HomeMy WebLinkAboutResolution 90-047-CC4% BOARD OF COUNTY COMMISSIONERS GRANT COUNTY, WASHINGTON RESOLUTION AMENDING Sec.64 of County Boating Ordinance RESOLUTION NUMBER 90- 47 -CC to include Sec.64A regarding specific bodies of water other than lakes in Grant County. WHEREAS, the Grant County Commissioners have a desire to keep the citizens of Grant County safe from boats that utilize the water off Crescent Bar; and WHEREAS, the citizens of Crescent Bar have complained that the boaters drive "loud, hot boats or skidoos around the marina not abiding the "No Wake" signs", and WHEREAS, the following ordinance is needed to regulate the health and safety of the citizens who utilize the Cresent Bar Marina, NOW THEREFORE, the Grant County Boating Ordinance is amended as follows: (a) CRESCENT BAR MARINA: It shall be unlawful for any person or persons to operate a vessel at a speed in excess of minimum wake speed in any area marked by buoys or flags as a speed restricted area. Water ski tournaments approved by the Sheriff under Section 38 are exempt from this section. Spring "and summer are ' my {a- favorite times of the year but ; that is slowly changing because of living where I live. I have lived down at Crescent Bar for the last 10 years and each year it has gotten worse until now it has gotten to be so chaotic and obnoxious that it makes me want to move somewhere elsel But why should 1. leave and why shouldn't we as residents of Quincy start putting our foot down? We have let all the "Seattle" people come in and use our one and on- ly place of recreation. - I'm not blaming all Seattle people for the mess Crescent Bar is in, but the.ones who come. over every 'week -end are the ones to blame. They drive their loud, hot boats or -skidoos around themarina not abiding the "No Wake" signs and they dump their beer. bottles or pop cans in the water and all over the beaches. What used to be nice, quiet, sandy beaches are now full of litter, especially broken glass where you don't dare go barefoot anymore. . t It is really sad to see Crescent Bar become so littered and have people not care of the environment because they don't live there and all it is to them is a "party place" 1 I think we as a community should have some say in what. happens down at Crescent Bar. I realize half of the island is private and you can't get in unless you own a lot, but the other half is open to the public, which means us. Why are we letting the "Seattle-ites" take control of this,,, area? We need to lay a few rules so people will obey them' and most of important, we need constant policing down there. HOWARD PROPOSED NEW SECTION TO GRANT COUNTY BOATING ORDINANCE 6.08 FOR MANY -MANY YEARS, THE AREA BEHIND (EAST OF) CRESCENT BAR ON THE WATER HAS BEEN USED BY RESIDENTS OF AND VISATORS TO THE FACILITIES ON THE BAR (CONDO'S, GOLF COURSE, LIVING/CAMPING AREA). DURING SGT. MORLAN'S (RET.) BOAT PATROL YEARS AND MINE SINCE HIS RETIREMENT, NOT A TRIP TO CRESCENT BAR WITH A PATROL BOAT OCCURRED WITH OUT BEING CONTACTED BY MANY PERSONS REQUESTING THAT WE ENFORCE THE NO WAKE SPEED LIMIT ON THE EAST SIDE OF THE BAR. THE CON- CESSIONARE HAS POSTED SIGNS TO THAT EFFECT THERE HOWEVER THERE IS NO ORDINANCE OR STATUTE TO THAT EFFECT LEAVING US WITH NOTHING.TO ENFORCE. THE PUBLIC WAS AT ALL TIMES SO INFORMED AND WE SUGGESTED THAT THEY CONTACT THE CRESCENT BAR MANAGERS AND REQUEST THAT THEY CONTACT THE QUINCY PORT ADMINISTRATORS AND BRING SUCH AN ORDINANCE INTO BEING. THIS APPARENTLY WAS NEVER DONE. WE HAVE RECENTLY RUN OUT OF HANDOUT COPIES OF THE BOATING ORDINANCE AND A REQUEST HAS BEEN MADE TO THE GRANT COUNTY COMMISSIONERS TO RE -PRINT PAMPHLET AS WE HAND OUT MANY DURING THE YEAR. THIS IS THE RIGHT TIME TO PETITION THE COMMISSIONERS TO BRING A NO WAKE ORDINANCE AT CRESCENT BAR INTO BEING. THE SUGGESTED NEW SECTION AS FOLLOWS: THE SPEED LIMIT UPON THAT BODY OF WATER LAYING ON THE EAST AND NORTH SIDES OF CRESCENT BAR SHALL BE 5 M.P.H./NO WAKE. THE BODY OF WATER EXTENDS FROM THE SOUTHERN TIP OF CRESCENT BAR NORTHWARD ALONG THE EAST SIDE OF THE BAR THEN AROUND THE NORTH SIDE OF THE BAR INCLUDING THE AREA OF THE MARINA AND BOAT LAUNCH AND EXTENDS WESTWARD OUT UNDER THE COUNTY ROAD BRIDGE FOR 50 YARDS DIRECTLY WESTWARD TO THE MOUTH OF THE CHANNEL. EXCEPTION: WATER SKI TOURNAMENTS APPROVED BY SHERIFF UNDER SECTION 38 ARE EXEMPT FROM THIS SECTION. ENFORCEMENT OF THIS SECTION WILL CAUSE AN INCREASED BURDEN ON OUR BOAT PATROLS HOWEVER THIS PARTICULAR AREA NEEDS TO BE BROUGHT INTO COMPLIANCE AND THIS SECTION WILL GIVE THE PATROLS READY ACCESS TO STOPPING A LARGE NUMBER OF BOATS TO BEGIN THAT PROCESS. MORE IMPORTANTLY, THIS SECTION WILL INCREASE BOATING SAFETY IN THE AREA DESCRIBED. I HAVE SPOKEN TO COMMISSIONER CHANDLER AND HE IS IN FAVOR OF THE SECTION, ALSO H IS WORKING ON ARRANGING THE PRINTING OF THE PAMPHLET. SGT.
