MONDAY, NOVEMBER 9,202 The Grant County Commissioners session began at 10:00 a.m. with Commissioners Taylor and Stevens in attendance. Commissioner Carter was out and excused. 8:30 a.m. — 9:30 a.m. Grant County COVID-19 Healthcare and Public Health Briefing (ZOOM Meeting) 9:00 a.m. —10:00 a.m. T-Tayle , Public Works Management Team Meeting (Did not attend) 10:00 a.m. —10:20 a.m. Commissioners Office Staff Meeting 10:30 a.m. —10:40 a.m. Open Record Public Hearing, Juvenile Court and Economic Enhancement Strategic Infrastructure Program Budget Extensions The Commissioners help an Open Record Public Hearing to consider the following budget extension requests: • Juvenile Court and Youth Services in the amount of $87,134.00 to receive one-time reimbursements for excess costs already expended on their BECCA ($83,776.00) and CASA ($3,358.00) programs; • *Economic Enhancement Strategic Infrastructure Ending Fund Balance (113.155) for the following SIP projects in the total amount of $621,813.00: Project Amount SIP #2019-10 Port of Royal Slope, Waterline Extension East to Eldorado $133,000.00 Stone (Torklift) Grant SIP #2019-11 GC Public Hosp. District 1(Samaritan Healthcare), $100,000.00 Infrastructure Support for Grant Replacement Public Hospital SIP #2019-12 Port of Coulee City, Coulee City Medical Clinic $169,000.00 Grant SIP #2020-02 City of Coulee City, Coulee City Rodeo Ground $105,000.00 Improvements Grant Page 2 of 6 Grant County Commissioners Minutes Week of November 9, 2020 SIP #2020-03 Port of Warden, Port of EMS Helipad Construction $53,813.00 Grant SIP #2020-04 City of Warden, Warden Commercial Truck Parking Facility $61,000.00 Grant Commissioner Taylor read into the record, the request for Economic Enhancement. Commissioner Stevens mentioned that the Board has still not received the required letters of support from McKay Healthcare or Grand Coulee Medical Center for the Coulee City Medical Clinic project. He recommends holding SIP #2019-12. Commissioner Taylor concurred. Suhail Palacios, Administrator for Juvenile Court and Youth Services, discussed her request. Commissioner Stevens moved to close the public comment portion of the hearing. Commissioner Taylor seconded and the motion passed with 2 Commissioners in attendance. A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve the budget extensions as presented EXCEPT the SIP No. 2019-12 on the agenda as presented. The motion passed with 2 Commissioners in attendance. (Approved) 3. Letter of appointment for Scott Gerrits and Jerry Kennedy to the Mosquito Control District #2 for a 2 -year term beginning November 10, 2020 through November 9, 2022. Reimbursement Request #2 on Washington State Department of Commerce Eviction Rent Assistance Program (ERAP) Grant No. 21-46140-108, administered through the Housing Authority of Grant County, in the amount of $102,411.51. (Approved) 7. Reimbursement Request #16 on Washington State Department of Commerce for the Consolidated Homeless Grant (CHG) No. 20-46108-10, administered through the Grant County Housing Authority, in the amount of $27,910.18. (Approved) 8. Request from the City of Soap Lake for an extension on the deadline to their Strategic Infrastructure Program project no. SIP 2020-01 Division Street South Sewer Main Extension. Request to extend the project deadline of February 10, 2021 to February 10, 2022. (Approved) AUDITOR'S OFFICE 9. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amount of $951,864.97) TREASURER'S OFFICE 10. Request to transfer the Trial Court Improvement monies from the Law and Justice Fund per SSB 5454. The amount is $16,865.00. (Approved) SHERIFF'S OFFICE 11. Release and Indemnity Agreement in Exchange for Transfer of Police Service Dog, K-9 Chicka to Deputy Ricardo Char. (Approved) 12. Resolution No. 20 -091 -CC declaring Sheriff K9 Chicka as Retired, Surplus, and Authorizing the Sale of Grizzly to his Handler Deputy Ricardo Char. (Approved) PROSECUTING ATTORNEY'S OFFICE 13. Resolution No. 20 -092 -CC approving a Boundary Line Adjustment and Land Exchange for parcel Nos 171293001, 171293003, and 171293005 located in Soap Lake, WA. The exchange is between Grant County and Olga Moskalenko (Alex Bistrika). (Approved) CENTRAL SERVICES 14. Request to purchase "Asset Essentials" by Dude Solutions in the amount of $21,611.52 and work with Public Works to integrate their facilities maintenance programs. Recommendation to authorize a rate of $500.00 per day to the Boys and Girls Club for use of the 4H building (including tables and chairs) to facilitate "day camps" or Distance Learning Centers for youth in Grant County. (Approved) 16. Request to purchase disinfecting systems and supplies (loggers etc.) in the amount of $10,582.48 for use on rentable areas of the Fairgrounds between rentals. (Approved) GRANT INTEGRATED SERVICES 17. Supported Living/Group Home Exhibit C, Revision No. 210301, on Washington State Department of Social & Health Services (DSHS) Contract No. 1963-57191 with Grant Integrated Services' Developmental Disabilities Department. (Approved) 18. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services' Prevention and Recovery Center (PARC), during July 2020, in the amount of $16,226.67 on Washington State Health Care Authority Contract No. K3919. (Approved) 19. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services' Prevention and Recovery Center (PARC), during August 2020, in the amount of $25,621.31 on Washington State Health Care Authority Contract No. K3919. The motion passed with 2 Commissioners in attendance. 1. Request to purchase One (1) each Lenovo ThinkStation P920 directly from the Lenovo site in the amount of $7,000.00 inclusive of taxes. This equipment purchase is not on the 2020 Equipment Expense Program. (Approved) 2. Authorization to call for bids for Asphalt Hauling and Dispatch Services years 2021-2023. Bid opening date set for December 1, 2020 at 3:00 in the Grant County Public Works Office - Public Meeting Room. (Approved) MISCELLANEOUS ITEMS Commissioners Taylor and Stevens signed the Ralph and Marjorie Hirz (Earl Short Plat) File p P 20-0305 (preliminary P 20-0230) Final Plat Submission and Review. The Commissioners approved and signed the Public Works County Payroll Salary Fund for their November 6, 2020 payroll.
