HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of March 4,1991 The Grant County Commissioners session was called to order at 9:00 a.m. March 4,1991 by Chairman Don Goodwin. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners approved the minutes of the preceding session as written. The Commissioners appointed Wayne Farmer to a position on the Grant County Clean Air Board. The Commissioners appointed Lydia Westover to a position on the Grant County Tourism Commission. The Commissioners accepted the resignation of Ivan Parker and Doug Massey from the Grant County Fair Board. The Commissioners appointed Ron Sawyer to a position of the Grant County Tourism Commission. The Commissioners received a letter from the law firm of Bricklin & Gendler regarding the lease between Grant County and Rabanco. The Commissioners received a list of settlement lands in Grant County acquired by the United States. The information was forwarded to the Treasurer. The Commissioners sent a letter to Grant County Community Action Council regarding a grant proposal for the Housing Preservation Grant Program under FmHA. The Commissioners approved the request for capital outlay funds for the Planning Department to purchase a minolta truvision projector. Chairman Goodwin was authorized to sign the Notice of Separation or Work Interruption of Hazel Jenkins of the Health District effective March 6,1991, and Skip Stover of the Juvenile Department effective March 13,1991. The Commissioners reappointed Cecil Miller to represent Section 5 to serve a four year term on the Noxious Weed Control Board of Grant County. The Commissioners received a signed copy of the Neutral Convener Contract with Washington Arbitration and Mediation Senrice,lnc. The Commissioners were informed by DSHS of the proposed allocations for Grant County for Alcohol and Drug Abuse Community Services and Prevention/ Early Intervention Activities for the 1991-93 State Biennium. The Commissioners met with various Elected Officials and Department Heads regarding matters of mutual concern. As there was no further business the session was continued until March 5,1991. March 5,1991 The session was continued at 8:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Department regarding RAP - Emergent Project Request, Pinto Ridge Bridge, Resolution -Adopting 1991 Standard Specifications, Crack Filling -Request for Proposals, 10:00-Crookshank Road Problem, Silica Road -Bid Authorization, Bid Award Recommendation -1991 Herbicides, Solid Waste. The Commissioners approved the Public Works recommendation regarding the awarding of 1991 Herbicide Purchase. The Commissioners signed Authorization to Call for Bids for March 26, 1991 at 10:00 a.m. for CRP 90-15, Silica Rd. A Public Hearing was held and a motion was made by Commissioner Winzier and seconded by Commissioner Fancher that Resolution Number 91 -23 -CC authorizing an appropriation and expenditure of funds for the Current Expense Fund, Various Departments in the total amount of $58,975 be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Winzler and seconded by Commissioner Fancher that Resolution Number 91 -24 -CC authorizing an appropriation and expenditure of funds for the Federal Drug Seizure Fund #10} 14`1 Department #149 in the total amount of $37,000 be passed. The motion carried, r A motion was made by Commissioner Fancher and seconded by Commissioner Winzler that Resolution Number 91 -25 -CC in the matter of adopting the 1991 standard specifications for Road, Bridge, and Municipal Construction be passed. The motion carried. A motion was made by Commissioner Fancher and seconded by Commissioner Winzler that Resolution Number 91 -26 -CC regarding the donating of sick leave days to an employee in the Extension Office be passed. The motion carried. The Commissioners sent a letter to Washington State Parks and Recreation Commission regarding the Steamboat Rock Campground and Day Use Development. The Commissioners approved a policy regarding sleeptime on holidays with the Grant County Mental Health Department. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office February 28,1991 in the total amount of $123,845.80. A motion was made by Commissioner Fancher and seconded by Commissioner Winzler that Resolution- Number 19 -27 -CC setting a Public Hearing for a proposed emergency appropriation in the Alcohol/Drug Abuse Fund #115, Department #157 in the amount of $2,000 be passed. The motion carried. Public Hearing will be held March 25,1991 at 1:30 p.m. The Commissioners approved the salary increase of Bonnie Rosco of the Assessors Office to $1,358 per month effective March 1,1991. As of this date the Board by a majority vote does approve for payment those vouchers filed in the Auditors Office March 4,1991 in the total amount of $190,821.33. The Commissioners signed the warrants list #42978 through #43354. The Commissioners signed a Determination of Non -Significance on the construction of a radio relay building and associated 110 foot radio tower proposed by U.S. West Communications. The Commissioners notified the Port of Moses Lake that Grant County would contribute $25,000 toward the waste water treatment plant proposal. The Commissioners met with a group from Royal City regarding their concerns on the Rabanco Dangerous Waste Site and the State CPN process. Some of the items discussed were HB1865, whether Neutral Convener had ever worked for Rabanco in the past, why are we going forward with the CPN process, why not wait until after the notice of deficiency is satisfied, the makeup of the State CPN Committee, whether the CPN Committee can have advisors, such as wildlife experts, any previous violations of the Company and all subsidiaries should be made public, need for legal council in attendance at all meetings,and other matters of concern.
