REJECTION OF THE CREATION
OF THE QUINCY VALLEY
REGIONAL PARKS DISTRICT
PURSUANT TO CHAPTER 35.61
RCW
WHEREAS, the Board of County Commissioners of Grant County (BOCC) having
previously passed Resolution No. 23 -063 -CC on July 25, 2023; and
"EREAS, the BOCC previously passed Resolution No. 23 -063 -CC regarding the Quincy
Valley Regional Parks District, a Metropolitan Park District (MPD), which included Douglas
County as one of the local governments that would be affected as property within Douglas
County would be part of the proposed boundary area for the MPD; and
WHEREAS, it is being proposed to remove Douglas County from the proposed
boundary area for the MPD;
WHEREAS, the proposed boundary for the MPD will include a specific area within the
City of Quincy, the City of George, and Grant County as stated on Exhibit A;
WHEREAS, the Board of County Commissioners of Grant County having convened in
regular session in their office at the Grant County Courthouse this 1st day of August,
2023, with all members present; and

Park District Ballot Proposition
WHEREAS, the City of Quincy has proposed a proposition to the qualified electorate of
Quincy School District No. 144 at the general election to be held on November 7, 2023)
for the approval or rejection of the creation of the Quincy Valley Regional Parks District
Pursuant to Chapter 35.61 RCW; and
WHEREAS, Chapter 35.61 RCW allows cities and counties to create a metropolitan parks district;
and
WHEREAS, RCW 3 5.61.020 provides a metropolitan parks district may have a limited purpose
of acquiring, constructing, renovating, expanding, operating, and maintaining specifically
identified public parks or recreational facilities; and
WHEREAS, the Regional Recreational Facility and the Regional Aquatic Center will be multi-
generational facilities that serve as a recreational hub, will provide health and recreational benefits,
and will enhance the quality of life throughout the community; and '
WHEREAS, the provision of parks, open spaces, recreation programs and facilities are an
important function of local government and increases the quality of life within a community;
and
WHEREAS, the City of Quincy in its Resolution No. 23- - , Attachment . is
proposing to create a metropolitan parks district for the limited purpose to construct, ---
renovate, expand, operate and maintain -a Regional -Recreational Facility -that is anticipated to _
be located within the City of Quincy and have meeting rooms, soccer fields, indoor turf and
sport courts, and outdoor areas, and to renovate, expand, operate and maintain the Regional
Aquatic Center that is currently constructed within the City of Quincy; and
WHEREAS, the Board finds that it is in the best interest of the citizens of Grant _County
in the Quincy School District No. 144 and necessary for public health, safety and welfare
that the Quincy Valley Regional Parks District should be formed pursuant to Chapter 35.61
RCW with the City of Quincy, the City of George, and Grant County; and
WHEREAS, an established metropolitan parks. district -has the authority to levy a maximum
of $0.75 per $1,000 assessed property value to provide desired parks and recreation services
to the Grant County, the City of Quincy, and the City of George; however, the County is only
in favor of authorizing a maximum levy of $0.50 per $1,000 assessed property value; and
WHEREAS, RCW 35.61.050 gives cities and counties the authority to pass a resolution
calling for an election on the creation of a metropolitan parks district, and stating the name of
the proposed metropolitan parks district and how it will be governed; and
WHEREAS, RCW 35.61.050(2) requires each adopting authority to pass a resolution
submitting the proposition to create a metropolitan park district; and

WHEREAS, RCW 35.61.050 provides that when the boundaries of a metropolitan parks
district will be located within more than one city, more than one county, or any combination
of cities and counties that each city governing body and county legislative authority may be
designated to collectively serve ex officio as the board of metropolitan parks district
commissioners through selection of one or more members from each to serve as the board,
and that within six months of the date of certification of election results approving creation of
the district, the size and membership of the board shall be determined through an interlocal
agreement with each city and county that make up the metropolitan parks district; and
WHEREAS, the Board supports the City of Quincy's Resolution No. 23,-
and desires to place a proposition on the ballot for voters in Quincy School District No. 144
except for the portion of land within Douglas County, during the general election on
November 7, 2023, which calls for the creation of a Metropolitan Park District ("MPD")
pursuant to Chapter 3 5.61 RCW; and
NOW, THEREFORE, BE IT HEREBY RESOLVED that the Grant County Board of
Commissioners does hereby resolves as follows:
Section 1. Recitals. The foregoing recitals are incorporated herein by this reference
and madepart of this Resolution.
Section 2. Rescind. The- previously- adopted-- Resolution No. 23 -063 -CC is hereby
rescinded.
Section 3. Name of the Metropolitan Parks District. The County supports and adopts
the City of Quincy's proposal that the metropolitan parks district be created and called, "Quincy
Valley Regional Parks District."
Section 4. Boundary of the Metropolitan Parks District. The County supports and
adopts the City of Quincy's proposal that the metropolitan park district have its boundary
coterminous with the boundaries of Quincy School District No. 144 except the portion of land
within Douglas County, as stated in Attachment 2, which is attached hereto and incorporated
herein by this reference.
Section 5. Call for Election. Pursuant to RCW 35.61.020, the County supports and
adopts the City of Quincy's call for submission of the proposition to the qualified electorate of the
City of Quincy, the City of George, and the applicable areas of the Unincorporated Grant County,
as per Attachment 2, asking whether the Quincy Valley Regional Parks District should be created.

