MONDAY, AUGUST 21, 2023
The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m. — 8:45 a.m. Central Services Weekly Update
• Smokey conditions are impacting county facilities.
• Easement across private property (Hughes/Foster)
• He will need a check in short notice for the closing of the Ephrata Family Dentistry building.

9:00 a.m. — 9:30 a.m. C Hintz, Noxious Weed Board -Assessment Update
In attendance: Craig Hintz, Noxious Weed Board, Andy Booth, Public Works, and Melissa
McKnight and Matt Hope, Assessor's Office.
Mr. Hintz discussed the new RCW that allows them to assess for Centerline Miles. County
Engineer, Dave Bren stated he recommends a Memorandum of Understanding between Public
Works and the Noxious Weed Control Board

• Pending Decisions Spreadsheet
• Communications Clerk 2: Supervisor still pending.
• Staff Files: Gave files to BOCC with their new supervision.

• WSU- Interagency Agreement: Chair of the Board to be the "administrator" of the agreement.
Pursuant to RCW 42.30.110(1)(8) Commissioner Jones called an Executive Session to order at 10:02
a.m. to go until 10:12 a.m. regarding lob Applicant/Evaluation. In attendance were Commissioners
Carter, Stone and Jones, and Barbara J. Vasquez, Clerk of the Board. Commissioner Jones closed the
session at 10:12 a.m.

10:30 a.m. —11:30 a.m. K Smith, Accounting Update
• Katie Smith, Chief Financial Officer, discussed the 2024 Budget Call that went out 8/18/23.
• She strongly recommends an outside company to come in and assess wages for all county
employees.
• Fair: cash meal buy-out discussed. Does the Prosecuting Attorney's Office review entertainment
contracts that the Director signs?
11:30 a.m. —12:00 p.m. J Kriete, Sheriff's Office Update
• 354 Calls for Service during Fair Week (GCSO area).
• 32 Calls for Service were included in the above number for the concert weekend/Gorge
Amphitheater
• Deputies to potentially be paid for drive time when they work at the Gorge Amphitheater.
Overtime budget will increase.

1:00 p.m. — 2:00 p.m. Commissioners Round Table — Miscellaneous Discussion
• Review of Consent Agenda Items
o Accounting Item 3: DS asked for clarification from Katie Smith, that special revenue
funds can maintain interest within the fund. This is that request letter
o Accounting items 4-7: Emili Wash, Accounting, gave an overview of those items.
o Sheriff's 19 and 20: Previously signed by the Sheriff and Staff, not coming before the
BOCC for review and signature, after the fact.
o Public Works Item 14: clarification is needed re: widening of Silica/Baseline Roads
around the Gorge Amphitheater.
• Commissioner District Updates
o RJ District 2: Constituent complaint about neighbor digging under their fence; met with
WDFW and Sand Scorpions for their event. Insurance Certificates will be required in the
future. Met with Representatives from District 12.
o CC District 3: She received many calls for noise complaints from the Gorge concert this
weekend.
o DS District 1: Fire on Highway 2 — Sunlakes State Park area. Emergency Management
and Incident Command are who sends out the alerts for evacuation.
• Gorge Amphitheater Concerns/Live Nation Discussion:
• Gorge Amphitheater needs permanent signage, not just temporary. CC recommended a
meeting with Live Nation. The main issue is the security bottleneck that occurs at the
campgrounds.
• DS requests to move closing date of ARPA closure to another date and have BOCC meeting on
9/20/23 at fpm.
• DS: Development Services sent a marijuana/cannabis email "notice of decision for Site Plan
Review, 1-502 operation.

In attendance were Decorah Anderson -Cook and Gina Saldana as Kirk Eslinger was unavailable.
Pursuant to RCW 42.30.110(1)(g) Commissioner Jones called an Executive Session to order at
2:27 p.m. to go until 2:57 p.m. regarding Job Applicant/Evaluation. In attendance were
Commissioners Carter, Stone and Jones, and Decorah Anderson -Cook and Gina Saldana, Human
Resources. The session was continued to 3:07 p.m. and then again until 3:30 p.m.
Commissioner Jones closed the session at 3:30 p.m.
A motion was made by Commissioner Stone, seconded by Commissioner Carter, to approve another
position as New Hope. The motion passed unanimously.
TUESDAY, AUGUST 22, 2023
The session was continued at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m. — 9:00 a.m. K McCrae, Prosecuting Attorney's Office Update
• Lawsuit against DSHS through WSAC happening today.
• Prosecuting Attorney review of Fairgrounds contracts relating to cash payments to
entertainment for food. To be sent to Barbara Duerbeck. Commissioner Carter is in
favor of sending all Fair contracts to PAO for their review.
• Concerts at the Gorge Amphitheater: are they public events? Or private? Are they
subject to the County noise ordinance? Potential Conditional Use Permit?
• Executive session clarification
9:00 a.m. —10:00 a.m. D Anderson, Renew Update
• Employee Assistance Program (EAP): Recent loss of an employee. Close office September 14 for
Celebration of Life?
• Co -Responder Program with Sheriff's Office
• Connected Care/TeleHealth program: Virtual Services will begin reaching out to more rural
areas.

