MONDAY, JUNE 26, 2023
The Grant County Commissioners session began at 9:30 a.m. with Commissioners Jones and Carter in
attendance. Commissioner Stone was out and excused.
9:30 a.m. —10:30 a.m. B Vasquez, Clerk of the Board Update
11:00 a.m. —11:45 a.m. Budget and Finance Update AND Finance Committee Meeting
Katie Smith, Chief Accountant, gave an update on the Grant County budget. The Board would
like to begin seeing the HUB Summary Report that HR receives.
11:45 a.m. —12:00 p.m. Law and Justice — New Jail 311 Fund Stakeholder Meeting
The Committee discussed the revenue and expenditures for the fund. Can certain expenses be
moved from this fund to the 313 funds? Creation of a new jail maintenance fund is for replacing
equipment and regular maintenance. This will be for capital purchases and need to be re-
evaluated down the line and put that in the resolution. Central Services request for the creation
of two funds will be amended into one fund. Accounting will submit the details of the resolution
needed.

• Review of Consent Agenda Items
o PW item 25: notice of hearing for primitive roads. It has not been updated in 40
years.
o BOCC item 9: Veterans Advisory Board -move person from the WorkSource position
to the At -Large position.
• Live Nation/Loud Concerts (CC): Commissioner Carter received a complaint on the EDM
Concert held this past weekend and the loud bass music the neighbors can hear/feel.
Undersheriff stated the events usually end at 12am.
• Commissioner District Updates
o RJ District 2: attended a leadership roundtable dinner
• Janice Flynn to submit awalk-on item from the City of Moses Lake fora $67.,924.47 for May
2023 Expenses for hotel leasing (CHG).
• Quote for storage tank pollution policy application needing signature.
• Beau Laurens: Sheriff's Office request to change policy on vehicles, they are waiting for
three commissioners to make a decision.

Pursuant to RCW 42.30.110(1)(8) Commissioner Jones called an Executive Session to order at 2:36
p.m. to go until 2:50 p.m. regarding Job Applicant/Evaluation. In attendance were Commissioners
Carter and Jones, Kirk Eslinger, Gina Saldana, and Decorah Anderson, Human Resources. The session
was continued to 3:00 p.m. Commissioner Jones closed the session at 3:00 p.m.

Pursuant to RCW 42.30.110(1)(f), Commissioner Jones called an Executive Session to order at 1:05
p.m. to go until 1:20 p.m. regarding Personnel Disciplinary Matters. In attendance were
Commissioners Jones and Carter, Kirk Eslinger, Human Resources, and Andy Booth, Sam Castro and
Dave Bren, Public Works. Commissioner Jones closed the session at 1:20 p.m.

• Call to order
• Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit)
o Rolando Gonzales on Davis Road (Cascade Valley, Moses Lake) request to approve Davis
Road for the gravel to oil program. He also suggests walking /biking paths along Ottmar
Road. Dave Bren, County Engineer stated the cost share program is no longer available.
The Road District 2 has discussed making this on their list of Maintenance Projects.
• Approval of Agenda A motion was made by Commissioner Carter, seconded by Commissioner
Jones, to approve the agenda as presented. The motion passed with 2 Commissioners in
attendance.
• Correspondence (ie. Emails that have come in that need response, letters of support etc.)
o Office of Public Defense email re: reimbursement of expenses. The Board requested
that Brett Hill complete the necessary survey.
o City of Quincy email regarding the formation of Metropolitan Parks District called the
Quincy Valley Regional Parks District. Does the BOCC want to move forward with the
approval of a resolution to place this on the November ballot? Yes, move forward.
o Email from Jerome Wawers re: Bailey Bridge, Road K approach permit, and the speed
limit on Road 5 -NW.
• Commissioners Roundtable — Miscellaneous Discussion
o RJ: Emailed Dave Bren about how to manage small projects around the county
(paths/trails, ADA, etc). They hope to hire a civil engineer in the future to manage
these.
o Janice Flynn discussed insurance and the allocation amongst the offices/departments.
She is recommending stay with the current percentages and review in 2024 (ER&R).
o CC: Komaki City, Japan will be here to visit at 3pm on July 11.
• Consent Agenda — (Items 1 through 28) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Carter, seconded by Commissioner Jones, to approve the consent
agenda as presented. Public Works Item 25, the date of the public hearing is July 18, 2023 at
3:15 p.m. The motion passed with 2 Commissioners in attendance.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as
recorded on a listing and made available to the Board. (In the amount of 1,223,452.57)
2. Request to purchase an Accessible Voting Unit (AVU) from Clear Ballot Group in the amount of
$5,,436.00. This item was not a budgeted item and may require a budget extension at the end of
the year.
3. Request to purchase custom cabinets and workstations to update and meet state requirements
for the Elections tabulation room. Workstations will be purchased through Contract Design
Associates in the amount of $10.,442.79 and cabinets will be purchased from Archer's Cabinetry,
Inc., in the amount of $14,438.88 for a total purchase price of $24,.881.67. This purchase is
approved through the HAVA3 Grant and is within the 2023 budget.

