HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of February 25,1991 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Don Goodwin. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners approved the minutes of the preceding session. The Commissioners approved the starting salary of Cortney Conklin of the Sheriff Department at $1200 per month effective February 15,1991. The Commissioners approved the starting salary of Jessie N. Overman of the Clerks office at $1,054.40 per month effective February 19,1991. The Commissioners approved the starting salary of Terri L. Garcia of the Grant County Alcohol and Drug Center at $1066.05 per month effective March 1,1991. Chairman Goodwin was authorized to sign the Notice of Separation or Work Interruption of Patricia Johnson of the Mental Health Office effective October 5,1990, and Teresa Peralez effective February 8,1991. The Commissioners approved the salary increase of Renwick Racy to $400 per month retroactive to January 1,1991. The Commissioners sent a letter to Jerome Hanson informing him that they were in error regarding his term on the Planning Commission and inviting him to complete his term. The Commissioners notified the Fair Association that they felt a salary increase for Joy Ricks back to January 1,1991 would be appropriate. The Commissioners received a signed Lease Agreement with the Grant County Historical Society. Chairman Goodwin was authorized to sign the Liquor License Transfer from Franz Wilhelm Langguth Winery. The Commissioners received a letter from the Board of Directors of Sunland Estates Maintenance Company advocating that their area be designated a No Shooting Zone. The Commissioners received a copy of the Eka Nobel,lnc. State Waste Discharge Permit. The Commissioners received a fully executed Appendix A of the Memorandum of Agreement Between Washington State University Cooperative Extension and Grant County. The Commissioners received a fully executed copy of the contract amendment between Grant County and DSHS regarding Court Commissioners. The Commissioners received a signed 1991 Agreement for Dispatch Service from Fire District #8. The Commissioners received a signed 1991 Agreement for Dispatch Service from the Town of Warden. The Commissioners received a claim for damages from Key Office Products against District Court. The Commissioners received a petition from residents in the area to change the speed limit from 35 miles per hour to 50 miles per hour on Potato Hill Road from Goodrich Road to the freeway overpass. The Commissioners received a signed Agreement for 1991 Dispatch Services from Fire District #10,and Fire District #11. A motion was made by Commissioner Fancher and seconded by Commissioner Winzler that Resolution Number 91 -20 -CC relating to the facts requiring an appropriation and expenditure of funds for the County Fair Fund, Department #158 in the amount of $27,000 be passed. The motion carried. Public Hearing will be held March 25,1991 at 1:30 p.m. A motion was made by Commissioner Fancher and seconded by Commissioner Winzler that Resolution Number 91 -21 -CC relating to the facts requiring an appropriation and expenditure of funds for the Current Expense Fund, Operating Transfers Out Department t#142 in the amount of $2,000 be passed. The motion carried. Public Hearing will be held March 25,1991 at 1:30 p.m. A motion was made by Commissioner Winzler and seconded by Commissioner Fancher that Resolution Number 91 -22 -CC proclaiming the Month of March as Red Cross Month be passed. The motion carried. The Commissioners met with various Department Heads and Elected Officials regarding matters of mutual concern. As there was no further business the session was continued until February 26,1991. February 26,1991. The session was continued at 8:00 a.m, with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with Prosecutor, John Knodell regarding matters of mutual concern. The Commissioners met with the Public Works Department regarding WSDOE Grant -1-90 Landfill, Contract Execution -Loader, Truck Chassis, Graders, and Landfill Compactor, Sheriff Vehicle -Patrol, 10:00 a.m.-Bid Opening (Herbicides), Silica Road, Fire District No. 8. A Bid Opening on Herbicides was held and a motion was made by Commissioner Fancher, seconded by Commissioner Winzler that the bids be referred to the Public Works Department for their recommendations. The Commissioners signed Contracts with N.C. Machinery, Wendle Ford, Case Power and Equipment for Public Works Equipment. The Commissioners notified the Grant County Fair Association of their position regarding liquor sales on the Fair Grounds. A Public Meeting was held regarding the Santa Zone Change Request. After it was determined that proper legal notice had not been followed during the Planning Commission Meetings on this matter a motion was made by Commissioner Fancher and seconded by Commissioner Winzler that the matter be returned to the Planning Commission so that they could follow the proper procedure. The motion carried. The Commissioners approved the Public Works Claims Fund Vouchers #2-1 through 2-2 in the total amount of $12,712.72. The Commissioners approved the salary increase of Barbara Cornwell of the Treasurers Office to $1,442.00 per month effective February 1,1991. The Commissioners received notification from Washington State University that Elvin L. Kulp was to be appointed as Grant County Cooperative Extension County Chair effective March 1,1991 with $12,438 per year from County funds being paid toward Mr. Kulp's salary together with office and travel expenses. The Commissioners approved the request by Grant County Alcohol and Drug Center to increase their Capital Outlay budget #566.00.64.00 by the amount of $2000 from unreserved fund balance #115-157. The Commissioners approved the Public Works Payroll Journal for the month of February in the total amount of $166,185.06. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 2/25/91 in the total amount of $180,345.08.