train Grant County employees?
• Salary update/negotiations.
• Wage discussion for their staff from 2019, still not sent to the union. County wide salary survey?
11:00 a.m. —11:30 a.m. T Gaines, Central Services Update
• Ephrata Family Dentistry Update
• Fair: Vandalism was an issue, need more cameras. Need more power for vendors and
campgrounds.
• New Jail discussion with the City of Ephrata; formal groundbreaking ceremony?
• Potentially use PILT ARPA funds for the new jail sewer/water costs?
• Samaritan Hospital / Morgue Update
11:30 a.m. —12:00 p.m. State Auditors — 2022 Federal Grants and Financial Audit: Entrance
Conference
• WA State Auditor's in attendance: Jeremy Bonner, Kathleen Linze and Janie Cook discussed the
beginning of this audit. There is a September 30th deadline to complete this audit.
• Accountability will be done later.
• They will focus on Emergency Solutions Grant (ESG)., Coronavirus recovery funds, and highway
and transportation funds.

1:00 p.m. -2:00 p.m. S Castro, Public Works Update
• Annual Leave Cash Out (Sam): Public Works is requesting to have this "buy back" leave benefit,
up to 80 hours.

• Silica Road widening funding is State Funding which only allows paving. Widening of Baseline is
also in discussion. LTAC funding and/or REET funds are a potential.
• Bridge 202 was closed 8/21/23 due to issues.

• Hazard Mitigation exercise was cancelled that was scheduled for 8/23/23. Mr. Castro provided
maps for the area that would affect Grant County.
2:00 p.m. — 3:00 p.m. Commissioner's Meeting
• Call to order
• Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit)
o Steve Heeb discussed his issues with property located in Quincy. He had a renter at his
property that stopped paying rent. Had a scheduled court date. Is frustrated with the
Grant County Judge and Sheriff's Office servicing of papers.
o Larry Lewis, Sunland Estates, received a buoy permit. His area can only have 2 per our
Shoreline Master Program. This is unfortunate for the area residents, and he is bringing
his concern forward. Commissioner Carter will be in touch with Development Services.
o Todd Voth, Wheeler, discussed the homeless issues they are experiencing and the RV's
that are now parking in the area. They now have tents and people living in their cars.
It's a drug and health issue now. Code Enforcement — the online application form does
not work well.
o Melissa McKnight asked if it's safe to wash hands at the courthouse. The
Commissioners said yes, it's safe and drinking water will be provided to county offices.
• Approval of Agenda A motion was made by Commissioner Stone, seconded by Commissioner
Carter, to approve the agenda as presented. The motion passed unanimously.
• Correspondence (i.e. Emails that have come in that need response, letters of support etc.) None
• Commissioners Roundtable — Miscellaneous Discussion
o RJ asked Janice Flynn if there is any current rental assistance available? Ms. Flynn stated
there is one through CHG and there's not much funding available.
o CC asked to amend all calendar appointments to be 5 min shorter, for BOCC to have a
break. The Clerk requested this to happen in 2024.
o RJ would like to state for the record that he does not like the online code enforcement
form.
o Katie Smith / Rachel Jorgensen brought forth OSHA rules and stated she believed it's
illegal to not have potable water for employees. There is currently a "boil water"
emergency in the City of Ephrata. Water fountains in the courthouse will be turned off.
• Consent Agenda — (Items 1 through 20) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Stone, seconded by Commissioner Carter, to approve the consent
agenda, holding Public Works item 14 until 8/28/23. The motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing, and made available to the Board. (In the amount of $817,318.91)