6. Reimbursement request from Opportunities Industrialization Center (OIC) on the Washington
State Department of Commerce Eviction Rent Assistance Program (ERAP 2.0) Grant No. 21-
4619C-108, in the amount of $54,,555.72 for May 2023 expenses.
7. Reimbursement request from Opportunities Industrialization Center (OIC) on the Washington
State Department of Commerce Community Development Block Grant (CDBG) CV1, No. 20-
6221C-111, in the amount of $72,827.19 for March -April 2023 expenses. Upon approval,
combined A19 will be signed.
8. Reimbursement request from Renew on the Washington State Department of Commerce
Community Development Block Grant (CDBG) CV2, No. 20-6221C-111, in the amount of
$55.,962.19 for March -April 2023 expenses. Upon approval, combined A19 will be signed.
9. Request to approve a modification of the Veterans Advisory Board member alignment. The
modification would move member Eileen Boylston, current WorkSource Representative, to the
At -Large position upon her upcoming retirement.
10. Reimbursement request from the City of Moses Lake on the Department of Commerce
Emergency Solutions Grant (ESG) No. 20-4613C-100, in the amount of $63,357.36 for December
2022 expenses.
11. Reimbursement request from Opportunities Industrialization Center (OIC) on the Department of
Commerce Community Development Block Grant (CDBG) No. 22-62210-005 in the amount of
$27,314.18 for May 2023 expenses.
12. Amendment C on_the Washington State Department of Commerce Local Government Division,
Community Development &Assistance, CDBG-CV1 and CDBG-CV2 Grant No. 20-6221C-111. The
purpose of this amendment is to provide a 24 -month extension to accommodate a spend down
of the remaining grant budget.
13. New liquor license application for Promociones Jalisco in Quincy, WA, from the Washington State
Liquor and Cannabis Board.
14. Reimbursement request from the City of Moses Lake on the Department of Commerce
Emergency Solutions Grant (ESG) No. 20-4613C-100, in the amount of $44,852.36 for January
2023 expenses.
15. Reimbursement request from the City of Moses Lake on the Department of Commerce

CENTRAL SERVICES
18. Request to award Archer's Cabinetry, Inc the contract for the installation and construction of the
cabinets in the Elections department in the amount of $14,438.88.
DEVELOPMENT SERVICES
19. 2023-25 Biennium Contract No. K2415 between the Washington State Conservation Commission
and Grant County for the Voluntary Stewardship Implementation. The purpose of this agreement
is to provide funding for the implementation of the work plan as required for the Voluntary
Stewardship Program (VSP). The term of the agreement is July 1, 2023, through June 30, 2025.
20. Intergovernmental Cooperation Agreement between Grant County and Columbia Basin
Conservation District for the Voluntary Stewardship Program (VSP). The purpose of this
agreement is to facilitate the implementation of the Voluntary Stewardship Program and assume
the duties and scope of work contained within the primary contract (K2415) between the
Washington State Conservation Commission and Grant County. (Resolution No. 23 -056 -CC)

21. Request to implement a 2024 rate schedule and updated changes for the Grant County Fair and
the Grant County Fairgrounds.
22. Request to approve a recommendation from the Fair Advisory Committee to have a street be
named Warnick Way, in honor of our State Senator Judy Warnick.
PUBLIC DEFENSE
23. Professional Services Agreement for legal representation of Indigent Individuals in Grant County
District Court with Anna Nordtvedt for a term of July 1, 2023, through December 31, 2024.
PUBLIC WORKS
24. Request for Director, Sam Castro, to sign the Washington State Department of Ecology
Agreement No. SWMCLCP-2325-GrCoPW-00081, Solid Waste Management Litter Cleanup
Program Agreement, for litter and illegal dump cleanup and prevention project. The term of the
agreement is July 1, 2023, through June 30, 2025, in the amount of $93,700.00.
25. Resolution No. 23 -052 -CC notice of hearing for establishing Chapter 10.48 of the Grant County
code entitled "Primitive Road Designation". The public hearing was scheduled for July 18, 2023
at 3:15 p.m.

