Report any changes in the organizational structure since the last reporting period. (Example: New Title VI Coordinator, new planning or public works director, new CEO, etc). None a. Report should identify the changes in the racial/gender composition of -those persons involved in the transportation decision making, including planning and advisory staff. b. If no changes have been made, please indicate that accordingly. No changes have been made 2. Using the most current data available (through Census or Washington State Office of Financial Management), describe the demographics within your jurisdiction. U.S. Census Bureau Grant County's population in 2018 was 97,331, with the following breakdowns: • White alone, 92.2 • Black or African American alone, 1.8 • American Indian and Alaska Native alone,2.3% • Asian alone, 1.1 • Native Hawaiian and Other Pacific Islander alone, 0.2% • Two or more races, 2.4% • Hispanic or Latino origin, 42.1 • White alone, not Hispanic or Latino, 53.4 a. Describe any required Title VI activities and/or studies conducted that provided data relative to minority persons, neighborhoods, income levels, physical environment, and travel habits. List any Public outreach activities during the reporting period such as, public announcements and/or communications for meetings, hearings, project notices. Include the following: • Six Year Transportation Improvement Program — Public Hearing • Road Vacations — Public Hearings • Franchise Requests — Public Hearings • BOCC — WeeklyAgenda(weekly updates, open to the public) a. How were special language needs assessed? List the special language needs assessments conducted. None Conducted b. What outreach efforts did you utilize to ensure that minority, women, low-income, and LEP population groups were provided equal opportunity to participate in those outreach activities. How did your organization ensure that minority, women, and disadvantaged firms were provided equal opportunity to participate in the contracting arena? Use of County Website, 14 Plan Centers, and Journal of Commerce. We also strive for contract uniformity and therefore incorporate non-discrimination language in all of our contracts. Summarize any transportation projects that identify potential impacts to minority and/or low-income Environmental Justice (EJ) populations (i.e., impacts such as displacements, increased noise, bisecting neighborhoods, et al). Include the following: a. How impacts were minimized/mitigated. No Impacts b. Also include a statement, if applicable, on projects that specifically benefit community cohesion such as: adding sidewalks, improving access to properties that improve access for EJ populations. The Randolph Road project updated ADA ramps & sidewalk in the Port of Moses Lake Area which is in close proximity to the Larson Housing Area. Summarize any transportation projects that identify potential impacts to minority and/or low-income Environmental Justice (EJ) populations (i.e., impacts such as displacements, increased noise, bisecting neighborhoods, et al).
