HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of July 8,1991 The Grant County Commissioners session was called to order at 9:00 a.m. with Commissioner Fancher and Commissioner Winzler in attendance with the Clerk of the Board. Chairman Goodwin was not in attendance. The Commissioners approved the minutes of the preceding session as written. The Commissioners approved the purchase of a weapon by the Sheriff Department out of the Capital Outlay budget. The Commissioners approved the salary increase of Carol Dawson of the Assessors Office at $1368.00 per month effective July 1,1991. The Commissioners approved the salary increase of Lynn Belnap of the Assessors Office at $1475.10 per month effective July 1,1991. The Commissioners signed the Request for Transfer in the Law and Justice Fund in the amount of $14,280. The Commissioners were notified by the Yakima County Board of County Commissioners that they had appointed Jim Whiteside to a position on the State CPN Committee on the Rabanco site as their representative. The Commissioners set a Public Hearing regarding the Mick Santa Zone Change Request for July 29,1991 at 1:30 p.m. The Commissioners received a signed copy of the Sublease with the City of Quincy regarding the Quincy Community Center building to be used by District Court. The Commissioners were notified by the Planning Director that Grant County Planning Department was the lead agency for the Nestle USA (Carnation) effluent pipeline extension project. The Commissioners were notified by the Planning Director that Grant County was the lead agency for the Eka Nobel A.K.D. mixing facility to provide for mixing or chemical compounding of a product used by the paper industry as a sizing agent. The Commissioners were notified that Les Johnson, Jr., Grant County Planner and Clean Air Officer submitted his resignation effective -July 12,1991. The Commissioners met with various Elected Officials and Department Heads regarding matters of mutual concern. As there was no further business the session was continued until July 9,1991. July 9,1991 The session was continued at 8:00 a.m. with Commissioner Fancher and Commissioner Winzler in attendance with the Clerk of the Board. Commissioner Goodwin was in attendance at 2:00 p.m. The Commissioners met with the Public Works Department regarding Cost -Share request, SWAC, Sale of Property, Reimbursable Work -Coulee City, latter Project. The Commissioners signed a contract with Basin Paving for CRP 90-8, Frey Rd/ 8th Ave. Chairman Goodwin was authorized to sign the Determination of Significance and Request for Comments on Scope of E.I.S. for Oregon California Chemicals,lnc. The Commissioners signed the Public Works Voucher approval list #6-1 through 6-3 in the total amount of $54,335.52. The Commissioners signed the Public Works Voucher approval list #6-1 through 6-178 in the total amount of $919,627.69. The Commissioners received a summons and complaint from Key Office Products. The matter was referred to the Prosecutors Office for handling. The Commissioners signed a Determination of Nonsignificance on a mobile home park proposed by Santa Property and Development. The Commissioners signed Contract No. IA -GR -83298 between North Central Washington Regional Support Network and Grant County. The Commissioners received a Summons and Complaint from Northwest Pipeline Corporation. The matter was referred to the Prosecutors Office for handling. Chairman Goodwin was authorized to sign the Application of Re -Sale of Tax Title Property by Louis L. Cohenour. The Commissioners signed a Contract with Career Path Services and Grant County Mental Health. The Commissioners were notified that Jan Hazzard of Grant county Alcohol and Drug Center was resigning her position effective July 19,1991. The Commissioners approved the salary increase of Christine Mosher of the Grant County Alcohol and Drug Center to $1500 per month effective July 1,1991. The Commissioners signed the Request for Transfer in the Mental Health Department in the amount of $13,000. The Commissioners approved the request by the Prosecuting Attorney for payment of a Law Clerk for the summer out of Law and Justice funds. The Commissioners approved the request by the Prosecuting Attorney for an additional secretary position from Law and Justice Funds to work in District Court. The Commissioners approved the request by the Prosecuting Attorney for Stephen Hallstrom to take the position of civil deputy on a full-time basis and also to allow the authorized funds for a civil secretary position at the level of a secretary III, and the equipment needed to perform the work. As of this date the Board by a majority vote does approve for payment those vouchers included gin; the list filed in the Auditors Office 7/8/91 in the total amount of $129,731.31. The Commissioners were notified by the Kittitas County Board of Commissioners that Allen Sullivan was their appointment to the CPN Local Negotiating Committee on the Rabanco site and that Ed Sullivan would serve as an alternate. The Commissioners appointed Robert Schrom, W.G."Bill" Lefler,Terry Cummings and Glenn Chamberlain to serve as Grant County's appointments to the CPN Local Negotiating Committee on the Rabanco site.
