MONDAY, MAY 29, 2023 MEMORIAL DAY HOLIDAY, COURTHOUSE CLOSED 11:00 a.m. —11:30 a.m. D Stone at Isle of Flags Event (Spring Canyon Cemetery, Grand Coulee) TUESDAY, MAY 30, 2023 The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance. Commissioner Carter attended all day via Webex. 8:00 a.m. — 8:30 a.m. J Sainsbury, Security Discussion Sheriff's Office /Emergency Management Josh Sainsbury, Matt Klein, and Kyle Forman came and discussed courthouse security and the 1996 Security Committee that was created. The single point of entry was revisited. Meeting in 1 month to revisit (Scheduled for 7/10/23 at 10:30 a.m.) 8:30 a.m. — 9:00 a.m. K McCrae, Prosecuting Attorney's Office Update Commissioner Stone gave an update on his discussions at his Council of Governments meetings regarding animal control. They are working with Human Resources on a retention bonus. 9:00 a.m. — 9:30 a.m. B Vasquez, Clerk of the Board Update • HB 1645 re: County Legislative Authorities — Meeting Locations 9:30 a.m. —10:00 a.m. K Eslinger, Human Resources Update Commissioner Carter did not attend Pursuant to RCW 42.30.110(1)(8) Commissioner Jones called an Executive Session to order at 9:34 a.m. to go until 9:54 a.m. regarding Job Applicant/Evaluation. In attendance were Commissioners Stone and Jones, Kirk Eslinger and Decorah Anderson, Human Resources. The session was continued to 10:00 a.m. Commissioner Jones closed the session at 10:00 a.m. Page 2 of 7 Grant County Commissioners Minutes Week of May 29, 2023 10:00 a.m. —11:00 a.m. Commissioners Roundtable — Miscellaneous Discussion • Review of Consent Agenda Items o Invoices: Moss Adams invoices- utilize WSAC more. o BOCC Item 13: Cannabis change of location. Do not approve. o Public Defense Item 17: Commissioner Stone asked for clarifications from staff. o BOCC Item 2: The Clerk of the Board clarified this item incase the chair does not attend without notice. o Fairgrounds Item 16: Withdraw. Jim McKiernan to send out a letter to users requesting feedback on the proposed rate increase. • Commissioner District Updates o DS District 1: ARPA for Big Bend Community College update. ARPA recipients listed on the Commissioners/County website? • Ephrata Chamber of Commerce Electrical Invoice: They requested to upgrade the current electrical box that they had installed outside of the courthouse for their events. This invoice doesn't include approx $500.00 of county utilized services. Potentially split 50/50 and pay from Economic Enhancement fund (REET). 11:00 a.m. —11:45 a.m. Budget and Finance Update AND Finance Committee Meeting Katie Smith, Chief Accountant, gave an update on the County finances. 11:45 a.m. —12:00 p.m. Law and Justice — New Jail 311 Fund Stakeholder Meeting • The Commissioners along with the Kevin McCrae, Michele Jaderlund, Katie Smith, Darryl Pheasant, Desiree Ochocinski, Brett Hill, Joe Kriete, and Judge Tyson Hill discussed this fund and its uses. 1:00 p.m. — 2:00 p.m. C Carter, Grant County Suicide Prevention (Did not attend) 1:00 p.m. — 2:00 p.m. S Castro, Public Works Update • Program Update o D1 Three -Year Current Construction Plan Pursuant to RCW 42.30.110(1)(i) Commissioner Jones called an Executive Session to order at 1:34 p.m. to go until 1:55 p.m. regarding Litigation. In attendance were Commissioners Carter, Stone and Jones, Rebekah Kaylor, Chief Civil Deputy Prosecuting Attorney, Sam Castro, Public Works Director, and Brian Piper. Commissioner Jones closed the session at 1:55 p.m. After the session ended, the Commissioners voted and agreed that the County would pursue further information regarding the Department of Ecology recommendation. Page 3 of 7 Grant County Commissioners Minutes Week of May 29, 2023 2:00 p.m. -3:00 p.m. Commissioner's Meeting • Call to order • Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) o Jeannie Nicholson of the Eastern Washington Quarter Horse Equine Group (EWQHEG) came to discuss her frustration at the Fairgrounds policies on managing and scheduling equine events. She stated her smaller events were cancelled to allow for events with larger numbers of horses. • Approval of Agenda A motion was made by Commissioner Stone, seconded by Commissioner Carter, to approve the agenda as presented. The motion passed unanimously. • Correspondence (ie. Emails that have come in that need response, letters of support etc.) None • Commissioners Roundtable—Miscellaneous Discussion o The Board will be withdrawing the Ephrata Chamber invoice for electrical work. o The Moss Adams invoice will be paid. o Deny item 13 due to an outside cannabis business wanting to move into Grant County. o Withdraw Item 17 as it will be revisited at a later date. o DS has awalk-on item: ARPA beneficiary for Grant County Fire District #12 (Wilson Creek) • Consent Agenda — (Items 1 through 19) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Stone, seconded by Commissioner Carter, to approve the consent agenda items BUT deny item 13, withdraw item 16, and remove the invoice for the Ephrata Chamber electrical work. The motion passed unanimously. AUDITOR'S OFFICE 1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (in the amount of $1,,067,,330.32) 2. Blanket designation by the Chair of the Board of Grant County Commissioners of individuals to serve on the canvassing board. (Commissioners Carter and Stone were designated in the place of Commissioner Jones) 3. Authorization of Canvassing Board Representatives - Auditor's Staff, to act under authority given in RCW 29A.60 for Robin Rutty, Kaylyn Orozco, and Aleanah Lopez to act as representatives for the County; and for, Sally Goodwin, and Karrie Stockton to handle the ballots through the mail room process for the Special Election to be held on August 1, 2023. COMMISSIONER'S OFFICE 4. Approval of May 8, 2023, and May 15, 2023, Commissioners Minutes. 5. Invoices (The Commissioners removed the Ephrata Chamber Electrical Invoice) 6. Reimbursement request from Opportunities Industrialization Center (OIC) on the Department of Commerce CDBG Grant No. 22-62210-005 in the amount of $1.6 783 for January -April 2023 expenses. (The amount submitted was incorrect. The total amount is $45,461.72) Page 4 of 7 Grant County Commissioners Minutes Week of May 29, 2023 7. Agreement amending Washington State Department of Commerce Community Services and Housing Division Consolidated Homeless Grant (CHG) No. 22-46108-08, sub -recipient agreement between Grant County and Housing Authority of Grant County. The amendment increases the maximum total amount payable by $132,608.00 for a new total of $1,,882,723.00. 8. Agreement amending Washington State Department of Commerce Community Services and Housing Division Emergency Solutions Grant-Covid 19 (ESG-CV) No. 20-4613C-100, sub -recipient agreement between Grant County and the City of Moses Lake. The amendment increases the maximum total amount payable by $193,403.00 for a total of $1.,714,,775.83. 9. American Rescue Plan Act (ARPA) Beneficiary Agreement between Grant County and Coulee City Senior Citizens in the amount of $5,000.00 on an advance payment basis for eligible costs incurred during the period of March 3, 2021, through September 30, 2026. 10. Washington State Department of Social and Health Services Agreement No. 2383-48477 General Terms and Conditions. The term of the agreement is July 1, 2023, through June 30, 2029. 11. Request from HopeSource to allow Portability of Assistance Funds into Kittitas County through the Department of Commerce Eviction Rent Assistance Program (E -RAP 2.0) Grant No. 21- 4619C-108. 12. American Rescue Plan Act (ARPA) Beneficiary Agreement between Grant County and Boys and Girls Club of the Columbia Basin in the amount of $15,.000.00 on an advance payment basis for eligible costs incurred during the period of March 3, 2021, through September 30, 2026. 13. Notice of Cannabis License Application regarding change of location application for Green Gold Trust (M&J Committed, LLC) to move from 1199 W Cunningham Rd., Othello, WA to 6396 Rd 6 SW, Quincy, WA, from the Washington State Liquor and Cannabis Board. (This item was not approved and an adjudicative hearing was requested) DISTRICT COURT 14. Request to adjust a previously approved purchase request for courtroom technology in courtrooms 209 and 301. The previously approved amount was $298,787.00 and has now increased by $1.,032.56 for a new price of $299,819.90. FACILITIES AND MAINTENANCE 15. Request to proceed with the Jail Terminal Unit Replacement with the lowest bidder, MacDonald Miller Facility Solutions, LLC in the amount of $14,134.28 including tax. FAIRGROUNDS 16. Held from the 5/22/2023 agenda: Request to implement a 2024 rate schedule and updated changes for the Grant County Fair and the Grant County Fairgrounds. Professional Services Agreement for legal representation of indigent individuals in the juvenile division of Grant County Superior Court (juvenile offenders only) with Peter Hibbard. Term of agreement is June 1, 2023, through December 31, 2024. PUBLIC WORKS 18. Local Agency Agreement No. LA10364, Supplement No. 3, between Grant County and the Washington State Department of Transportation for the Dodson Road Overlay Project Phase 2-4. TECHNOLOGY SERVICES 19. Purchase Order No. 473 to CDWG in the amount of $9,457.01 for the purchase of (6) Lenovo ThinkStation computers. (This PO stated it was part of the QUAD, which is now the PENTA). 20. Purchase Order No. 474 to RELX Inc. dba Lexis Nexis (LXNSL) in the amount of $7.,284.48 for the Annual License Renew of the WA- Legal Library EHD w/ SVC (Prison Solutions). Board Discussion/Decisions Items (Items to discuss and items that were removed from Consent Agenda. These items will be acted upon together) Walk-on item: A motion was made by Commissioner Stone, seconded by Commissioner Carter, to approve the walk-on item as presented. The motion passed unanimously. o American Rescue Plan Act - ARPA Beneficiary Agreement with Grant County Fire District #12 in the amount of $100,000.00 on an advance payment basis for eligible costs incurred during the period of March 3, 2021, through September 30, 2026. • Adjournment Commissioner Carter did not attend the public hearings. 3:15 p.m. — 3:30 p.m. Open Record Public Hearing, Public Utility District No. 2 of Grant County Franchise The Commissioners held an Open Record Public Hearing to consider a franchise application from the Public Utility District No. 2 of Grant County. The franchise boundaries are all Sections, Townships, Ranges, County Roads, Right of Ways and undeveloped Right of Ways in the jurisdiction of Grant County. Dave Derting, Public Works Engineering Technician gave an overview of the application being presented. This is a renewal of a 50 -year application. He and Dave Bren, County Engineer recommend approval. A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the public comment portion of the hearing. The motion passed with 2 Commissioners in attendance. A motion was made by Commissioner Stone to approve the franchise application as presented. (Franchise agreement approved and recorded) Page 6 of 7 Grant County Commissioners Minutes Week of May 29, 2023 3:30 p.m. — 3:35 p.m. Open Record Public Hearing, Grants Administration Budget Extension The Commissioners held an Open Record Public Hearing to consider a budget extension request from Janice Flynn, Administrative Services Coordinator, for the following funds: Grants Administration Fund 190.001 to receive Washington State Department of Commerce Grants in the amount of $4,611,.876.00 for pass-through funding for the ERAP 2.0 (Contract 21-4619C-108 $3.,905,.000) and CHG (Contract 22-46108-10 $706,876.00) grants. Katie Smith, Chief Accountant, gave a brief overview of the requests. These requests were not anticipated in the 2023 budget preparation. A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the public comment portion of the hearing. The motion passed with 2 Commissioners in attendance. A motion was made by Commissioner Stone to approve the budget extensions as presented. Commissioner Jones seconded and the motion passed with 2 Commissioners in attendance. (Resolution No. 23 -044 -CC) MISCELLANEOUS ITEMS The Chair of the Board was authorized to sign the Robert Kinder (Kinder Short Plat) File # P 22-0431 (preliminary P 22-0141) and the Matthew Wood and Christine Rhodes (Wood Short Plat #2) File # P 23- 0029 (preliminary P 22-0444) Final Plat Submission and Reviews. Commissioner Carter attended at 10:10 a.m. 10:00 a.m. —11:00 a.m. LEAN Report -Out Session Debra Hintz, LEAN Specialist of the State Auditor's Office introduced the LEAN Kaizen process. They work with local governments who request this service. Lean Principles are: • Process, Not People • Focus on Customers • Stive to Standardize Processess • Current State 1St • Subject Matter Experts Process mapping was shown.