Section 6. Ballot Proposition. The County supports and adopts the City of Quincy's
proposition to be submitted to the electorate of Quincy School District No. 144 except for the
portion of land within Douglas County and shall read substantially as follows:

metropolitan parks district with a boundary coterminous with the boundary for Quincy
School District No. 144 except for the portion of land that is within Douglas County, and
for the limited purpose to construct, renovate, expand, operate and maintain a Regional
Recreational Facility within the City of Quincy, and to renovate, expand, operate and
maintain the Regional Aquatic Center currently constructed within the City of Quincy. If
approved, this proposition would create a metropolitan parks district to be named the
"Quincy Valley Regional Parks District" and it shall have all the powers provided in
Chapter 3 5.61 RCw; provided that the authority to levy a general tax on property shall not
exceed a maximum of $0.50 per $1,000 assessed property value. The Quincy Valley.
Regional Parks District shall be governed by a board composed from the selection 6f -one.- -..
or more members from Quincy City Council, George City Council, and Grant Count = -
Board of Commissioners. The selected members shall collectively serve ex officio= --as the -
Board of Commissioners for the Quincy Valley Regional Parks District.

Section 6. Presentment to County Auditor. The Clerk of the Board of County
Commissioners shall present a copy of this Resolution to the Grant County Auditor on or before
August 1, 2023.
Section 7. Severability. If any section, clause, or provision of this Resolution or its
application to any person or circumstance is declared by the court to be invalid, the remainder of
this Resolution or the application of the provision to other persons or circumstances shall not be
affected.

WHEREAS, the City of Quincy has requested the City of George to participate in formation
of a metropolitan park district to be called the "Quincy valley Regional Parks District"; and
WHEREAS, the City of George ("City") City Council has considered this request and
determined that passage of this Resolution is in the best interest of the citizens within the City;
and
WHEREAS, Chapter 35.61 RCW allows the City and neighboring communities to create
metropolitan parks district; and
WHEREAS, an established metropolitan parks district has the authority to levy a maximum
of $0.75 per $1,000 assessed property value to provide desired parks and recreation services to

WHEREAS, In order to provide recreation facilities and programs of benefit to the citizens
within the City, the City Council desires to place a proposition on the ballot during the general
ral
election on November 7,, 202% which calls for the creation of a MPD pursuant to Chapter 35..61
Rcw; and
WHEREAS, on July 18th, 2023, the City Council app'roved Resolution 2023-325 which is
c2imilar to this Resolution, but included the part of Quincy School District No. 144 located within
Douglas County and the Douglas County Commissioners did not approve inclusion of any part of
Douglas County as part of the proposed park district which necessitates passage of this
replacement Resolution; and I
WHEREAS, the City of Quincy has requested that the Grant County Board of
Commissioners and City of George, approve a similar resolution to this Resolution and the City of
Quincy has approved a similar resolution to thi4 Resolution; NOW THEREFORE;
THE CITY COUNCIL OF THE CITY OF GEORGE., WASHINGTON, HEREBY RESOLVES AS
FOLLOWS:

and to renovate., expand, operate and maintain the Regional Aquatic Center
currently constructed within the City of Quincy. If approved, this proposition would
create a metropolitan parks district to be named the "Quin cy Valley Regional Parks
District" and it shall have all the powers provided in Chapter 35.61 RCW,- provided
that the authority to levy a general tax on property shall not exceed a maximum of
$0.50 per $1,,000 assessed property value. The Quincy Valley Regional Parks District
shall be governed by a board composed from the selection of one or more
members from Quincy City Council, George City Council, -and Grant County Board
of Commissioners. The selected members shall collectively serve ex officio as the
Board of Commissioners for the Quincy Valley Regional Parks District.
For the formation of a metropolitan parks district to be governed by a board
composed from the selection of one or more members of the Quincy City Council,
George City Council, and Grant County Board of Commissioners collectively serving
as the ex officlo board of commissioners for the metropolitan parks district.

Section 6. Presentment to County Auditor. The City Clerk shall present a copy of this
Resolution to the Grant County Auditor within five business days after its adoption.
Section 7. Neighboring Communities. The City of Quincy has approved a similar resolution
to this Resolution and the City Council encourages the adoption of a similar resolution to this
Resolution by Grant County.
Section 8. Reaeal and Reolacement of Resolution 2023-325. City of George Resolution
2023-325 is hereby repealed and replaced by this Resolution,

Section 9. Severability If any section, clause., or provision of this Resolution or its
application to any person or circumstance is declared by the court to be invalid, the remainder of
this Resolution or the application of the provision to other persons or circumstances shall not be
affected.
Section 10. Effective Date. This Resolution shall take effect and be in full force in
upon passage by the City Council.
