Week of December 26,1990
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Glenn Chamberlain. Commissioner Goodwin was in attendance with the Clerk
of the Board.
The Commissioners approved the minutes of the preceding session.
The Commissioners received the resignation of Kathy Skone from the Grant
County Fair Board.
The Commissioners received a claim for damages from Wilma Sue Webb. The
information was referred to the Prosecuting Attorney for handling.
The Commissioners received a letter from Nels Hansen informing them that he
had been retained by Jerome Hanson, Norma Watson and Robert Knapp regarding their
terms on the Planning Commission.
The Commissioners signed a Stipulation to go before the Pollution Control
Hearings Board for the State of Washington regarding the 1-90 Landfill. The original was
returned to the Prosecutor for handling.
The Commissioners received a signed copy of Contract Number 3800-73856(2)
with DSHS and Grant County Mental Health.
Chairman Chamberlain was authorized to sign the Notice of Separation or Work
Interruption on Paul Saetre of the Assessors Office effective December 31,1990, Donald
Wallace of the Assessors Office effective December 31,1990, Mike Kallstrom of the
Assessors Office effective December 26,1990.
The continuation of the Public Hearing on the 1991 budget was held and a motion
was made by Commissioner Goodwin and seconded by Commissioner Chamberlain that
Resolution Number 90 -154 -CC in the matter of adopting the Grant County Budget for the
1991 year be passed. The motion carried.
The Commissioners received a copy of the Draft State Waste Discharge Permit
for Eka Nobel,lnc.
A Public Hearing was held and a motion was made by Commissioner Goodwin
and seconded by Commissioner Chamberlain that Resolution Number 90 -155 -CC
authorizing an appropriation and expenditure of funds for the Current Expense Fund,
District Court and Prosecuting Attorney Departments in the amount of $31,325 be passed.
The motion carried.
A Public Hearing was held and a motion was made by Commissioner Goodwin
and seconded by Commissioner Chamberlain that Resolution Number 90 -156 -CC
authorizing an appropriation and expenditure of funds for the Tourism Fund #114,
Department #156 in the amount of $1,500 be passed. The motion carried.
A Public Hearing was held and a motion was made by Commissioner Goodwin
and seconded by Commissioner Chamberlain that Resolution Number 90 -157 -CC
authorizing an appropriation and expenditure of funds for the Current Expense Fund,
Building and Fire Marshal Department #116 in the amount of $3,200 be passed. The
motion carried.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 12/21/90 in the total amount of
$71,479.78.
The Commissioners signed the Public Works Payroll Journal for December in the
total amount of $180,910.66.
The Commissioners received a letter from Norma Watson expressing her
displeasure at being dismissed from the County Planning Commission.
A motion was made by Commissioner Chamberlain and seconded by
Commissioner Goodwin that Commissioner Goodwin be appointed as. Commission
Chairman effective this date.
As there was no further business the session was adjourned until December
31,1990.
