Week of April 22,1991
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Don Goodwin. All of the Commissioners were in attendance with the Clerk of
the Board.
The Commissioners approved the minutes of the preceding session as written.
The Commissioners approved the salary increase of Barbara J. Smith of the
Clerks office to $1427.00 per month effective May 1,1991.
The Commissioners appointed Smokey Kisler, Alice Hyer and Mary Ellen Breeden
to positions on the Grant County Fair Board.
The Commissioners received a Determination of Non -Significance on land
application of sludge by Robert St. Clair from the Grant County Health District.
The Commissioners appointed Spencer Grigg to a position on the Grant County
Tourism Commission.
The Commissioners approved the request by the Maintenance Department to hire
Royer DeChenne as a regular employee effective May 1,1991.
The Commissioners signed the Grant County Jail Health Services Agreement
between the Grant County Health District and Grant County.
The Commissioners approved the replacement of the security camera for the cost
of $680.00 for the front door of the Dispatch Center.
The Commissioners approved the request by the Auditor for the Cancellation of
Outstanding Warrants from 1989.
The Commissioners signed an agreement for law enforcement services with the
Town of Hartline for the 1991 year.
Chairman Goodwin was authorized to sign the Notice of Separation or Work
Interruption of Merrilou G. Gilmore of the District Court Department effective April 9,1991.
The Commissioners authorized the use of a County vehicle for the Grant County
Historical Museum to pull their float during parades. Costs of the vehicle use will be paid
out of Tourism funds.
The Commissioners met with various Elected Officials and Department Heads
regarding matters of mutual concern.
The Commissioners held a Public Meeting in Moses Lake regarding the Tritech
Ethanol Plant proposal.
As there was no further business the session was continued until April 23,1991
at 8:00 a.m.

The session was continued at 8:00 a.m. with all of the Commissioners in
attendance with the Clerk of the Board.
The Commissioners received the Statutory Warranty Deed for the property
purchased from the Housing Authority of Grant County for the Sheriff Office.
A motion was made by Commissioner Fancher and seconded by Commissioner
Winzler that Resolution Number 91 -51 -CC regarding the settlement of the Oxborrow
Bankruptcy Estate Real Property Taxes and Interest on the Waterslide be passed. The
motion carried.
The Commissioners met with the Public Works Director regarding CRP Resolution-
Bike/Pedestrian Path Section (Fairgrounds), Potato Hill -Speed Limit, 10:00 a.m.-Bid
Opening(Roof Renovations), Moderate Risk Waste Plan -Implementation.
A motion was made by Commissioner Winzler and seconded by Commissioner
Fancher that Resolution Number 91 -52 -CC in the matter of initiating a county road
project designated as CRP No. 91-15 on Valley Road be passed. The motion carried.
A bid opening was held regarding roof renovations. A motion was made by
Commissioner Fancher and seconded by Commissioner Winzler that the bids be referred
to the Public Works Department for their recommendations. The motion carried.
The Commissioners held a continuation of Public Hearing regarding the ORV
Ordinance. A motion was made by Commissioner Fancher and seconded by
Commissioner Winzler that Resolution Number 91 -53 -CC and Ordinance 91 -53 -CC
establishing General Statutes and Safety Statutes in the matter of Off Road Vehicles be
passed. The motion carried.
A Public Hearing was held and a motion was made by Commissioner Fancher and
seconded by Commissioner Winzler that Resolution Number 91 -54 -CC in the matter of
a request by Dennis Grimmer changing the zoning from "A" to "I -L" in a portion of
Section 9,Township 16 N.,Range 26 E.W.M. adjacent to the Hiawatha Industrial Park be
passed. The motion carried.
A Public Hearing was held regarding the Mick Santa Zone change & Mobile Home
Park. A motion was made by Commissioner Fancher and seconded by Commissioner
Winzler that the hearing be continued until Monday, April 29 to allow the Commissioners
to travel to the area and view the property. The motion carried.
The Commissioners took action to request a forty day extension before making
a decision on whether to move forward with the State CPN process on the Rabanco
dangerous waste site.
The Commissioners signed the Public Works Payroll Journal for the month of April
in the total amount of $167,559.
As of this date the Board by a majority votes does approve for payment those
vouchers included in the list filed in the Auditors Office 4/22/91 in the total amount of
$111,106.92.
As there was no further business the session was adjourned until April 29,1991.
