Week of January 21,1991
The Grant County Commissioners session was called to order at 9:00 a.m.
January 22,1991 be Chairman Don Goodwin. Commissioner Fancher and Commissioner
Winzler were in attendance with the Clerk of the Board.
The Commissioners approved the minutes of the January 14,1991 session as
written.
The Commissioners approved the salary increase of Kathy Pennington of the
Sheriff Department at $1350 per month effective January 1,1991.
The Commissioners gave approval for the hiring of one more full time Dispatcher
for the Dispatch Center.
The Commissioners received the resignation of Bill Bailey from the Grant County
Tourism Commission.
The Commissioners approved the salary of Anita Richardson of the Juvenile
Department at $1163.10 per month effective January 22,1991.
The Commissioners approved the request of the Grant County Fair Board to hold
the Fair from Tuesday through Saturday, beginning August 13,1991.
The Commissioners sent a letter of support to the Washington State Conservation
commission regarding the Lind Coulee Project.
The Commissioners met with the Public Works Department regarding CRP
Resolution -'25.5' SW, Road Levy Certification, Sherbenou Request, Bid Openings on
various Public Works equipment.
Bid openings were held and a motion was made by Commissioner Fancher and
seconded by Commissioner Winzler that the bids be referred to the Public Works
Department for their recommendations. The motion carried.
A motion was made by Commissioner Fancher and seconded by Commissioner
Winzler that Resolution Number 91 -9 -CC in the matter of initiating a county road project
designated as CRP No. 91-12 on road 25.5 SW be passed. The motion carried.
The Commissioners notified Washington Arbitration & Mediation Service,lnc. that
they had been chosen to be the Neutral Convener for the State/Citizen/Proponent
Negotiations for Grant County and Rabanco.
The Commissioners notified the Grant County Economic Development Council that
they would be allowed to rent space in the Courthouse for an office.
The Commissioners approved the request by the Sheriff Department to elevate
one of the part time jail cooks to full time status effective January 15,1991 with a salary
of $1,250 per month including full benefits.
The Commissioners approved the request by the Sheriff Department to dissolve
the position of Civil Deputy and change the position to Civil Clerk with a salary range of
$1487.20 per month to $1859.00 per month.
The Commissioners approved the request by the Sheriff Department for one more
full time deputy making a total of seventeen road officers.
The Commissioners approved the salary schedule for 1991 for the Grant County
Mental Health personnel.
A motion was made by Commissioner Winzler and seconded by Commissioner
Fancher that Resolution Number 91 -10 -CC designating Mary A. Price as a Mental health
Professional for Grant County be passed. The motion carried.
A motion was made by Commissioner Winzler and seconded by Commissioner
Fancher that Resolution Number 91 -11 -CC in the matter of changing the zoning from "A"
to "C -FS" and "S-1" in a portion of S32,T19N.,Range 29 E.W.M. requested by Connie
Hutsell be passed. The motion carried.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 1/22/91 in the total amount of
$98,467.40.
The Commissioners met with the Historical Society regarding plans for the
Historical Museum.
The Commissioners met with Scott Gruber of Willis and Associates to discuss the
Position Evaluation Survey.
The Commissioners met with various Department Heads and Elected Officials
regarding matters of mutual concern.
As there was no further business the session was adjourned until January
28,1991.
