MONDAY, DECEMBER 7,202 The Grant County Commissioners session began at 10:00 a.m. with all Commissioners in attendance. 8:30 a.m. — 9:30 a.m. Grant County COVID-19 Healthcare and Public Health Briefing (ZOOM Meeting) 10:00 a.m. —10:30 a.m. Commissioners Office Staff Meeting • Fairgrounds capital budget for bleachers (Capital projects are still on hold) • Maughan — Saddle Mountain Boundary Discussion (The BOCC are removing themselves from this personal issue, will not set up any further meetings BUT will be happy to attend) • Japan/Bridges Funding (Commissioners will add funding to the 2021 budget for this Sister City relationship) • Working Washington Business Grants on website (Yes) • Adams County request to have Grant County administer their CDBG-CB1 grant (It was voted to not be the administrator of another county's grant) 10:30 a.m. — 10:40 a.m. Open Record Public Hearing, 2021 Grant County Budget Adoption, Capital Facilities Plan and Making Tax Levies The Commissioners held an Open Record Public Hearing to adopt the 2021 Grant County Budget Adoption, Capital Facilities Plan Adoption, Noxious Weed Assessment Adoption, and making tax levies. The amount being presented for consideration is $150,008,940.00 total budget; $48,790,831.35 is the current expense portion of that budget. Keith Elefson, County Engineer, read into the record the County Road Fund regular levy increase resolution stating that for 2021, the 1% increase is $98,583.29. (Approved, Resolution No. 20- 101 -CC) Barbara J. Vasquez, Clerk of the Board, read into the record the Current Expense Fund regular levy increase resolution stating that for 2021, the 1% is $197,630.18. (Approved, Resolution No. 20 -100 -CC) Commissioner Carter read into the record the resolution setting the land classification and assessments for funding the 2021 Noxious Weed budget. The assessments are as follows: (Approved, Resolution No. 20 -102 -CC) Page 2 of 6 Grant County Commissioners Minutes Week of December 7, 2020 • Irrigated Cropland $.21 cents/acre • Dryland $.07 cents/acre • Range/Scabland $.04 cents/acre • Minimum parcels $10.00 per parcel Damien Hooper, Development Services Director, discussed the 2021-2026 Capital Facilities Plan appendices for adoption. (Approved, Resolution No. 20 -103 -CC) Commissioner Carter requested an addition to the budget for Fund #113 Economic Enhancement Strategic Infrastructure Program (SIP) in order to assist the Bridges group with the Japan Exchange Student Program. She requested that $4,400.00 be added to that fund. A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to close the public comment portion of the hearing. The motion passed unanimously. Commissioner Stevens moved to adopt the 2021 Grant County Budget, with the addition of $4,400.00 to the SIP Fund #113 making the new total $150,013,340.00 (Resolution No. 20 -099 -CC) , Capital Facilities Plan, Noxious Weed Assessments, and the Current Expense/Road Fund regular levies. Commissioner Taylor seconded and the motion passed unanimously. Recommendation from the Grant County Finance Committee to reduce the registered warrant maximum amount for the Quincy Valley Medical Center / Hospital District No. 2 from $4.5 million to $3.5 million. (The board voted to hold this item until the 2 new county commissioners take office) 3. Letter of re -appointment for Sean Putman to the Horticultural Pest and Disease Board for another 2 -year term beginning January 1, 2021 through December 31, 2022. (Approved) 4. Reimbursement No. CRF 20-33 on the Department of Commerce Coronavirus Relief Funds (CRF) CARES Act Contract No. 20-6541C-013 to the Grant County Health District for October 2020 expenses in the amount of $44,827.68. (Approved) 5. Reimbursement No. CRF 20-29 34 on the Department of Commerce Coronavirus Relief Funds (CRF) CARES Act Contract No. 20-6541C-013 to the City of George for November 2020 expenses in the amount of $1,223.46. (Approved) AUDITOR'S OFFICE 6. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amount of $3,414,354.80) TECHNOLOGY SERVICES 7. Purchase Order No. 338 to purchase VM Cluster Servers from CDW-G in the amount of $131,788.38. This was approved in their 2020 Capital Outlay / Quad budget. (Approved) PUBLIC WORKS 8. Request to purchase qty. 2-2021 Freightliner Truck Chassis in the amount of $216,855.33 from Freightliner Northwest through a Department of Enterprise Services Contract No. 0600-633-770. They recommend this be awarded as a "whole' for the approximate amount of $194,342.00 to $240,54.00 for the 2021 season if diesel fuel prices remain constant. (Approved) CENTRAL SERVICES 10. A19 -1A Invoice Voucher in the amount of $281,300.00 from the Washington State Department of Commerce for the Grant County Fairgrounds Lighting project in Moses Lake under contract no. 21-96633-054.
