The Grant County Commissioners session began at 8:30 a.m. with Commissioner Jones and
Commissioner Carter in attendance. Commissioner Stone is excused from this session.
8:30 a.m. — 9:00 a.m. K McCrae, Prosecuting Attorney's Office Update
Barbara Duerbeck was in attendance for the Prosecuting Attorney's Update
She discussed that as of right now, Commissioners should have "no comment"
regarding the situation that occurred at the Gorge over the weekend. She
also discussed looking into the "For Hire" e-mail that was received. She will be
in touch with Darryl and wille-mail the Commissioners about how to move forward.

Shane Heston was present for the insurance update, open claims and litigation were reviewed.
Shane discussed a housekeeping issue on discussion and sharing documents for litigated claims.
This will be discussed with Public Works at their update.

• Review of Consent Agenda Items
o Sheriff Office item 23: Commissioner Carter inquired if this would have a fiscal impact to
the current budget. Beau Lamens shared that after speaking with John Spiess at PW
there would be no impact on the budget. Commissioner Carter and Jones voiced
wanting to remove this item and review it once Commissioner Stone was present.

• Catalytic Converter Theft Prevention Device (RJ)
o Commissioner Jones discussed a more cost-effective device that is available rather than
building fences, replacing stolen parts etc.

• Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) None
• Approval of Agenda A motion was made by Commissioner Carter, seconded by Commissioner
Jones to approve the agenda as presented. The motion passed with 2 Commissioners in
attendance.
• Correspondence (ie. Emails that have come in that need response, letters of support etc.)
o Washington State Liquor and Cannabis Board letter relating to the denial of cannabis
applications.
• Commissioners Roundtable — Miscellaneous Discussion
• Consent Agenda — (Items 1 through 27) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item June be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Carter, seconded by Commissioner Jones to approve the agenda as
presented, holding item 23 until July 05, 2023, as well as fixing a Scrivener's error on item #27
correcting trail to trial. The motion passed with 2 Commissioners in attendance.

1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as
recorded on a listing and made available to the Board. ($1,576,,075.31 & $185,447.08)

Assistance Program (ERAP 2.0) Grant No. 21-4619C-108 in the amount of $119,712.53 for May
2023 expenses.
5. Reimbursement request from the City of Moses Lake on the Department of Commerce
Emergency Solutions Grant (ESG) No. 20-4613C-100 in the amount of $64,372.98 for November
2022 expenses.
6. Reimbursement request from the City of Moses Lake on the Department of Commerce
Consolidated Homeless Grant (CHG) No. 22-46108-10, Hotel Leasing Amendment, in the amount
of $105,953.58 for December 2022 —April 2023 expenses.
7. Reimbursement request from New Hope on the Department of Commerce Consolidated
Homeless Grant (CHG) No. 22-46108-10, Hotel Leasing Amendment, in the amount of $10,269.58

Development Block Grant (CDBG) No. 20-6221C-111. The purpose of the amendment is to extend
the contract through June 30, 2025.
9. Agreement amending Washington State Department of Commerce Community Services &
Housing Division Consolidated Homeless Grant (CHG) No. 22-46108-08 Subrecipient Agreement
Between Grant County and Housing Authority of Grant County. The purpose of the amendment is
to decrease the total amount payable by Grant County to the sub recipient by $132,608.00 for a
new total of $1,882,723.00.
10. Reappointment letter for Gerald Brown to the Grant County Water Conservancy Board for
another 6 -year term beginning June 7, 2023, through June 6, 2029.
11. Washington State Liquor and Cannabis Board Notice of Cannabis License Application regarding
Application for added privilege for Bar 37 Ranches Inc.
12. Request for Amendment A on the Washington State Department of Commerce Local
Government Division Community Development Block Grant Program Public Services Grant No.
22-62210-005. The purpose of the amendment is to increase the grant amount by $122.,000.00
for a new grant total of $250,.000.00, for Opportunities Industrialization Center (OIC) of
Washington.
13. Reimbursement request from Renew on the Department of Commerce Consolidated Homeless
Grant (CHG) No. 22-46108-10, Hotel Leasing Amendment, in the amount of $329.78 for May
2023 expenses.
14. Reimbursement request for Strategic Infrastructure Program (SIP) Project No. 2022-05 for Grant

City of Wenatchee, City of East Wenatchee and City of Moses Lake to establish the Opioid
Abatement Council (OAC) for the North Central Region. (Resolution No. 23 -051 -CC)
FACILITIES AND MAINTENANCE
19. Request to award Basin Refrigeration and Heating Grant County Project FM2305, FCU
replacements at Youth Services, in the amount of $19,253.84, funded from the Capital BEET 1
fund, 1235.168.00.9112.59418600. Upon approval, the contract will be signed. (Contract signed)

20. Request to utilize Enterprise Fleet Management for the vehicle fleet. Upon approval, the
following contracts will be signed with a term of agreement Upon Signature until terminated by

21. Request for Director, Dell Anderson, to DocuSign Amendment No. 4 to the Washington State
Health Care Authority, contract No. K3958, for Treatment and Recovery Services. The purpose of
the amendment is to update the business name as Grant County dba Renew as well as increase
funding by $50,267.63 for client services.
22. PAXIS Institute Service Agreement in the amount of $11,918.28 for the PAX Good Behavior
Game, through the Health Care Authority CPWI Prevention Services Contract No. 5536.
SHERIFFS OFFICE
23. Request to update and implement a New Vehicle Replacement Schedule that would move from a
5 -year replacement to a 4 -year replacement schedule or mileage of 100,000, whichever is
reached first. (Hold until 7/05/2023)
TECHNOLOGY SERVICES
24. Purchase Order No. 475 to Ednetics (EDNTC) in the amount of $516,565.25 for the purchase of
Rubrik 120TB Usable Enterprise Solutions security software. Currently, they have $35.,395.16 to
support the purchase and request a possible budget extension in the amount of $481.,170.00 if
needed.
25. Purchase Order No. 482 to Brightly Software, Inc. fna Dude Solution (DUDES) in the amount of
$38,947.27 for the annual software renewal.
26. Purchase Order No. 483 to CDWG in the amount of $61,722.96 for the purchase of video
conferencing equipment.

27. Request to transfer second quarter 2023 Trail Trial Court Improvement monies, per SSB 5454,
from the Current Expense Fund to the Trail Court Improvement Fund in the amount of
$16,858.00.
