HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of May 29,1990 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Glenn Chamberlain. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners approved the minutes of the preceeding session. The Commissioners approved the salary increase of Lynn Belnap of the Maintenance Department to 90% of the salary for a Maintenance I employee effective June 1,1990. Chairman Chamberlain was authorized to sign the Notice of Separation or Work Interruption of Michael T. Foss of the Mental Health Department effective May 11,1990, and Connie Zickler of the DD Residential Program effective May 11,1990. The Commissioners approved the request of Robert N. Mosher, Chief Accountant in the Auditors Office to be recognized as a part of manage- ment, which action would include being dropped from positions eligible for longevity and having a salary increase of $83.33 per month effective June 1,1990. The Commissioners approved the request by Bob Rowland of the Com- munications Department to purchase a computer maintenance agreement for $600 per year to be taken from their present budget. The Commissioners requested representatives from Grant County Juv- enile, Superior Court, District Court, Prosecuting Attorney and Earl and Earl to form a committee to work on standards for public defense services. The Commissioners received a notice from National Casualty Company regarding the lawsuit by Reben Vargas vs Grant County. The matter was referred to the Prosecuting Attorney for handling. The Commissioners were notified by Resolution No. 1990.1 of the Port of Royal Slope that they intended to levy a tax from an Industrial Development Levy beginning January 1991. A motion was made by Commissioner Goodwin, seconded by Commissioner Chandler that Resolution Number 90 -40 -CC authorizing submission of an application to the State of Washington for a Development Loan Fund Pro- ject on behalf of Tritech Enterprises,Inc. be passed. The motion carried. Chairman Chamberlain was authorized to sign a Determination of Non -Significance on the utilization of municipal waste water sludge to enhance the fertility and water retention of the soil in coordination with the U.S.Dept. of Agriculture, Soil Conservation Service proposed by Bowhead Equipment Co. and Maughn Ranch. The Commissionersmet with the Public Works Department regarding Contract Execution -Bridge No. 316, Six Year Program -Continued discussion. Set Public Hearing, Ingress/Egress Permit-Whitco Corp., I-90 Sign Plan- WSDOT, 10:30 -Public Hearing Speed Limits. The Commissioners signed a contract with Yakima Precast,Inc. re- garding CRP 90-3; Bridge 4316, F -NW. A motion was made by Commissioner Chandler and seconded by Com- missioner Goodwin that Resolution Number 90 -41 -CC in the matter of notice of hearing to adopt a comprehensive six year transportation improvement program for the 1991-1996 years be passed. The motion carried. Public Hearing will be held June 19,1990 at 10:30 a.m. A motion was made by Commissioner Goodwin and seconded by Commis- sioner Chandler that Resolution Number 90 -42 -CC, permit for ingress and egress on County road right-of-way for the Witco Corporation be passed. The motion carried. The Commissioners held a Public Hearing regarding the modification of certain sections of Chapter 11.04 of the Grant County Code entitled "Maximum Speed Limits". The Commissioners held a Public Hearing regarding the adoption of a County Business License. After some discussion a motion was made by Commissioner Goodwin, seconded by Commissioner Chandler to continue the meeting until June 12, at 2:00 p.m. to work on working of the appeal procedure. The motion carried. The Commissioners signed the Public Works Payroll Journal for the month of. May in the amount of $173,439.24. As of this date the Board by a majority vote does approve for pay- ment those vouchers included in the list filed in the Auditors Office 5/29/90 in the total amount of $62,034.05. The Commissioners met with various Department Heads and Elected Officials regarding matters of mutual concern. As there was no further business the session was adjourned until June 4,1990.
