HomeMy WebLinkAboutBudget Extension - Central Servicesi3 me left Grant County /ki Central Services P O Box 37 Ephrata WA 98823 (509) 754-2011 Ext -3276 To: Board of County Commissioners, October 1, 2020 Re: Budget Extension for Superior Court, Cisco Room Kits Central Services applied for and was awarded a grant from the Washington State Association of Courts (AOC) to pay for needed technology in the courtrooms utilized by our Superior Courts. Due to the COVID-19 pandemic our courts have had to find a way to observe new requirements for social distancing while performing court operations including everyday hearings, trials, and Voir Dire. We partnered with our technology integrator Ednetics, and with the Cisco corporation to meet these needs under state contracted pricing. The grant awarded totals $555,528.00 and is a reimbursement grant. This will pay for almost the entire project for three Superior Courtrooms in the Law & Justice building, the courtroom at Youth Services, and the needed technology in the multi-purpose room. Our County did have an approved project funded at $35,000 for technology at Youth Services. We do plan on utilizing those funds to pay for the portion of the project not covered by the grant. Doing this will fully fund the project. This was not a previously approved project and was not accounted for in the 2020 budget. Central Services is requesting a budget extension in the amount of $555,528.00 from "Trial Court Improvement' funds to pay for this project as required and as per the language of the grant, this cost will be reimbursed to the County. For records purposes this is CARES act funding from AOC and will not count against the CARES funding Grant County received. I am pleased to inform you that your application for CARES Act reimbursement funding of $555,528 has been approved by the CARES Application Review Workgroup. The CARES Act funds are reimbursable. In other words, after you have paid for the goods and/or services you must then submit an invoice voucher (A19) to the AOC for reimbursement. Along with the invoice voucher (A19), please include copies of documents/invoices that support the reimbursement request. I have attached a copy of the invoice voucher form (A19) to use for submitting the payment requests. You may submit electronic copies of the completed A19's and invoices and/or supporting documents. Please send all A -19's and associated documentation to Sam Knutson at sam.knutson(c�courts.wa.gov. Please note, if you subsequently receive county/city funds for reimbursement of items funded by the AOC CARES Act funds, you are expected to return the AOC CARES funding to the AOC. You may, however, submit additional applications for reimbursement of other necessary items. The application and email confirmation of award constitutes the agreement for reimbursement. No hard deadline for submission of the A19. However, per the federal guidelines, all goods/services must be delivered by 12/30/2020 in order to eligible for reimbursement. However, the guidelines also provide that if, through no fault of the recipient (you) that goods/services cannot be delivered (or costs incurred) by that date, then CARES funds can still be used to reimburse for those costs. So, I can continue to reimburse you for costs up to the amount you have been awarded after that date. I believe the deadline for billing under those circumstances is 3/31/2021. Sa m, I received an email from Ramsey stating we were awarded the grant, he also sent an A19 for reimbursement, Couple of questions? Is there a contract number or something we need to sign for this grant? Is there a date that all billing must be completed by or a date for submission of the A19?
