HomeMy WebLinkAboutResolution 19-055-CCBOARD OF COUNTY COMMISSIONERS GRANT COUNTY, WASHINGTON IN THE MATTER OF PROPOSING A SALES AND USE TAX FOR COSTS TO ENHANCE AND IMPROVE CRIMINAL JUSTICE AND LAW ENFORCEMENT FUNCTIONS WITHIN GRANT COUNTY if N v, , RESOLUTION NO. / `'Ll WHEREAS, the Board of County Commissioners of Grant County having convened in regular session in their office at the Grant County Courthouse this 23rd day of July, 2019, with all members present; and WHEREAS, in 2007 the Legislature passed ESB 5498, amending RCW 82.14.450, authorizing counties to submit a proposition to the voters of the county to impose a sales and use tax at a rate of up to three -tenths of one percent, one-third of which must be used solely for the purpose of providing funds for costs associated with criminal justice, fire protection,, or both; and WHEREAS, the Board finds that it is in the best interest of the citizens of Grant County and necessary for public health, safety and welfare that a sales and use tax in the amount of three -tenths of one percent be imposed; and, one hundred percent (100%) of the monies that would be generated by such sales and use tax. shall be specifically used by the county to enhance and improve criminal justice and law enforcement functions; and WHEREAS, the Board will create a dedicated fund within the Grant County budget for the tax dollars to be used specifically to enhance and improve criminal justice and law enforcement functions and any costs associated with delivering the same to the citizens of Grant County; and WHEREAS, the Board finds that this proposition should be submitted to the voters of Grant County at the General Election to be held November 5. 2019; and WHEREAS, it is the judgment of this Board that a special tax levy of this kind should be indefinite in duration in the absence of further action by the voters; and WHEREAS, pursuant to RCW 82.14.450(6), monies received by the county under this sales and use tax shall be distributed between the county and cities in Grant County as follows: sixty percent (60%) shall be retained by the county and forty percent (40%) shall be distributed on a per capita basis to cities in the county; and J ^ cc Resolution No. re: Sales and Use Tax Law & Justice Funding Page 2 WHEREAS, it appears that the best interests of the citizens of Grant County and Cities therein would be served by submitting to the affected voters the determination of whether to authorize a sales and use tax to collect revenue for the aforesaid. purposes. , NOW, THEREFORE, BE IT HEREBY RESOLVED that the Grant County Board of Commissioners does hereby direct the Prosecuting Attorney to prepare a Ballot Title, as provided by law, in substantially the same format as set forth below. PROPOSITION NO. GRANT COUNTY SALES AND USE TAX FOR CRIMINAL JUSTICE FUNDING The Grant County Board of Commissioners adopted Resolution No. .- 0 2-- 6c -proposing a sales and use tax to fund law enforcement functions. This measure will impose a sales and use tax in the amount of three -tenths of one percent; and provide that all funds generated by the tax will be dedicated 100% to costs to enhance and improve criminal justice and law enforcement functions within Grant County. All revenues shall be distributed as follows: 60% shall be retained by Grant County and 40% shall be distributed on a per capita basis to cities within Grant County. Should this measure be: Approved?
