HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of March 25,1991 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Don Goodwin. Commissioner Winzler was in attendance. Commissioner Fancher was out of town. The Commissioners approved the minutes of the preceding session as written. The Commissioners received a copy of the City of Moses Lake's ordinance providing for the annexation of the Moses Lake State Park located on Westshore Drive and incorporating the same within the corporate limits of the city. Chairman Goodwin was authorized to sign the Notice of Separation or Work Interruption of Jessie N. Overman of the Clerks Office effective March 6,1991. The Commissioners signed 1991 Agreements for Dispatch Service with Grant County Fire District #3 and #4. The Commissioners received a letter of complaint from some of the inmates of the Grant County Jail. The Commissioners sent a letter to the Grant County Tourism Commission regarding their role in the use of Tourism Funds. The Commissioners appointed Cecil Miller to a further term on the Noxious Weed Control Board of Grant County representing Section 5. The Commissioners accepted the resignation of Jeannie Olson from the Grant County Alcohol and Drug Addiction Board. The Commissioners appointed 011ie Click to a position on the Grant County Fair Board to sere the remainder of Mr. Beemans term of office. The Commissioners accepted the resignation of Linda Raymond from the Grant County Fair Board. The Commissioners approved the salary increase of Rose Clark of the Prosecuting Attorney's Office to $1,427 effective March 1,1991. The Commissioners approved the salary increase of Terry Yeager of the Prosecuting Attorney's Office to $1,427 effective March 1,1991. The Commissioners approved the salary increase of Janeen R. Downing of the Clerks Office to 1186.20 effective April 1,1991. The Commissioners approved the starting salary of Noni Jackman of the Sheriff's Department at $1487.20 per month effective March 25,1991. The Commissioners requested that the Accounting Department transfer $15,000 from the Current Expense Fund into the Management Fund for the Grant County Fair. The Commissioners approved the Request for Transfer in the Tourism Budget in the amount of $14,850. The Commissioners approved the Request for Transfer in the Museum Budget in the amount of $27,139. The Commissioners approved the request by the Sheriff Department for an additional Clerk -Receptionist position and an additional Field Deputy position. The Commissioners approved the request by the Maintenance Department for the purchase of a Radial Saw. The Commissioners approved the salary increase of Civil Service Secretary Diane Miller to $7.00 per hour effective April 1,1991. The Commissioners held a Public Hearing and a motion was made by Commissioner Winzler and seconded by Commissioner Goodwin that Resolution Number 91 -29 -CC authorizing an appropriation and expenditure of funds for the Current Expense Fund #001, Operating Transfers -Out, Department #142 in the amount of $2,000 be passed. The motion carried. The Commissioners held a Public Hearing and a motion was made by Commissioner Winzler and seconded by Commissioner Goodwin that Resolution Number 92 -30 -CC authorizing an appropriation and expenditure of funds for the County Fair Fund #116, Department #158 in the total amount of $27,000 be passed. The motion carried. The Commissioners met with various Elected Officials, Department Heads and others regarding matters, of mutual concern. As there was no further business the session was continued until March 26,1991. March 26,1991 The session was continued at 8:00 a.m. with Chairman Goodwin and Commissioner Winzier in attendance. The Commissioners met with the Public Works Director regarding Bid Authorization -Roof Renovation, CRAB Annual Certification, Request for Reimbursable Work -Royal City, CRP Resolution -'M' NE, Broad St./Roberts intersection, Consultant Request, and Bid Opening on Silica Road. The Bid Opening on the Silica Road Project was held and the Commissioners approved the recommendation of the Public Works Department to award to bid to Tommer Construction Company in the amount of $577,021.07. The Commissioners signed an Authorization to Call for Bids on April 23,1991 at 10:00 a.m. for Maintenance Shop Roof Renovation. The Commissioners approved the Public Works Claims Fund voucher Approval #3-1 through 3-2 in the total amount of $13,059.49. Chairman Goodwin was authorized to sign the Annual Certification for Calendar Year 1990 with the County Road Administration Board. The Commissioners approved the Request for Reimbursable Work by the City of Royal City. The Commissioners sign an Management Agreement on the Grant County Fair and Grounds with the Grant County Fair Association. The Commissioners received the original Quitclaim Deed from the State of Washington to provide a site for the Thundering Hooves Centennial Sculpture. Chairman Goodwin was authorized to sign the Application for Re -sale of Tax Title Property by Gary Maughan of Mattawa, WA. The Commissioners signed the Public Works Payroll Journal in the amount of $170,717.59. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 3/25/91 in the total amount of $148,036.98. A Public Hearing was held and a motion was made by Commissioner Winzler and seconded by Commissioner Goodwin that Resolution Number 91 -31 -CC authorizing an appropriation and expenditure of funds for the Alcohol/Drug Abuse Fund #115, Department #158 in the amount of $2,000 be passed. The motion carried. A motion was made by Commissioner Winzler and seconded by Commissioner Goodwin that Resolution Number 91 -32 -CC in the matter of initiating a county road project designated as CRP No. 91-13 be passed.
