Page 2 of 10 Grant County Commissioners Minutes Week of June 5, 2023 o DS reported on ARPA beneficiary agreements. • Commissioner District Updates o DS District 1: Attended the Memorial Day Isle of Flags event; ARPA beneficiary agreements. o RJ District 2: DS/RJ gave an update on the Columbia Basin Tech Hub Grant meeting they attended on 5/31/22 at Big Bend Community College. o CC District 3: Rd 12/Rd K discussion will be held at the next Public Works update. • LTAC Meeting Discussion (JG): They are not recommending to reopen a second grant funding. They are recommending funding for a Tourism survey; vote to hold funding for future two lane at the Gorge. Utilize their bylaws for the other boards/committees. • Quincy Metropolitan Parks District (CC): Rebekah Kaylor stated the City and County would need to approve resolutions to move forward. Give the voters the decision if this is passed and approve the tax. • DS: Discussion was held about the termination of the Moss Adams contract. • Viewmont Drive gate closure: County Engineer will give an update. • Road 5 /White Trail Road speed limit. Sam Castro stated the "part b" portion of the public hearing (2022) was going to be placed on hold to review. Then after discussion it was decided to not pursue lowering the speed limit. This will be discussed further at the 6/6/23 Public Works Update. • DS: Asked Chris Young, Development Services about Marijuana retail/production licenses that run through the County. Chelan County has placed a moratorium on them so the likelihood of Grant County getting more is possible and the Unified Development Code would have to be amended. Memorandum of Understanding (2023 Juneteenth Holiday) with the Grant County Public Employees Association, representing the recognized employees of the Youth Services Unit. This MOU recognizes the June 19, 2023 holiday for those in active employment as of this date. Letter of Understanding (LOU) regarding the Collective Bargaining Agreement for the Grant County Sheriff's Office —Corrections Facility. This LOU amends the Collective Bargaining Agreement (CBA) relating to the Western Conference of Teamsters Pension Trust (Article 25 — Pension). 3:30 p.m. — 4:00 p.m. District Court Update • Technology Update: The grant they received ends 6/30/23. Possession of the equipment must be received, along with installation of the equipment. MISCELLANEOUS ITEM The Commissioners approved and signed the Public Works County Payroll Salary Fund for their June 2, 2023 payroll. TUESDAY, JUNE 6, 2023 The session continued at 8:30 a.m. with all Commissioners in attendance. 8:30 a.m. — 9:00 a.m. K McCrae, Prosecuting Attorney's Office Update • John McMillan and Beau Lamens of the Sheriff's Office discussed RV's on county property. If persons are living in their RV/Car/Trailer, you cannot take their "home". • Is there a piece of county property that they can be placed on? Potentially draft an ordinance setting parameters. • Opioid Settlement is still in Wenatchee waiting for finalization. • Moss Adams termination letter will be walked on today. • Blake Agreement not ready for signature. Still needing review by stakeholders. 9:00 a.m. — 9:30 a.m. C Carter w/ Royal Slope Solar (CC Office) 9:30 a.m.-10:00 a.m. Veterans Support — One -Year Update • Commissioners would like to see the dollar amount of the monthly payments that veterans are receiving from the VA. Page 4 of 10 Grant County Commissioners Minutes Week of June 5, 2023 Veteran Service Officer Anthony Garcia gave a one-year update on the program: 239 claims 79 Claims closed. 34 Awarded. ($150,783.90) 28 Denied. 17 Deferred 160 Active/pending claims. 112 VAF 9 claims & VAF. 103 VAF $122,773.75 spent. Average 25 new vets a month Average overall 40 vets a month Revised the VAF policy. Veteran Support Groups -2 Veterans in April and 4 in May. Digital Navigator Program— Grant that's help 29 veterans in the county with a free phone, laptop, and hotspot. Mentorship Program — Working with the VAB to get it up and running. Stand Down - 42 agencies, 80 veterans, and 53 family members of veterans attended. Agencies — HopeSource, VA Rural health social worker, VA HUD-VASH Case manager, Bates Counseling services, Paragon Group property management, Combat Veterans Motorcycle Association, Samaritan Hospital Care team, City of Moses Lake Fire Department CARES Coordinator, Assured Home Health, Aging & Adult Care. 10:00 a.m. —10:30 a.m. D Hunt, Homeless Housing Discussion • David Hunt came in to discuss the homeless housing issue in the city/county. • Renew is handing out safe injection kits • Where is accountability with the recipients of funding and that the homeless are getting the services they need? • Mr. Hunt stated the Moses Lake Sleep Center houses homeless from bpm — 6am. Mr. Hunt feels they should be open 24/7. If you do not show up by 9:30 pm, they are denied entry. • The non -profits receiving funding should be monitored. • Janice Flynn stated the covid funding is ending and reverting to homeless funding. 10:30 a.m. —11:00 a.m. M Koberstein, Department of Ecology update on rulemaking to designate Soap Lake as an Outstanding Resource Water In attendance via Webex were Marla Koberstein, Chad Brown and Brook Beeler of the Washington State Department of Ecology. They gave a presentation on Outstanding Resource Waters and stated Soap Lake was nominated for this designation. Ecology does not believe this designation would impact recreation on the lake. The Commissioners voted yes. o No ARPA grant funding will be distributed until UEI numbers are received. o New Hope Item 19: add the verbiage "and building rental fees" to list of waived fees. Purchase Order No. 479 from SmartDraw (SMTDR) in the amount of $10,838.92 for the annual renewal of SmartDraw Site License. 27.
