Week of May 7,1990
The Grant County Commissioners session was called to order at 9:00 a.m.
by Chairman Glenn Chamberlain. Commissioner Goodwin was in attendance with
the Clerk of the Board. Commissioner Chandler was out of town.
The minutes of the preceeding session were approved as written.
The Commissioners were notified of the promotion of Ron Wilkinson
of the Grant County Sheriff Department to Jail Shift Supervisor effective
April 1,1990.
The Commissioners appgoved the salary increase of Pam Hill of the
Assessors Office to $129q.per month effective June 1,1990.
The Commissioners approved the salary of Lynn Belnap of the Courthouse
Maintenance Department at 80% of the Custodian I salary effective May 1,1990.
The Commissioners approved the request by Grant County Historical Museum
to use a County pick-up to pull the Museum float to community functions in
the area.
The Commissioners notified the Auditors Office that Grant County Mental
Health Department has agreed that from this date forward all new hire
employees under the direction of the Mental Health Department will abide
by the Grant County policy of not offering medical insurance benefits
until after 6 months of employment.
The Commissioners appointed Herbert Snelgrove to a position on
the Grant County Board of Equalization.
The Commissioners approved the request of District Court for the
purchase of a sound system out of the capital outlay budget.
The Commissioners accepted the resignation of George Calvert as a
member of the Grant County Mosquito District Board.
The Commissioners accepted the resignation of Robert Mosher of the
Auditors Office as a member of the Position Evaluation Committee for Grant
County .
The Commissioners received a copy of the Environmental Checklist
and Determination of Non -Significance for the proposed zone change of
92 acres from Agriculture to C-2, General Commercial and Business
by the City of Moses Lake in an area located east of Highway 17 between
Nelson Road and Kittelson Road.
Chairman Chamberlain was authorized to sign the Application for,
Re -sale of Tax Title Property requested by Howard Tueth of Grand Coulee.
The Commissioners set a Public Meeting for May 22,1990 at 1:30 p.m.
regarding the request by Ed Buchert for a zone change from A to S-1
in a portion of Farm Unit 118, Block 701 in a portion of S23,T22N.,
Range 26 E.W.M.
The Commissioners set a Public Meeting for May 22,1990 at 2:30 p.m.
regarding the request by Gloria Scott for a zone change from A to S-2
in a portion of the N.E. J, S.W.j, of S26,T20N.,R27 E.W.M.
The Commissioners met with Judge Allan and Shirley Keenan of the
District Court Department regarding matters of mutual concern.
As there was no further business the session was continued until
May 8,1990.
May 8,1990
The session was continued at 9:00 a.m. with Commissioner Chamberlain and
Commissioner Goodwin in attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding Letters
to Contributors -Silica Road, CRP Resolutions -Young Road(Cost-Share), '1' NE
Road(Cost-Share), Notice of Hearing -Surplus Property, Haul Road Agreement-
WSDOT, Road Vacation -George Vicinity, Road Name-Westshore Drive, 'S' NE, &
'F.5' NE, 10:00 a.m. Bid Opening, 10:30 Road Tour.
A motion was made by Commissioner Goodwin and seconded by Commissioner
Chamberlain that Resolution Number 90 -31 -CC setting a Public Hearing in the
matter of a County wide surplus equipment and merchandise auction sale be
passed. The motion carried. Public Hearing will be held May 22,1990 at
10:30 a.m.
A motion was made by Commissioner Goodwin and seconded by Commissioner
Chamberlain that Resolution Number 90 -32 -CC in the matter of initiating a
county road project designated as CRP No. 90-19 be passed. The motion
carried.
A moiton was made by Commissioner Goodwin and seconded by Commissioner
Chamberlain that Resolution Number 90 -33 -CC in the matter of initiating a
county road project designated as CRP No. 90-20 be passed. The motion
carried.
The Commissioners held a bid opening regarding auctioneering services.
A motion was made by Commissioner Goodwin and seconded by Commissioner Chamberlain
that the bids be referred to the Public Works Department for their recommendations.
The motion carried.
The Commissioners were notified by the Public Works Department that
the Bid for Auctioneering Services should be awarded to Jack Saulls
Auctioneering as the low bidder.
The Commissioners accepted the resignation of Jay Johnson as a member
of the Grant County Board of Adjustment.
The Commissioners appointed Fred Barker to a position on the Grant
County Mosquito Control District #1 to replace George Calvert.
As of this date the Board by a majority vote does approve for payment
those vouchers included in the list filed in the Auditors Office 5/7/90
in the total amount of $248,684.14.
The Commissioners met with the Superior Court Judges regarding matters
of mutual concern.
As there was no further business the session was adjourned until May
14,1990.
