GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, AUGUST 26, 2019
The Grant County Commissioners session began at 8:45 a.m. with all Commissioners in attendance.
8:45 a.m. — 8:55 a.m. Open Record Public Hearing, Veteran Services Budget Extension
The Commissioners held an Open Record Public Hearing to consider a budget extension request
from the Veterans Services Coordinator in the amount of $75,000.00 from their Assistance
Reserve Fund (Fund #104,. Department #146) due to a high volume of claims being files and to
fund apart -time Veteran Service Officer.
Jerry Gingrich,, Deputy Clerk of the Board and Veteran Services Coordinator explained his
request.
A motion was made by Commissioner Stevens, seconded by Commissioner Carter to close the
public comment portion of the hearing. The motion passed unanimously. Commissioner Carter
moved to approve the budget extensions requests as presented. Commissioner Stevens
seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. 19 -066 -

9:00 a.m. — 9:20 a.m. J Hammond, ASC Update and Misc BOCC Action (items 1 through 9)
A motion was made by Commissioner Stevens, seconded by Commissioner Carter., to approve items 1
through 4 and 7 through 9 on the agenda as presented. Items 5 and 6 were not ready for signature. The
motion passed unanimously.
1. Possible vouchers for insurance, legal services, grant administration,, etc. (Approved)
2. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services,
during July, 2019 in the amount of $686.25 on Washington State Department of Corrections
(DOSA) contract. (Approved)
3. Three (3) separate Interlocal Agreements between the City of Moses Lake and Grant County for
each FY 2017, 2018 and 2019 Byrne Justice Assistance Grant (JAG) Program Awards for the
Moses Lake Tactical Response Team/Moses Lake K9 Program whereas the City is the designated
Fiscal Agent for this grant program. (Approved)
4. Resolution No. 19 -067 -CC authorizing execution of three (3) Interlocal Agreements with the City
of Moses Lake for FY 2019, 2018, 2017 Byrne Justice Assistance Grant (JAG) Program Awards.
(Approved)
5. Anticipating: Interlocal Cooperation Agreement between the Port of Moses Lake and Grant
County Public Works for cooperative purchasing and the improvement of certain County -owned
infrastructure around Port owned property. (item not ready for signature)
6. Anticipating: Resolution Authorizing Execution of Interlocal Agreement between the Port of
Moses Lake and Grant County Public Works for cooperative purchasing. (item not ready for
signature)

7. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services'
Prevention and Recovery Center (PARC), during June, 2019 in the amount of $19.,147.21 on
Washington State Health Care Authority Contract No. 1763-94250. (Approved)
8. Certification by State or Local Official of Public Housing Agency (PHA) Plans Consistency with the
Consolidated Plan or State Consolidated Plan for U.S. Department of Housing and Urban
Development, for the Housing Authority of Grant County 5 Year PHA Plan to support housing
development, increase farmworker housing, maintain affordable housing units and programs.

9. Youth Homelessness Demonstration Project CFDA #14.276 Subcontractor Agreement between
HopeSource and New Hope. The purpose of this project is to provide advocacy for homeless
youth. Term of the agreement is October 1, 2019 through September 31, 2021 in the amount of
$196.,549.10. (Approved)

Community Services and Housing Division, and New Hope for VOCA Unmet Victim Service Needs #3,
Grant No. F18-31219-506 in the amount of $392,014.00. (Approved)

8. Recommendation to award the bid for the Sidewalks around the Courthouse project to
Fergusson Concrete of Royal City for the amount of $187.,657.75. The amount in their Capital
Expenditures budget for the project is $125,000.00 but they can utilize funds from other capital
projects that will not be completed. Therefore, if approved, the Director is requesting a budget
extension in the amount of $47,755.60. (Approved. This includes a budget transfer in the
amount of $27,101.40 from a Youth Services Duct Cleaning Project and previously assigned
funds for electrical repairs that can be deferred)
9. Request for out of state travel for Tom Gaines, Chris Turner, Kevin Schmidt and possibly one
other employee from the maintenance team (TBD) to attend the Dude Solutions University from
May 2 — 6, 2020 in Raleigh, NC. (Approved)
10. Request for out of state travel for Tom Gaines and Chris Turner to attend the International

increase in 2018 that was never utilized and isn't needed. (Approved)
