Ills In r% MONDAY, AUGUST 5, 2019 The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance. 8:30 a.m. — 9:00 a.m. Elected Official Roundtable 9:00 a.m. — 9:20 a.m. J Hammond, ASC Update and Misc BOCC Action (Items 1 through 12) A motion was made by Commissioner Carter., seconded by Commissioner Stevens, to approve items 1, 2, and 5 through 11 on the agenda as presented. Items 3 and 12 were not ready for signature. Item 4 was approved/denied as listed below. The motion passed unanimously. 1. Possible vouchers for insurance, legal services, grant administration,, etc. (Approved) 2. Commercial Lease Agreement between Mario and Cindy Padilla and New Hope & Kids Hope for additional office space at 311 W. Third Avenue in Moses Lake in the amount of $2,300/month. Term is July 1, 2019 through May 31,,2022. (Approved) 3. Anticipating: Washington Rural Counties Insurance Program 2019-2020 Renewal Application and its accompanying Privacy & Network Supplemental Application. (Not ready for signature) 4. Recommendation from the Strategic Infrastructure Program (SIP) Advisory Committee on the following SIP Projects: • SIP Project 2019-06: Port of Mattawa — Southern Grant County Hotel Feasibility Study for approval of $13,500 grant funding; (Denied) • SIP Project 2019-07: City of George — Frontage Road Electrical Infrastructure Improvements for approval in $40,000 grant funding and approval of $40,000 in loan funding; (Approved) • SIP Project 2019-08: Port of Royal Slope —Waterline Extension — Eldorado for approval in $84,.000 grant funding — Contingent on CERB funding. (Approved for the new amount of $97,,500.00., contingent on CERB funding) 5. Resolution No. 19 -061 -CC re: Strategic Infrastructure Program (SIP) Advisory Committee Recommendations for Funding (SIP Nos 2019-06 through 2019-08). (Approved/Denied per item #4 above) 6. Interagency Agreement between Grant County Health District and Grant Integrated Services to provide a mechanism for the collaborative work, completion of deliverables, and transfer of funds necessary to carry out the priority health improvement initiatives associated with the NCW Youth Marijuana Prevention and Education Program. Term is July 1, 2019 through June 30, 2020. (Approved) 7. Resolution No. 19 -059 -CC Authorizing Execution of Interagency Agreement (Interlocal Agreement) -between Grant County Health District, Grant Integrated Services and Moses Lake Healthy Youth Partnership 365 regarding NCW Youth Marijuana Prevention and Education Program. Pursuant toRCW 42.30.110(I)(f) Commissioner Taylor called an Executive Session to order at 9:33 a.m. to go until 9:38a.nm. regarding Personnel Disciplinary Matters. In attendance were Commissioners Taylor, Carter and Stevens,, and Tom Gaines, Central Services Director. Commissioner Taylor closed the session at 9:38 a.m. 10:00 a.m.-10:15e.m. Commissioners Office Safety Meeting Page 3 of 8 Grant County Commissioners Minutes Week of August 5, 2019 10:30 a.m. —10:45 a.m. Citizen Public Comment Period Glen Stockwell, Chairman of the Washington State Economic Development Non Profit Corporation, came in to discuss the Columbia Basin Project (CBP) and mentioned that at the last Eastern Washington Council of Governments (EWCOG) meeting, two Commissioners discussed attending a summit with the Ports of Seattle and Tacoma (Northwest Seaport Alliance) for the fast track completion of the CBP. He would like to suggest Grant County also attend this summit and is requesting that Grant County write a letter of support in attending the NW Seaport Alliance meeting. (Letter was written and mailed) 11:00 a.m. —11:20 a.m. S Fode, New Hope Update • Shelter update • Kids Hope to move into new space sometime in August • Accounting processes • Accreditation Application Submitted for Kids Hope 12:00 p.m. —1:00 p.m. BOCC Training Luncheon 1:30 p.m. —1:40 p.m. Open Record Public Hearing, Central Services, Grants Administration, New Hope, and Sheriff's Office Budget Extensions The Commissioners held an Open Record Public Hearing to consider the following budget extension requests: • Central Services in the amount of $40,080.60 to pay KCDA Purchasing Cooperative the retainage owed on the Fairgrounds Bleacher project. REET funds are being requested. • Central Services in the amount of $10,000.00 for the settlement payment to Gray and Osborne for the Fairgrounds Sewer project. REET funds are being requested. • Grants Administration Fund #190.001 for the following Department of Commerce Grants: o CDBG Public Services Grant No. 19-62210-002 in the amount of $121,058.00 for pass through funding for.the OIC of Washington; and o Consolidated Homeless Grant No. 20-46108-10 in the amount of $969.,417.00 for pass through funding for the Housing Authority of Grant County. • New Hope in the amount of $181,.077.00 to receive new contract funds from the Department of Commerce, Office of Crime Victims Advocacy for service enhancement and expansion for current projects, unmet victim service needs 3, and crime victims services. • Sheriffs Office in the amount of $32,042.04 to cover the cost of Professional Liability Insurance Coverage for their Corrections Physician Dr. Morgan Fife. They are requesting Current Expense funds. Commissioner Taylor presented both Central Services requests and mentioned that accounting staff was making a recommendation to change the fund that the monies will come from. Madeline Prentice, Chief Accountant, recommends using the Fund# 309 (County Fair Sewer Projects), not REET funds. Page 4 of 8 Grant County Commissioners Minutes Week of August S., 2019 Commissioner Stevens asked if that is the same account that the sale of the fairgrounds land was placed. Madeline said yes and there is also left over monies from the sewer project (This amendment was approved). Jill Hammond, Administrative Services Coordinator, discussed her requests stating these grants go over 2019 and into 2020 so accounting suggested amending her original request to go only to the end of 2019 and she will budget the 2020 amount during the budget process. The new amounts are $501440.00 for the CDBG grant and $201.,962.00 for the Consolidated Homeless Grant. Suzi Fode, New Hope Director, discussed her request stating the funds are coming from 3 different Washington State Commerce grants. Commissioner Taylor presented the Sheriff's Office request. He asked why the Sheriff's Office is covering 75% of the cost. Jill Hammond clarified that this is for the physician inmate liability insurance. There was such an increase in the insurance in the cost that the Sheriff needed to request a budget extension. 25% is being covered by Grant Integrated Services, but they did not need a budget extension. The Sheriff has three people covered under the insurance., and GrIS has one. Commissioner Taylor asked if the funds could come from the Law and Justice Fund. Ms. Prentice stated she will double check. (She did not recommend using the limited funds within the Law and Justice Fund so current expense funds will be used) A motion was made by Commissioner Stevens, seconded by Commissioner Carter to close the public comment portion of the hearing. The motion passed unanimously. Commissioner Carter moved to approve the budget extension requests as amended. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. (Approved) MISCELLANEOUS ITEMS The Commissioners signed a letter to the Washington State Department of Ecology, along with other Eastern Washington Commissioners, expressing concern over the "Restoration and Enhancement Committees" that were formed in connection with the Hirst solution and that these committees are lacking actual farm members directly connected to the land, and also their opposition to the additional wastewater fees that are being imposed on wineries.
