Week of August 20,1990
The Grant County Commissioners session was called to order at 9:00 a.m.
with Commissioner Goodwin and Commissioner Chandler in attendance with the
Clerk of the Board. Commissioner Chamberlain was out of town.
The Commissioners approved the minutes of the preceeding session.
The Commistionsers approved a Request for Transfer in the Juvenile
Department 4117 CJS -Bilingual Services to CJS -Administration in the
amount of $2,500.
Chairman Chamberlain was authorized to write a letter to the Depart-
ment of Natural Resources agreeing to the annexation request by the City
of Moses Lake of a small area of land in the SE j of S21,T19N,R28 EWM.
The Commissioners approved the salary for new part time employees in
the Communications Department at $7.50 per hour for James Heldt, Denise
Miner, and Becky Stokoe.
The Commissioners approved the salary increase of Head Cook, Leona
Massey to $1468 per month in the Sheriff Department.
The Commissioners signed a Notice of Separation or Work Interruption
on William S. Busse, Assistant Administrator of the Juvenile Department
effective August 17,1990.
A motion was made by Commissioner Goodwin and seconded by Commissioner
Chandler that Resolution Number 90 -76 -CC setting a Public Hearing regarding
the petition to form a Hospital District in the Grand Coulee area for
September 4,1990 at 7:00 p.m. at the Center School in Grand Coulee be
passed. The motion carried.
The Commissioners received requests from the Teamsters Union to
open for the purpose of modification on their contracts with Grant
County.
A motion was made by Commissioner Chandler and seconded by Commis-
sioner Goodwin that Resolution Number 90 -77 -CC setting a Public Hearing
on September 4,1990 at 10:30 a.m. in the matter of a County wide surplus
equipment and merchandise auction sale on a 1978 Ford Pickup be passed.
The motion carried.
A Public Hearing was held and a motion was made by Commissioner
Goodwin and seconded by Commissioner Chandler that Resolution Number
90 -78 -CC authorizing an appropriation and expenditure of funds in the
Current Expense Fund in the amount of $333,494 be passed. The motion
carried.
A Public Hearing was held and a motion was made by Commissioner
Goodwin and seconded by Commissioner Chandler that Resolution Number
90 -79 -CC authorizing an appropriation and expenditure of funds in the
Data Processing Fund #501, Department 4179 in the amount of $38,885
be passed. The motion carried.
A Public Hearing was held and a motion was made by Commissioner
Goodwin and seconded by Commissioner Chandler that Resolution Number
90 -80 -CC authorizing an appropriation and expenditure of funds in the
County Fair Fund 4116, Department #158 in the amount of $9,100 be
passed. The motion carried.
A Public Hearing was held and a motion was made by Commissioner
Goodwin and seconded by Commissioner Chandler that Resolution Number
90 -81 -CC authorizing an appropriation and expenditure of funds in the
ATV Fund 44119, Department 4161 in the amount of $5,256 be passed.
The motion carried.
A Public Hearing was held and a motion was made by Commissioner Chandler
and seconded by Commissioner Goodwin that Resolution Number 90 -82 -CC
authorizing an appropriation and expenditure of funds in the Alcohol/Drug
Abuse Fund X6115, Department X6157 in the total amount of $16,086 be passed.
The motion carried.
A Public Hearing was held and a motion was made by Commissioner Chandler
and seconded by Commissioner Goodwin that Resolution Number 90 -83 -CC
authorizing an appropriation and expenditure of funds intthe Emergency Services
Fund 66102, Department 66144 in the total amount of $10,166 be passed. The
motion carried.
A motion was made by Commissioner Chandler and seconded by Commis-
sioner Goodwin that Resolution Number 90 -84 -CC designating Kathy Backus
as a Mental Health Professional for Grant County be passed. The motion
carried.
As of this date the Board by a majority vote does approve for payment
those vouchers included in the list filed in the Auditors Office 8/20/90
in the total amount of $107,383.99.
As there was no further business the session was continued until
August 21,1990.
August 21,1990
The session was continued at 9:00 a.m. with Commissioner Goodwin and
Commissioner Chamberlain in attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding matters
of mutual concern.
As Commissioner Goodwin had to leave to attend a meeting in Wenatchee
the meeting was adjourned until August 27,1990.
