HomeMy WebLinkAboutRequest to Purchase - Central ServicesTo: Board of County Commissioners Re: Request to award to Stan's Construction Grant County Central Services POBox 37 Ephrata WA 98823 (509) 754-2011 Ext -3276 July 7, 2023 Central Services had an approved capital project at the fairgrounds for the moving of three existing Noble horse barns to a newly paved area where two new barns were purchased and constructed. Earlier this year a letter was written stating we would cancel these projects due to the following funding issues. 1. A portion of the new barn construction contained unforeseen change orders that required the use of the funds from this project. 2. We cancelled two other projects reserving their funds for an ongoing project that we expected due to logistical issues would contain more change orders. The change orders expected in point two did not materialize. However, because of the time of the year now, and the funds left over from cancelled projects, and the changing of the fairground's budgets allowing us to utilize funds for "fairgrounds improvements", we would like to utilize some of those funds to go ahead and complete the moving of the existing Noble horse barns. We originally did not award the moving of the barns as it was an alternate bid item on the new barn project. There was a low bid, but we felt the bid was manipulated, and we had decided to throw it out. That bid was NOT low for the purchase and construction of the new barns which is what the moving of the existing barns was tied to as an alternate. This coupled with savings achieved by a contractor already mobilized makes the low bidder Stan's Construction low on both the original bid and the alternate. Stan's Construction and Son will be moving the barns at a cost of $42,000 ea. Totaling $126,000. With the Boards permission, Central Services will award the moving of the existing barns to Stan's Construction as a change order to their current contract with funds for fairgrounds improvements.
