Week of March 11,1991
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman, Don Goodwin. All of the Commissioners were in attendance with the Clerk
of the Board.
The Commissioners approved the minutes of the preceding session as written.
The Commissioners accepted the resignation of Linda Raymond as a member of
the Grant County Fair Board.
The Commissioners approved the request for capital outlay expenditure by the
Assessors Office for the purchase of a new copier.
The Commissioners received letters in support of the State CPN process from
Moses Lake Chamber of Commerce Manager, Karen Wagner, and Orin Luddington, who
were both on the County CPN Committee.
The Commissioners received a Motion and Declaration for order of default against
Grant County by GTE Northwest Incorporated. The matter was referred to the
Prosecuting Attorney for handling.
The Commissioners received a letter from Shirley Christensen regarding the Silica
Road project.
Chairman Goodwin was authorized to sign the Notice of Separation or Work
Interruption of Debra DeLeon of the Assessors Office effective March 27,1991.
Chairman Goodwin was authorized to sign the Liquor License Change in
Corporate Officers for Caseys Stop and Go.
The Commissioners approved the salary increase of Nga Brown of the Planning
Department effective March I, 1991 to the amount of $1,376 per month.
The Commissioners approved the request of the Grant County Fair Board of
Directors to appoint Olie Click to the Board to replace Harold Beeman whose term will
expire in 1992.
The Commissioners received a letter from the Grant County Tourism Commission
Chairman regarding the additional members appointed to the Tourism Commission.
A motion was made by Commissioner Fancher and seconded by Commissioner
Winzler that Resolution Number 91 -28 -CC amending Resolution 89 -93 -CC regarding the
Grant County Tourism Commission be passed. The motion carried.
The Commissioners met with various Elected Officials, and Department Heads
regarding matters of mutual concern.
As there was no further business the session was continued until March 12,1991.
March 12,1991
The session was continued at 8:00 a.m. with all of the Commissioners in
attendance with the Clerk of the Board.
The Commissioners met with the Prosecuting Attorney regarding matters of mutual
concern.
The Commissioners met with the Public Works Director regarding Bid
Recommendation-Nalcotrol, Interrogatories -R/ R, 'N' NE, Patton Blvd. -Housing Authority,
'W' NW -Road Width, and Weed Control.
Chairman Goodwin was authorized to sign a petition before the Washington
Utilities and Transportation Commission on upgrading 'N' NE Railroad Crossing.
The Commissioners approved the Public Works recommendation regarding 1991
Herbicide bids that Item No. 4, Nalcotrol be awarded to Tri -River Chemical for $6.25 per
quart.
The Commissioners received notice that Jeannie Olson was resigning her position
on the Grant County Alcohol and Drug Addiction Board.
The Commissioners approved the starting salary of Eric D. Deane as a Juvenile
detention Counselor at 80% of the salary level effective March 1,1991.
The Commissioners received Notice of Claim on Bond and Retainage from Joseph
and Allie Fisher, d/b/a Basin Oil Co. on CRP 89-7 and CRP B9-8, Wilson Creek Project,
and A -SE Contract 1150/1151. The matter was referred to the Prosecutors Office.
The Commissioners sent a letter of response to Michael W. Gendler regarding the
Rabanco Project.
The Commissioners notified the Auditors Office that the Clean Air Authority was
increasing Les Johnsons salary and benefits in the total amount of $3,000 from the Clean
Air Budget.
The Commissioners drafted a letter of support to the Health Care Financing
Administration regarding the Quincy Valley Hospital grant application for a 1991 Rural
Health Care Transition Grant.
The Commissioners approved out of town travel for Planning Director, Billie
Sumrall to attend a meeting with the Department of Trade & Economic Development in
Kent, Washington.
The Commissioners sent a letter of response from Emergency Services Director,
Sam Lorenz to Department of Ecology regarding ESC Demonstration of Compliance
regarding the Rabanco Project.
The Commissioners signed a 1991 Disptach Services Agreement with the City of
Mattawa.
The Commissioners signed the Public Works Claims Fund Voucher Approval #2-1
through 2-169 in the total amount of $569,196.28.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 3/11/91 in the total amount to
$127,934.09.
The Commissioners met with various Elected Officials and Department Heads
regarding matters of mutual concern.
As there was no further business the session was adjourned until March 18,1991.
