HomeMy WebLinkAboutResolution 20-089-CCBOARD OF COUNTY COMMISSIONERS Grant County, Washington RESOLUTION IN THE MATTER OF RESOLUTION No. 20- 00 -CC THE GRANT COUNTY SOLID WASTE MANAGEMENT FUND DISPOSAL FEE SCHEDULE WHEREAS, pursuant to an Interlocal Agreement dated November 15, 1974, Grant County was designated the lead agency to provide, operate, and maintain a County -wide Solid Waste Disposal System; and WHEREAS, pursuant to said agreement, Grant County acquired a number of sanitary landfills, other facilities, equipment and supplies, all of which belong to Grant County, in order to establish the Solid Waste Disposal System; and WHEREAS, the funds required to operate the Grant County Solid Waste Disposal System are derived from disposal fees collected from users of the system; and, WHEREAS, Resolution No. 18 -123 -CC adopted December 18, 2018 was the previous adoption of the Fee Schedule and has been deemed inadequate to fund the administrative, maintenance, and operational costs and Resolution No. 18 -123 -CC has been rescinded by this resolution; and WHEREAS, this resolution supersedes all other previous resolutions; and WHEREAS, pursuant to WAC 173-351-600, Grant County will establish a restricted reserve account to provide closure, post -closure, and remedial actions; and WHEREAS, to meet the requirement in WAC 173-351-600(5)(a) to provide financial assurance for closure, post -closure, and remedial actions, Grant County will deposit $6.00 per ton into a restricted reserve fund; and WHEREAS, Grant County Public Works will transfer $0.85 per ton of municipal solid waste each quarter to the Grant County Abatement Fund to provide funding to assist in cleaning up properties not in compliance with Grant County code enforcement; and WHEREAS, Grant County established an Abatement Fund to assist in cleaning up properties that are out of code enforcement compliance and to provide additional funding for Grant County Health District solid waste activities; and WHEREAS, the amended fee schedules, "Exhibit A" and "Exhibit B" are attached; and WHEREAS, the County reserves the right to refuse to accept any Solid Waste brought to any County disposal facility which is classified as dangerous or hazardous by the Federal Environmental Protection Agency and the Washington State Department of Ecology or any wastes brought to a drop box facility which exceeds the County's handling capability either due to volume or weight. NOW, THEREFORE, BE IT HEREBY RESOLVED THAT the Grant County Board of Commissioners, adopt, the amended fee schedule for disposal privileges at Grant County operated Solid Waste Disposal facilities DATED this .-_ day of N6�wl 2020.
