioactive pipes found at racetrack. State is involved. • Discussion about corrections wages in the future o Long term usage? • Working with the City of Ephrata o , What size land for their development? • Sheriff discussion regarding drivers training • K-9 area in new jail • Discussion regarding the new morgue o The new jail site is the fastest remedy. o Discussion regarding the need for pathologists • Other options TUESDAY, OCTOBER 10, 2023 The session was continued to 8:30 a.m. with all Commissioners in attendance. Commissioner Jones attended via Webex when able, until he arrived at 12:00 p.m. 8:30 a.m. — 9:00 a.m. K McCrae, Prosecuting Attorney's Office Update • Working on an email retention policy • Discovery vs. public records requests: Tom Gaines and Emmalie Eckhart weighed in. Barracuda is not the best email retrieval program. o All Commissioners voted to have all email discovery requests processed through the county Public Records Officers. 9:00 a.m. — 9:50 a.m. Department Head Review Pursuant to RCW 42.30.110(1)(g) Commissioner Carter called an Executive Session to order at 9:05 a.m. to go until 9:45 a.m. regarding Job Applicant/Evaluation. In attendance were Commissioners Carter, Stone and Jones (Commissioner Jones via Webex), and Jim McKiernan, Fairgrounds Director. They would like to discuss 20 -year planning. 2:00 p.m. — 3:00 p.m. Commissioners Meeting • Call to order • Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) o Jerome Wawers discussed Road 1.4 that was brought up at the Public Works Update. Drumheller Road connector road hopes that the Engineer checks with CRAB constitutes the requirement to use county forces or not. • Approval of Agenda A motion was made by Commissioner Stone, seconded by Commissioner Carter, to approve the agenda as presented. The motion passed unanimously. • Correspondence (ie. Emails that have come in that need response, letters of support etc.) None • Commissioners Roundtable — Miscellaneous Discussion o DS: discussed Renew item 16- requested clarification from the Director about the closing of their office. Dell Anderson stated a precedence has been set for this annual training. Commissioner Carter stated as long as their phones are answered, she is in favor. Commissioner Stone and Jones are also in favor of this, as long as their phones are answered. o DS: Central Services Item 8 — Tom Gaines has requested this item be held for legal / insurance review. Janice Flynn stated the industry standard is 1 million per occurrence, 2 million aggregate. He recommends approving it, pending PAO approval. o Brittany Lutz discussed a call she received from a company wanting to talk about zoning/cannabis. She was informing the Board to the potential of a serial meeting. • ConsentAgenda— (Items 1through 17) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Stone to approve items 1-7 and 9-17, holding item 8. Commissioner Carter seconded and the motion passed unanimously. AUDITOR'S OFFICE 1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing, and made available to the Board. Appointment letter for Melva Calloway to the North Central Regional Library Board of Trustee's for a 7 -year term beginning January 1, 2024, through December 31, 2030. 4. Five County Joint Resolution No. 23 -110 -CC regarding the appointment of Trustee representing Grant County to the North Central Regional Library Board of Trustees. Resolution appoints Melva Calloway for a seven-year term to begin January 1, 2023. 5. Reappointment letter for Nikolas Bergman to the Housing Authority of Grant County for another five-year term beginning October 10, 2023, through October 9, 2028. 6. Washington State Department of Commerce Federal Interagency Agreement with Grant County through the Homeless Assistance Unit Emergency Housing Fund (EHF) Grant No. 24-4619D-106 Sub Recipient Agreement with HopeSource. Term of the agreement is July 1, 2023, through June 30, 2024, in the amount of $320.,571.00. 7. Reimbursement request from the City of Moses Lake on the Department of Commerce Emergency Solutions Grant (ESG) No. 20-4613C-100, in the amount of $127,280.61 for July and August 2023 expenses. CENTRAL SERVICES 8. Request for Director Tom Gaines to sign an order form that will allow the transition from "Safety Center" to "In Case of Crisis.", with an increased yearly cost of $2,800.00, for a total of $13,,800.00. (Item held until October 16, 2023 Consent Agenda) DISTRICT COURT 9. Held from the October 3, 2023, Consent Agenda: Request for District Court Administrator, Desiree Ochocinksi, to DocuSign Interagency Agreement No. IAA24406 with the Washington State Administrative Office of the Courts for the purpose of distributing funds for court interpreter and language access services expenses of the courts. The term of the agreement is July 1, 2023, through June 30, 2024, with a maximum reimbursement amount of $5,235.00. FAIRGROUNDS 10. Request to increase the previously approved $15.,000.00 amount for sheep pens by $8,301.86 for a new total of $23,301.86 to be paid to the Livestock Association. 11. Request to implement a 2024 rate schedule and updated changes for the Grant County Fair and the Grant County Fairgrounds. PLIRLIC WORKS 12.
