The passing of Warren Morgan in May of 2019 has created a vacancy on the
Quincy -Columbia Basin Irrigation District Board of Directors. RCW 87.03.081 provides
that such vacancies be filled by appointment by the Board of Commissioners of the
county in which the Irrigation District is organized.
Warren Morgan's term of office was scheduled to expire at the end of 2020. If an
individual were appointed to fill his vacancy, they would serve until the next annual
irrigation district election. The filing deadline for that election will be November 4, 2019
with the elections being scheduled for December 10, 2019. The filing period will be
publicized in September. The person elected in that election shall serve for the remainder
of Warren Morgan's unexpired term.
During the District's regular Judy Board meeting, a motion was made and passed
unanimously for me to write the Grant County Board of Commissioners recommending
this position remain vacant due to the shortness of the term before the next annual

The next regular meeting of Quincy -Columbia Basin Irrigation District Board of
Directors is scheduled for August 6, 2019. If the County Commissioners feels it
necessary to appoint a new director for the remainder of this year, then it would be
greatly appreciated by the Board if the County Commissioners appointment was
complete in time for the new director to assume their duties at that time.
