Re~ SIP Advisory Committee Recommendations on SIP No. 2020-05 and
SIP No. 2020-06
The SIP Advisory Committee met on Friday, October 30, 2020 to review and make a
recommendation on the above -referenced projects. The Committee's
recommendations were provided to the BOCC the week of November 16, 2020 and a
copy of the Committee's letter is attached to this Memo. These projects are set for
BOCC action on November 24, 2020:
1. SIP Project #2020-05: Port of Quincy — Industrial Park #4 Rail Extension
Conceptual Plan. The Port's request was for $42,500.00 grant and $42,500.00 in loan
SIP funding for a total of $85,000.00.
Action: The BOCC APPROVES or DISAPPROVES the recommendation of
the SIP Advisory Committee to approve $42,500.00 in grant funding and a
$42.500.00 Loan:

Phase 2. The Port's request was for $300,000.00 grant.

Advisory Committee — Project Review/Recommendations
Dear Commissioners:
The SIP Committee met Friday, October 30th and reviewed 2 project applications. Committee members
present for the meeting (via Zoom) were Corinne Isaak, Curt Morris, Cathy Potter, Scott Hunter and
Brant Mayo. Tony Massa was absent.
SIP #2020-5: Industrial Park #4 Rail Extension Conceptual Plan (requested $42,500 grant, $42,500
loan for total of $85,000)
Applicant: Port of Quincy
Recommendation: The committee voted to recommend a $42,500 grant and a $42,500 loan for the Port
of Quincy regarding their need for a feasibility study to extend rail in their intermodal yard. The Port of
Quincy in now in need of expanding the intermodal yard and shipping terminal in order to keep up with
demand. This study will help complete a conceptual plan of the build out and allow the Port of Quincy to
apply for funds from additional sources to complete the build out of this project. When complete the
project will allow current Grant County companies to expand their operations and give the Port
additional opportunities to recruit new businesses.
SIP #2020-6: Intermodal Yard Container Expansion — Phase 2 (requested $300,000 grant)
Applicant: Port of Quincy
Recommendation: The committee voted to recommend a $300,000 grant for Port of Quincy regarding
their need to expand electrical improvements to their intermodal yard This grant will allow the Port of
Quincy to expand their yard included adding additional refrigerated container outlet pedestals. The Port
will add an additional 40 reefer plugins to their yard. Current compacity is already full and current Grant
County businesses need the expanded facilities to retain and add to their workforce. This project will
allow the port to recruit companies into Grant County with refrigerated container needs. The Port of
Quincy has already committed $278,000 to this project. The committee feels this is an extremely
important project to bring addition growth to the area.
In summary the committee recommends the following funding:
• #2019-5: Port of Quincy: Recommend $42,500 grant, $42,500 loan
• #2019-6: Port of Quincy: Recommend $300,000 grant
These recommendations were given a motion by Scott Hunter and seconded by Cathy Potter. Curt
Morris abstained. The remaining committee voted in unanimous favor of recommendation.
