First and foremost, the Port of Royal Slope Commissioners and myself, would like to thank you
for awarding the Port of Royal Slope $268,500.00 SIS' Grant No. 202.2-04 for the'Well #3-ProJ'ect
:
with an expiration date of June 6, 2023. This is a big help for the Port with our 20% match ng
funds for the $3,306.,000..00 projectan.dlMi's a require ent to apply for the EDA s grant,

Cathy Potter had retired, and our address., as we had moved, Apparently, it was too much for
their system to change more than one thing at a time.. In nine months, I have submitted four
-notarized letters. It would take from one to four montho get a response. oneach letter. The
SAM help desk told me to apply for a new SAM Registration, which seemed like a k,
easonable
solution, but it created issues in their system with our PO Box address bei g used as our physical
at
address. This new SAM Registration Was never approved. However, it took time to delete.
Last week the System for Awards Management finally verified we are the P0 rt of boy atS,lope,
Grant County Port Di'strict No. 2 not Grant, County of They have restored. our original
registration. I.never imagined., it. could take so long.
This delay resulted in missing the deadline for the EDA grant. I have since found the updated
grant for the EDA. The EDA changed the application for. .a:t and the website to apply, I am
working on tailoring the information from the old application to the. new application.
The Port of Royal Slope has one person in the office to manage special -projects and the normal
day-to-day operations.
I appreciate your patience, understanding, and your consideration of a six-month extension.

Advisory Committee — Project Review/Recorn mend atio ns
Dear Commissioners:
The SIP Committee met Friday, November 4th and reviewed 5 project applications. Committee members
present for the meeting were Coy nne Isaak, Curt -Morris, Scott Hunter., Chucl(Allan and Brant Mayo.
Absent was Tony Massa.
SIP #2022-04: Port of Royal Slope (requested $537,600 grant)
Install Well #3 in Port
Recommendation: The committee voted to recommend a $268,800 grant(with a, 6 month timeline) for
the Port of Royal Slope regarding their need for the development and installation of a third well for the
Port, its tenets and for future growth. The Port of Royal Slope will use this grant for matching funds to
receive additional monies used to close the gap on this project. The SIP Committee thought there was
enough "other" fund available fo'r the reduction of half of Port of Royal Slopes ask, that is how we cam
k
up with the amount. The reason I for the 6 month timeline is, if the Port of Royal Slope is not successful in
attracting EDA,, CERB or other fu 6ding in 6 month, we would like those' funds available for future
projects in Grant County. The committee views this as a vital step for the continued operations and
sustainability for the Port of Roy6 I Slope and their future expansion.
SIP #2022-05: McKay Healthcare (requested $521,000 grant)
Feasibility Study/Capital Needs Assessment/Architecture and Engineering Planning
Recommendation: The committee voted to recommend a $21,000 grant for McKay Healthcare to
conduct a feasibility study and capital needs assessment. The committee like thisproject and would be
willing to consider additional funds down the road. The committee wanted to see the results of the
feasibility study and capital needs assessment before recommending any additional funds at this time.
The committee understands the need for this project and fully supports it.
SIP #2022-06: Port of Mattawa (requested $400,000 grant)
Wastewater Expansion- Phase 4
Recommendation: The committee voted to recommend a $200,00 grant and a $200,000 loan for the
Port of Mattawa regarding their need for the development and installation of an extension of
wastewater line to accommodate the potential growth of the businesses, especially wine crushing
facilities in Mattawa. The committee recommended half of the funds in a loan because they felt the Port
of Mattawa and their businesses could pay back some of the funds needed for thisproject. This is a
much needed project for the growth of the current businesses and future wastewater users. This will
also add employment to the Mattawa area. The committee is excited about thisproject!
SIP #2022-07: Port of Quincy (requested 300,000 grant)
Intermodal Yard Container Expansion
Recommendation: The committee voted to recommend a $300,000 grant. The SIP Committee has voted
to recommend this project 2 other times. The Port of Quincy submitted again at our request once the
Grant County Comprehensive Plan was updated. We believe this is an important project for the growth
of the intermodal yard. The committee is once again recommending it.
SIP #2022-08: Port of Quincy (requested $353,,000 grant)
Industrial Park 5 (George) Water Main Extension
Recommendation® The committee voted to recommend a $353,000 grant for the Port of Quincy
regarding their need for the water main extension into Industrial Park 5, located off 1-90 in George.
Completion of this project will provide potable water to be delivered to thepark for current and future
businesses. This will I created and estimated 50 FTE in the next 1-3 years. The SIP Committee feels this
project fits the funds and we are excited to support it.
The recommendations were given a motion by Scott Hunter and seconded by Corrine Isaak. The
remaining committee voted in unanimous -favor of recommendation.
