Week of February 11,1991
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Don Goodwin. All of the Commissioners were in attendance with the Clerk of
the Board.
The Commissioners approved the minutes of the preceding session as written.
The Commissioners appointed Martha Cox to a position on the Grant County
Alcohol and Drug Addiction Board.
The Commissioners approved the salary of Royer Dechenne as a temporary
maintenance technician in the Courthouse Maintenance Department at $10.50 per hour.
The Commissioners approved the salary increase of Evelyn Klaus Hitzroth of the
Assessors Office to $1872 per month effective February 1,1991.
The Commissioners approved the salary increase of Jeffrey Block of the
Assessors Office to $1639 per month effective February 1,1991.
Chairman Goodwin was authorized to sign the Notice of Separation or Work
Interruption of Carol Rice of the Prosecuting Attorneys Office effective February 4,1991.
The Commissioners were notified of the resignation of Janette Beehler of the
Grant County Alcohol and Drug Center effective February 28, 1991.
Chairman Goodwin was authorized to sign the Special Occasion Liquor License
of Marvin Johnsen Post #216, The American Legion in Wilson Creek.
The Commissioners sent a request to the Accounting Department to increase the
Fair Budget Entertainment Category to a total of $75,000 with $25,000 transferred from
the Admissions Tax Fund.
The Commissioners signed a Lease agreement with the Grant County Historical
Society.
A motion was made by Commissioner Fancher and seconded by Commissioner
Winzler that Resolution Number 91 -18 -CC in support of the Big Bend Economic
Development council be passed. The motion carried.
A motion was made by Commissioner Winzler and seconded by Commissioner
Fancher that Resolution Number 91 -19 -CC relating to the facts requiring an appropriation
and expenditure of funds for the Federal Drug Seizures Fund #107, Department #149
in the amount of $37,000 be passed. The motion carried. Public Hearing will be held
March 5,1991 at 1:30 p.m.
The Commissioners set a Public Meeting for February 26,1991 at 11:00 a.m.
regarding a zone change request by Santa Property and Development.
The Commissioners met with various Elected Officials, Department Heads and the
others regarding matters of mutual concern.
As there was no further business the session was continued until February
12,1991.
February 12,1991
The session was continued at 8:00 a.m. with all of the Commissioners in
attendance with the Clerk of the Board.
The Commissioners met with the Public Works Department regarding Haul Road
Agreement-WSDOT, Crushed Rock Purchase-WSDOT, Contract Execution -Cars &
Pickup, R/ W License•USBR, Bid Authorization -1991 Herbicides, Personnel,
The Commissioners signed contracts with Don Swanson Motors and C & V Auto
Sales,lnc. for the purchase of vehicles.
The Commissioners signed an Authorization to Call for Bids for Herbicide
Materials. Bid opening will be February 26,1991 at 10:00 a.m.
The Commissioners approved the salary for Jolene Hines of the Grant County
Alcohol & Drug Center at 80% for 3 months and 90% for 3 months.
The Commissioners signed an Application for Special Assistance Grant for the
Grant County Fair in the amount of $7,000.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 2/12/91 in the total amount of
$253,898.83.
The Commissioners approved the Public Works Claims Fund Vouchers #1-1
through 1-179 in the total amount of $587,500.03.
The Commissioners signed 1991 Dispatch Services Agreements with Quincy Valley
Hospital District #2,City of Soap Lake,Town of Royal City,Town of Coulee City, Grant
County Fire District #5,Quincy Police Department, Quincy Fire Department, and Fire
District #6.
As there was no further business the session was adjourned until February
25,1991 since the Commissioners will not be available the week of February 18,1991.
