HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of July 16,1990 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Glenn Chamberlain. All of the Commissioners were in attendance with the Clerk of the Board. The minutes of the preceeding session were read and approved as written. The Commissioners met with the Indigent Defense Committee to discuss the establishment of Indigent Defense guidelines for Grant County. The Commissioners approved the request by the Auditors Office to purchase and install a computerized indexing system for the Auditor's Recording Department. The Commissioners approved the salary of Corrections Officer Bruce Gribble at $1500 per month effective June 1,1990. The Commissioners approved the salary increase of the Juvenile Probation CJS positions to $1,648 per month effective July 1,1990. The Commissioners set Public Meetings on the following requests from the Planning Commission: July 31,1990 at 1:30 p.m. Preliminary Plat application of Holloway Estates. July 31,1990 at 2:00 p.m. Zone Change request by Witcom Corp. and John M. Funk. July 31,1990 at 2:30 p.m. Zone Change request by Jim Thomsen, et ux. July 31,1990 at 3:00 p.m. Zone Change request by Tren Jones. The Commissioners received a Summons and Complaint from GTE Northwest which was referred to the Prosecuting Attorney for handling. Chairman Chamberlain was authorized to sign the Determination of Non- significance for a controlled atmosphere storage facility for Green Acres Orchard. Chairman Chamberlain was authorized to sign the Determination of Non - Significance for Washington State Military Department for the 100 person National Guard Armory consisting of 26,607 sq. ft. on a 10 acre site. The Commissioners received a signed copy of Grant No. Tax 90210 Ground- water Monitoring Wells Agreement with Grant County and the Department of Ecology. The Commissioners met with various Department Heads and Elected Officials regarding matters of mutual concern. The Commissioners traveled to the Town of George to meet with Department of Ecology and Kittitas County Commissioners regarding the state CPN Com- mittee on the Rabanco Dangerous Waste Site. As there was no further business the session was continued until July 17,1990. July 17,1990 The Grant County Commissioners session was continued at 9:00 a.m, with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Department regarding a Petition to vacate road(Westshore Drive), Community Service -Litter Program, 10:00 a.m. Bid Opening -Surplus Screening Plant, Cost Share Project -'N' SE. A Bid Opening was held regarding the surplus Screening Plant. A motion was made by Commissioner Goodwin and seconded by Commission Chandler to accept the high bid by Gary Carter of $1,501. The motion carried. A motion was made by Commissioner Chandler and seconded by Commissioner Goodwin that Resolution Number 90 -60 -CC in the matter of initiating a County road project designated as CRP No. 90-23 on 'N' SE be passed. The motion carried. The Commissioners signed a contract with Tommer Construction on CRP 89-5, Adams Road. The Commissioners received a letter from Mike Brown of Royal City in- dicating interest in leasing land from the County which is commonly referred to as the Rabanco Landfill site. The Commissioners signed an agreement with Compu-tech to provide oper- ational computer programs for the County Auditor to perform computerized accounting of the recording of legal documents. A Public Hearing was held and a motion was made by Commissioner Goodwin, and seconded by Commissioner Chandler that Resolution Number 90 -61 -CC authorizing an appropriation and expenditure of funds for the Alcohol/ Drug Abuse Fund in the amount of $7,050 be passed. The motion carried. As of this date the Board by a majority vote does approve for payment those vouchers filed in the Auditors Office 7/16/90 in the total amount of $110,620.43. The Commissioners held a Public Hearing on the proposed Washington State Development Loan Fund Project for the Tritech Enterprises,Inc.
