HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of May 1,1989 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Glenn Chamberlain. Al]. of the Commissioners were in attendance with the Clerk of the Board. The Commissioners approved the minutes of the preceeding session. Chairman Chamberlain was authorized to sign the Notice of Separation or Work Interruption of Susan Gail Bryant of the Mental Health Office. The Commissioners approved the request of the Mental Health Department to acquire a major credit card for useby Management for unforeseen travel expenses. The Commissioners approved a request by the Mental Health Director, Sharon Kiehn to make required adjustments in the Juniper Ridge Revolving Fund Account. Chairman Chamberlain was authorized to sign the Liquor License approval on the Special Occasion permit for Columbia Basin Chapter of the Enological Society of the Pacific Northwest. The Commissioners approved a request to appoint Jim Baird to a position on the Grant County Pest and Disease Control Board. Chairman Chamberlain was authorized to sign a Determination of Non - Significance on the gradual expansion of existing pit site requested by Basin Asphalt Company. The Commissioners received notification from the Department of Ecology approving Washington State Parks and Recreation Commission application for Shoreline Conditional Use Permit regarding the boat launch facility on Deep Lake. The Commissioners sent a letter of thanks to the Grant County Public Utility District regarding the meeting held May 1 on power cost and future impacts on Grant County. The Commissioners signed the 1989 Agreement for Dispatch Services with the Town of Royal City. The Commissioners were notified by the Public Works Department of the results of the Spring Clean-up weekend on April 22 and 23. The Commissioners received a copy of City of Ephrata Ordinance #89-4 annexing to the City of Ephrata certain lands contiguous to the City. The Commissioners sent a letter to the Port of Moses Lake regarding the proposed plans of the Washington Army National Guard to locate a new facility on Port of Moses Lake property. The Commissioners met with the Pest and Disease Control Board members regarding matters of mutual concern. The Commissioners met with Karl Goodrich to discuss plans for the Pelican Point area. As there was no further business the session was continued until May 2. May 2,1989 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Department regarding Dover Street -Port of Moses Lake, Atwood Road, Bid Award problems, '9' NE, 10:30 a.m. Surplus Property Hearing, and Personnel matters. A Public Hearing was held and a motion was made by Commissioner Goodwin and seconded by Commissioner Chandler that Resolution Number 89 -39 -CC in the matter of a County wide surplus equipment and merchandise auction sale be passed. The motion carried. The continuation of the Public Hearing from April. 25 was held and a motion was made by Commissioner Goodwin and seconded by Commissioner Chandler that Resolution Number 89 -40 -CC relating to a supplemental extension in the 1989 budget of Grant County Mental Health and Family Services Fund X1408 in the amount of $50,000 be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Chandler and seconded by Commissioner Goodwin that Resolution Number 89 -41 -CC authorizing an appropriation and expenditure of funds in the Operating Transfers -Out Department #142 in the amount of $3,953 be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Chandler and seconded by Commissioner Goodwin that Resolution Number 89 -42 -CC authorizing an appropriation and expenditure of funds in the All Terrain Vehicle Fund #119,Department X1161 in the amount of $1,407 be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Chandler and seconded by Commissioner Goodwin that Resolution Number 89 -43 -CC authorizing an appropriation and expenditure of funds in the Law Library Fund #110, Department #152 in the amount of $116 be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Goodwin and seconded by Commissioner Chandler that Resolution Number 89 -4.4 -CC authorizing an appropriation and expenditure of funds in the County Fair Fund #116, Department 11158 in the amount of $2,430 be passed. The motion carried. The Commissioners signed the Public Works Voucher Approval list 914-1 through 4-2 in the total amount of $11,826.79. The Commissioners signed the Public Works Payroll Journal for the month of April. The Commissioners met with Sharon Kiehn and. Frankie Brown regarding matters of mutual concern about the Mental Health and Alcoholism Building in Moses Lake. As there was no further business the session was adjourned until May 8,1989. irman