26. Power of Attorney from Enterprise Fleet Management that would allow Enterprise to act as an
agent for Grant County, in matters relating to registering, licensing, and titling.of motor vehicles
only.

27. Amendment to the Provider Services Agreement with Molina Healthcare of Washington, Inc. The
purpose of this amendment is to provide services to Medicaid clients by increasing the WISe Case
rate as well as updating the leakage code set for 2023.
TECHNOLOGY SERVICES
28. Purchase Order No. 484 from LEFTA SYSTEMS (ITBIT) in the amount of $11,227.00 for the LEFTA
annual subscription base.

3:15 p.m. — 3:30 p.m. Open Record Public Hearing, Amending the Grant County Development Services
Land Use Application Permit Fee Schedule/Fire Permit Fee Schedule
PART 1
The Commissioners held an Open Record Public Hearing to consider amending the Grant County
Development Services Land Use Application and Permit Fee Schedule.
Jim Cook, Deputy Development Services Director stated that in 2022 the Board voted to revisit
this annually and base the amounts off the Consumer Price Index (CPI) from December 2021—
December 2022. It was 6.5% but they decided to cap it at 5% with a "not to exceed" of 25%
total for 5 years.
Also, they reviewed the subdivision fee schedule, they elected to modify the amount to have a
preliminary subdivision fee of $1260 plus $55 per lot up to 100 lots. 101 lots and above, there is
a 25% reduction of the permit fee. Also included new is a "plan review fee" of 50% of the
permit fee and a "flood plane development permit fee" of $150.
Jerry Martens, from the Building Industry, suggested looking at consistency and timing of pricing
and streaming the process.
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed with 2 Commissioners in
attendance. A motion was made by Commissioner Carter to approve the Land Use Application
and Permit Fee Schedule as presented. Commissioner Jones seconded and the motion passed

PART 2
The Commissioners continued the Open Record Public Hearing to consider a fee schedule for
Grant County Development Services Building Fee and Fire Permit Fee Schedule.
Chris Young, Development Services Director discussed their recommendations. (The recording is
very difficult to understand).
Jerry Martens stated again, from the Building Industry suggested looking at consistency and
timing of pricing and streaming the process.
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed with 2 Commissioners in
attendance. A motion was made by Commissioner Carter to approve the Building and Fire
Permit Fee Schedules as presented. Commissioner Jones seconded and the motion passed with
2 Commissioners in attendance. (Resolution No. 23 -055 -CC)
3:30 p.m. — 4:00 p.m. Open Record Public Hearing, Columbia Bluffs, LLC Amended Development
Agreement Adoption
The Commissioners held an Open Record Public Hearing to consider a second amendment to the
Development Agreement with Columbia Bluffs, LLC.
Jim Cook, Deputy Development Services Director stated this second amendment between Grant
County and Columbia Bluffs, LLC and they are an approved Planned Unit Development (PUD) in
Grant County. This includes the following:
The development of land parcels 15-0433-000, 15-0433-001,15-0433-002 and 5-0433-
003 into the Plat of Columbia Bluffs, a 34 lot sub -division under a development phasing
schedule covering a period of twenty years.
Phase one consisting of 13 lots and the use of an on-site septic system and Group B
water system.
This second amendment to the Development Agreement shall be deemed a minor
amendment, as allowed by GCC 23.04.800(n)(2), for memorializing infrastructure
performance criteria pertaining to the phasing of water and road improvements needed
to serve Phase 1 and the residential units that will be constructed within Phase 1 and
the balance of the Columbia Bluffs Development This is a phasing plan for completion
of water and road infrastructure as provided in Section 14.
Jerry Martens, one of the main partners in the LLC, discussed the amendment.
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed with 2 Commissioners in
attendance.
