HomeMy WebLinkAboutBudget Extension - Central ServicesTo: Board of County Commissioners Re: Budget Extension Request, Facilities & Maintenance Grant County Central Services POBox 37 Ephrata WA 98823 (509) 754-2011 Ext -3276 August 30, 2023 During this year's consolidation of maintenance as directed by the BOCC, the buildings occupied by Public Works, Renew, and the Sheriff were all placed under the Central Services umbrella and are now maintained through the Facilities department under Central Services. Furthermore, personnel assigned to those departments were reassigned to Central Services, with budgets for personnel at the Sheriff and Public Works being reallocated to Central services in the 2024 budget year. During 2023, Central Services completed a compensation study and reclassification of several personnel coupled with the reorganization of the Central Services structure that saw the creation of a peer group of site supervisors. These include Chris Turner, Pete Wyatt, and Brian Murray. When these were structured, Human Resources directed that Pete Wyatt and Brian Murray would not be exempt employees. Chris Turner was an exempt employee. I shared that it wouldn't be fair for one of the three in a similar peer group with the same duties to be classified differently, and all should be the same, even though this would have a significant impact on the budget due to the amount of overtime required by Chris Turner at the Fairgrounds. Human Resources agreed, and Chris was reclassified as a Non -Exempt employee, making him eligible for overtime. This has impacted the overtime budget line in the facilities and maintenance budget and will require a budget extension. Central Services is requesting a budget extension of $10,000 to bolster the overtime budget for facilities and maintenance, making the allocated amount $15,000 for the year.
