As described below, the Boys & Girls Clubs of the Columbia Treasurer Basin proposes the development and administration of Distance Learning Centers Board of Directors or Day Camps to provide assistance and connectivity for students in school PJ De Benedetti Mike Chase districts within Grant County. The COVID-19 pandemic has significantly impacted David Eck the children in our communities. Director of Programs Rebecca Mabius The Boys & Girls Clubs of the Columbia Basin has proven the capability of running an all -day program at the McGraw Family Clubhouse. When the school districts were required to close, the Club was able to reopen on April 6 with strict guidelines in place. Rather than running our regular after-school programming, we opened doors from 7:30 am until 6:30 pm for the families of first responders, emergency and essential workers, and low-income families with working parents. Staff assisted club members with connecting via Zoom with their classes. Following the end of the school year on June 19, the McGraw Family Clubhouse continued to provide all -day services during a summer camp program. Distance Learning Centers will be modeled after the Boys & Girls Clubs programming that was in place while the school district was closed to students. Youth Development Professionals will assist students in connecting to their scheduled classes, ensure they are engaged, and check to make sure they are completing assignments. Before classes begin, and following the required online classes, the Boys & Girls Clubs will run Boys & Girls Clubs of America programs to keep studen*c engaged. A Program Manager will supervise the Distance Learning Centers, visiti 7 each site every week and ensuring all programs are running appropriately. All staff will be Boys & Girls Club employees or volunteers, following the policies and procedures of the Boys & Girls Clubs of the Columbia Basin. Lease Use Agreements will be completed for each Distance Learning Center and agreements with Grant County school districts will be completed to receive access to free lunches for all school district students, and transportation to and from the Distance Learning Centers, if available. A draft budget of estimated expenses is attached. CARES Act funds will be deposited into a separate account via special accounting codes at the Boys & Girls Clubs of the Columbia Basin. All expenses associated with Distance Learning Centers will be paid via this separate accounting. Funds will be utilized specifically for Distance Learning Centers until exhausted. Receipts and documentation will be readily available if requested. Each Distance Learning Center can accommodate up to 20 students based on social distancing standards. Staffing will be appropriate to the size of the location and ratio standards for the number of students (10:1). As you can see above, the Boys & Girls Clubs of the Columbia Basin is well equipped to provide Distance Learning Centers in Grant County. Respectfully Submitted, a�l CqW Kim Pope Executive Director Boys & Girls Clubs of the Columbia Basin PROPOSAL FOR DISTANCE LEARNING CENTERS THE BOYS & GIRLS CLUBS OF THE COLUMBIA BASIN AND GRANT COUNTY COMMISSIONERS A funding partnership between the Boys & Girls Clubs of the Columbia Basins and Grant County Commissioners is requested to provide appropriate locations and assistance for distance learning center program sites. The distance learning center programs will be administered by the Boys & Girls Clubs of the Columbia Basin. This is a critical program partnership between the Boys & Girls Club and school districts to ensure student safety and offer equitable care and learning options within the Grant County communities. The current proposal is focused on providing in-person facilitation and capacity for connectivity to online instruction. For continued financial feasibility, it is agreed that this partnership will be in effect for the duration of the financing available through the CARES Act funding, according to the attached budget. Necessary Supports for Success Financial Support —To sustain services with projected operating expenses, it is necessary to identify support. Boys & Girls Clubs of the Columbia Basin requests consideration based on the attached estimated budget. This estimate is understood to be preliminary and can be adjusted as the number of distance learning center sites and students served increases or decreases. • All expenses will be covered via the CARES Act Grant obtained from the Grant County Commissioners. • All receipts for services rendered will be retained by the Boys & Girls Clubs for auditing purposes, and available upon request. Dedicated Space —To effectively meet demand in the districts and ensure the health and safety of students and staff, dedicated space is a necessary component of success. Boys & Girls Club requests consideration of the following: • Dedicated space in the following communities: Coulee City, Ephrata, Grand Coulee, Mattawa, Moses Lake, Quincy, Royal City, Soap Lake, and Warden. It is possible that not all of these spaces will be used until the demand for services dictates it. • The Boys & Girls Clubs will organize, administer and assume responsibility and liability for the program. • Hours of operation at the distance learning center sites are: Monday — Friday, 7:30 am to 3:30 pm, on days when the designated school districts are regularly scheduled. The Boys & Girls Clubs will not operate these sites on early release or days when there is no school scheduled, other than agreed upon dates. • Meals (breakfast and lunch) provided from each of the identified school districts via the Summer Food Program through OSPI. Staff Hiring— Meeting the demand for services is also conditional upon hiring qualified staff. Hiring is currently a challenge in the COVID climate due to safety concerns and the presence of robust unemployment benefits. Boys & Girls Clubs of the Columbia Basin requests consideration of the following: • Staff working at the distance learning center sites will be employees of the Boys & Girls Clubs of the Columbia Basin. • All employees will follow the procedures and policies established in the Boys & Girls Clubs of the Columbia Basin's employee handbook. • Core programs will be implemented at each site, including Character and Leadership Development, Education and Career Development, the Arts, and Sports, Fitness and Recreation. Staff is expected to run the programs and curriculum set forth by the Boys & Girls Clubs of the Columbia Basin Program Manager/Director of Programming. Student and Safety Enhancement • Implementation and utilization of Shared Data Agreements between identified school districts and the Boys & Girls Clubs of the Columbia Basin including the ability to track metrics. • The discipline of the club members is the responsibility of the Boys & Girls Clubs and will follow the guidelines set forth by the Boys & Girls Clubs. Information will be shared between the school districts and Boys & Girls Clubs when appropriate to ensure the safety of all students. • Health assessments performed on all staff, club members, volunteers, and visitors before entry into the distance learning center locations are required. • Daily cleaning and sanitization by Boys & Girls Clubs of the Columbia Basin employees of ALL utilized spaces. • Adherence to the guidelines from the CDC, DOH, and Governor's Office for any COVID or health-related issues. Duration and Other: • This partnership shall be effective upon mutual written execution and will continue to be in effect until the school districts: • Are issued new binding health care guidance and/or orders. • Any other district directive and/or mandate which impacts the ability to provide effective services. • If any of the above situations arise, the parties agree to meet to discuss the impacts as soon as possible. I have attached three documents for your review and consideration. The first is a request letter for CARES Act funding specific to Distance Learning Centers in Grant County school districts. The second is a proposal that will be used as a template for school districts participating (to ensure free meals are provided, IT services, and transportation, if available.) And the third is the proposed budget for this funding. You will see that a separate line has been added for the 4H building rental. Rebecca and I have visited Ephrata, Quincy, Royal City, and Moses Lake sites. Each location is an excellent fit for the community; the people involved are very committed to having a program for the students in their community. As soon as we get funding and can hire and train staff, we will be moving forward with this project for as long as possible. We have been upfront with each community that we will look for community support to continue the programs once we exhaust funds. If you have any questions, I would be happy to answer them. Spokane County received money from the CARES Act and has a goal to provide funding for internet, technology and day care (day camps). As a school board director in the Moses Lake School district I would like to know if the commissioners of Grant County have considered providing CARES funds for the school districts of Grant County? Our students/families pay taxes and are entitled to a "free public education", but because there is limited face to face education, there is more financial burden on parents as well as districts. It is not the responsibility of districts to provide internet to families and it isn't the responsibility of families to pay for something that is part of "free public education". Likewise, parents/caregivers that still have jobs should not have the extra expense of child care because their students are not physically in a school building. It is my hope that our Grant County Commissioners will provide the school districts in the county they serve funding to help cover added expenses due to the COVID 19 pandemic.
