Amendment
The Commissioner held an Open Record Public Hearing to consider a Unified Development Code
Amendment as proposed by Grant County Development Services for
changes to allow government offices in various zones, revise the Performance and Use
standards for Mini Storage developments in order to clarify ambiguous language and provide
greater clarity for developers/owners, revises "minor modification" language for Wireless
Communication Facilities to better facilitate tower upgrade projects, and revise language
regarding size limitations for uses in the AG zone. File # P 20-0133 and P 20-0134.

Tyler Lawrence, Assistant Director, discussed the project. He stated that the Planning
Commission is forwarding the amendment for approval with one modification to #8 of their
Findings of Fact. They wish to add additional language as follows: "Visual screening shall only
apply when a residence is present within 100 feet of any property line, excluding road frontages,
and excluding any residences owned or controlled by the mini storage operator and/or property
owner." This language will only apply to the rural and rural activity center zones.
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor to close the
public comment portion of the hearing. The motion passed unanimously.
Commissioner Taylor moved to approve the recommendation of the Planning Commission and
the amendment by the PC the UDC Amendment as presented. Commissioner Carter seconded
and the motion passed unanimously. The hearing adjourned. (Ordinance No. 20 -085 -CC)

A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1
through 3 on the agenda as presented. The motion passed unanimously.
Request to purchase (2) 2021 Western Star 4900SF Cab & Chassis in the amount of $278,859.60
including sales tax from Freightliner Northwest. Purchases will be made through the Truck
Chassis 2018 Contract. (Approved)
Filing of the Draft Annual Construction Program recommended plan for the laying out,
construction, and maintenance of county roads for 2021 in accordance with WAC 136-16-010 /
RCW 36.81.130. (Approved)
Resolution No. 20 -084 -CC notice of hearing to consider a solid waste management fund disposal
fee rate increase. This hearing is set for November 3, 2020 at 1:30. (Approved)

A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve items 1
through 6 and 8 through 18 on the agenda as presented. Item 7 was denied. The motion passed
unanimously.

3. UPDATED: Interagency Agreement with Grant County through the Washington State
Department of Commerce, Community Services and Housing Division Housing Assistance Unit
for the Shelter Program Grant No. 21-4610C-104. The updates include verbiage additions and
removals and will replace the previous version signed by the BOCC on September 22, 2020.

4. Housing Assistance Unit, Community Services and Housing Division Shelter Program Grant Sub
Recipient Agreement with HopeSource, for the Washington State Department of Commerce
Shelter Program Grant Agreement No. 20-4610C-104. Term of the agreement is August 1, 2020
through June 30, 2023 and in the amount of $523,375.00. (Approved)
5. Reversal on one Round 3 Small Business and Non-profit Grant Application Denial through the
Coronavirus Relief Fund CARES Act Grant, Contract No. 20-65410-013. The business is Mountain
Medic CRP, LLC in the amount of $10,000.00. (Approved)
6. Reimbursement No. CRF 20-19 on the Department of Commerce Coronavirus Relief Funds (CRF)
CARES Act Contract No. 20-6541C-013 reimbursement to the Grant County Economic
Development Council (EDC) in the amount of $10,000.00 and is a release of funds for one Round
3 Small Business and Non-profit Grant Application (which the BOCC initially denied and has since
reversed, based upon receipt of additional information.) See above. (Approved)
7. Request from the Grant County Fire District No. 3 to extend their original Coronavirus Relief
Funds (CRF) CARES Act Grant that was previously awarded in the amount of $10,000.00 so they
may purchase an AeroClave RDS 3220 decontamination unit in the amount of $17,544.00 in
order to disinfect their apparatus and training rooms after each use. (Denied)
8. Reimbursement No. CRF 20-20 on the Department of Commerce Coronavirus Relief Funds (CRF)
CARES Act Contract No. 20-65410-013 reimbursement to the Grant County Economic
Development Council (EDC) in the amount of $5,646.27 relating to advertising, publishing and
personnel hours. (Approved)
9. Reimbursement Request #1 on Washington State Department of Commerce Eviction Rent
Assistance Program (ERAP) Grant No. 21-4614C-108, administered through the Housing
Authority of Grant County, in the amount of $25,592.32. (Approved)
10. Reimbursement Request #15 on Washington State Department of Commerce Consolidated
Homeless Grant (CHG) No. 20-46108-10, administered through the Grant County Housing
Authority, in the amount of $27,966.32. (Approved)
11. New application liquor license for Blacksmith Farms, Quincy WA, through the Washington State
Liquor and Cannabis Board. (Approved)
AUDITOR'S OFFICE
12. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amounts of
$1,100,286.29)
JUVENILE COURT AND YOUTH SERVICES
13. Budget extension request in the amount of $87,134.00 to receive one-time reimbursements for
excess costs already expended on their BECCA ($83,776.00) and CASA ($3,358.00) programs.

15. Criminal Justice Treatment Act Plan for Grant County from October 2, 2020 through September
30, 2021 which provides substance abuse services. (Approved)
16. Supported Living/Group Home Exhibit C, Revision No. 210300, on Washington State Department
of Social & Health Services (DSHS) Contract No. 1963-57191 with Grant Integrated Services'
Developmental Disabilities Department. (Approved)
17. Washington State Department of Social and Health Services DSHS and County Agreement on
Data Security Requirements No. 2063-91217. Term is October 15, 2020 through June 30, 2023.

18. Amendment 2 to the Washington State Health Care Authority, Client Services Contract
Restatement for Community Prevention and Wellness Initiative (CPWI) Prevention Services,
Contract No. K3919. New term of the contract is July 1, 2019 to September 29, 2022 in the new
amount of $631,354.00. (Approved)
3:30 p.m. — 3:50 p.m. C Bryan, Bureau of Land Management —Saddle Mountain Discussion
The Commissioners met with Curtis Bryan of the Bureau of Land Management (BUM) to discuss
the issues brought forth by the Maughan family and their land in the Saddle Mountains. BML is
attempting to curb the stealing of mineral rocks and petrified wood in the area. The BLM land in
the area is currently designated as "open" OHV area. A land exchange has been discussed
between the entities but that process could take years.

The Commissioners signed a signed contract between Grant County, by and through New Hope, and the
Washington State Coalition against Domestic Violence (WSCADV) to participate in the program of the
Washington State Department of Commerce, Community Services and Housing Division — Office of
Crime Victims Advocacy (OCVA) Coronavirus Emergency Supplemental Fund (CESF) to implement a
partnership with Columbia Basin Health Association — Parents as Teachers home visiting program.
Contract expires September 30, 2022.
