HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of April 1,1991 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Don Goodwin. Commissioner Winzler was in attendance with the Clerk of the Board. Commissioner Fancher was out of town. The Commissioners approved the minutes of the preceding session as written. The Commissioners approved the salary of Mindy Daley of the Clerks Office at $1,054.40 per month effective March 27,1991. The Commissioners approved the request by the Grant County Fair to transfer the amount of $5,000 into their budget for the hog barn project at the Fairgrounds. A motion was made by Commissioner Winzler and seconded by Commissioner Goodwin that Resolution Number 91 -33 -CC declaring April 14-20 as, Drug Free Grant County Week be passed. The motion carried. The Commissioners received a summons and complaint from Bethlehem Services,lnc. The matter was referred to the prosecutors office for handling. The Commissioners received a copy of correspondence from the Department of Ecology to Environmental Security Corporation regarding the proposed Dangerous Waste Site. A Public Hearing was held regarding a proposed Noise Ordinance for Grant County. After hearing testimony both for and against the proposed ordinance a motion was made by Commissioner Winzler and seconded by Commissioner Goodwin that the hearing be continued until June 4 at 2:00 p.m. so that the proposed ordinance can be revised. The motion carried. A Public Hearing was held regarding a proposed ORV Ordinance for Grant County. After some discussion a motion was made by Commissioner Winzler and seconded by Commissioner Goodwin that the matter be continued until April 23,1991 at 2:00 p.m. The motion carried. As there was no further business the session was continued until April 2,1991. April 2,1991 The session was continued at 9:00 a.m. with Commissioner Goodwin and Commissioner Winzler in attendance with the Clerk of the Board. A motion was made by Commissioner Winzler and seconded by Commissioner Goodwin that Resolution Number 9134 -CC setting a public hearing for April 16,1991 at 1:30 p.m. regarding a proposed emergency appropriation in the Current Expense Fund #001, Sheriffs' Department #114 in the amount of $56,310 be passed. The motion carried. A motion was made by Commissioner Winzler and seconded by Commissioner Goodwin that Resolution Number 91 -35 -CC setting a public hearing for April 16,1991 at 1:30 p.m. regarding a proposed emergency appropriation in the Law and Justice Fund #121, Department #163 in the amount of $134,950 be passed. The motion carried. A motion was made by Commissioner Winzler and seconded by Commissioner Goodwin that Resolution Number 91 -36 -CC setting a public hearing for April 16,1991 at 1:30 p.m. regarding a proposed emergency appropriation in the County Fair Fund #116, Department #158 in the amount of $15,000 be passed. The motion carried. A motion was made by Commissioner Winzler and seconded by Commissioner Goodwin that Resolution Number 91 -37 -CC setting a public hearing for April 16,1991 at 1:30 p.m. regarding a proposed emergency appropriation in the Operating Transfers -out Department #142 in the amount of $15,000 be passed. The motion carried. A motion was made by Commissioner Winzler and seconded by Commissioner Goodwin that Resolution Number 91 -38 -CC setting a public hearing for April 16,1991 at 1:30 p.m. regarding a proposed emergency appropriation in the Current Expense Fund #001, Museum Department #119 in the amount of $1,746 be'passed. The motion carried. The Commissioners met with the Public Works Director regarding CRP Resolution - 'N' NE R/R, Supplemental Project Agreement -'N' NE R/R, Road Request -,Jim Gilmore, Computer Discussion. The Commissioners received a request for paving of a road by Erick L. Erickson. A motion was made by Commissioner Winsler and seconded by Commissioner Goodwin that Resolution Number 91 -39 -CC in the matter of initiating a county road project designated as CRP No. 91-14 be passed. The motion carried. The Commissioners approved the request by the Public Works Director for action to achieve full engineering computerization. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 4/1/91 in the total amount of $441,764.65. As of this date the Board by a majority votes does approve for payment those vouchers included in the list filed in the Auditors Office 3/29/91 in the total amount of $91,174.84.