2. Request to amend a previously approved request to purchase an additional Accessible Voting
Unit due to taxes not being included in the approved purchase amount. The previously
approved amount was $5,436.00, the newly requested amount is $456.62 more to include taxes
for a new total of $5,892.62.
3. Request that the Auditor's O & M Fund 124.166 be set up as an investment fund with the
Treasurer's Office. (Resolution No. 23 -087 -CC)
4. Request to change the name of Fund 311.001 from Prop 1 Sales Tax to New Jail Equipment
Replacement. (Resolution No. 23 -086 -CC)
5. Cash transfer request in the amount of $11,340,364.73 from fund 311.001 Prop 1 Sales Tax to
the newly created fund 117.000 (with the same name).
6. Budget extension request in the amount of $15.,821,056.00 for fund 117.000 Prop 1 Sales Tax for
bond payments, ending fund balance and wages. (The public hearing was set for September 12,
2023 at 3:30 p.m.)
7. Budget extension request in the amount of $2,530.,833.00 for fund 311.001 for a prior period
adjustment. (The public hearing was set for September 12, 2023 at 3:30 p.m.)
CENTRAL SERVICES
8. Request to amend the previously signed Preconstruction Services Contract with Lydig
Construction. Amendment No. 1 includes the addition of designated preconstruction services
performed by mechanical (MC/CM) McDonald Miller, and electrical (EC/CM) Arc Electric,
subcontractors added to the Project in the amount of $40.,000.00 each for a total of $80.,000.00.
COMMISSIONER'S OFFICE
9. Approval of Grant County Lodging Tax Advisory Committee Tourism Promotion Agreement No.
2023-22 to the Mattawa/Desert Aire Lions Club for their Hot Desert Nights event in the amount
of $4,.000.00.
10. American Rescue Plan Act (ARPA) beneficiary agreement with the Quincy Senior Center in the
amount of $5,000.00 on an advance payment basis for eligible costs incurred during the period
of March 3, 2021, through September 30, 2026.
11. American Rescue Plan Act (ARPA) beneficiary agreement with the Wellness Place in the amount
of $10,000.00 on an advance payment basis for eligible costs incurred during the period of
March 3, 2021, through September 30, 2026.
NFW HOPE
12. Request for Director Suzi Fode to DocuSign Washington State Department of Commerce Federal
Interagency Agreement with New Hope through the Office of Crime Victims Advocacy
Community Services Division, Grant No. 24-31310-165, for Core and Specialized Sexual Assault
Services SFY 2024. The term of the agreement is July 1, 2023, through June 30, 2024, in the
amount of $216,190.00 (core) and $97,460.00 (specialized) for a total of $313,650.00.
13. Request for Director Suzi Fode to DocuSign Amendment B on the Washington State Department
of Commerce Community Services Division, Office of Crime Victims Advocacy, Children's
Advocacy Center Child Centered Services VOCA Initiative, Grant No. F20-31219-401.

14. Resolution initiation County Road Project designated as CRP No. 23-04, Baseline W Road (Silica
Road 0.13 Miles West of V -SW), Gorge Amphitheater -Baseline Road widening for Queuing Lane
in the amount of $705,900.00. (Held until 8/29/23 Consent Agenda)
15. Request to the County Road Department for Reimbursable Work with Adams County for Asphalt
Plan Inspection for Deal Rd. Project No. 2, in the amount of $7,000.00. Work is to be completed
from August 28, 2023, to September 12, 2023.

SHERIFF'S OFFICE
19. Previously signed by Sheriff Tom Jones in 2022, Washington Association of Sheriffs and Police
Chiefs Interagency Agreement -Specific Terms And Conditions, Agreement No. RSO 2022-23,
Grant Registered Sex Offender Address Verification Program. The term of the agreement is July
11 2022, through June 30, 2023, in the amount of $102,903.00. (Resolution No. 23 -089 -CC)
20. Previously signed via DocuSign by Sheriff's Office staff: Washington State Department of
Commerce Federal Interagency Agreement with Grant County Sheriff's Office through Office of
Crime Victims Advocacy Community Services Division, Grant No. F22-31103-041, for STOP
Violence Against Women Formula Grant Program, grant pass-through allocation to improve the
community response to violence against women.

Works Service Fees Policy
The Commissioners held an Open Record Public Hearing to adopt the Public Works Services
Fee's Policy Update. As there was no one from Public Works in attendance, Commissioner Jones
read from the draft that was proposed. Highlights were an added Trail Permit and Franchise
Agreement Fees increase.
A motion was made by Commissioner Stone, seconded by Commissioner Carter, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Carter to approve Fee Policy as presented. Commissioner Stone seconded and
the motion passed unanimously. The hearing adjourned. (Resolution 23 -097 -CC)
3:20 p.m. — 3:25 p.m. Open Record Public Hearing, Declaring County -Owned Vehicles Surplus
(Renew)
The Commissioners held an Open Record Public Hearing to declare surplus miscellaneous
vehicles and order the sale via www. ublicsur lus.com.
Dell Anderson, Executive Director, discussed his request.
A motion was made by Commissioner Carter, seconded by Commissioner Stone, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Carter to approve the surplus and sale as presented. Commissioner Stone
seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. 23 -090 -
