The Commissioners approved and signed the following Working Agreements with the Grant County
Public Employees Association Units for the term January 1, 2019 through December 31, 2020:

• Youth Services Unit (Juvenile Court)

The Commissioners approved and signed a Memorandum of Agreement with the Solid Waste Unit
for the term January 1, 2019 through December 31, 2020.
The Commissioners approved and signed the following Working Agreements with Teamsters Local
Union No. 760 for the term January 1, 2020 through December 31, 2021:

A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to approve items 1
through 16 on the agenda as presented. The motion passed with 2 Commissioners in attendance.

2. Commissioners July 20, 2020 minutes AMENDED for approval. (Approved)
3. Subrecipient Agreement for Community Development Block Grant (CDBG) Public Services with
the OIC of Washington for Washington State Department of Commerce Department of Housing
and Urban Development (HUD) grant funds Contract No. 20-62210-005 in the amount of
$120,684.00 for use in Energy Assistance. (Approved)
4. September 2020 reimbursement request from the Grant County Health District on Washington

Department of Commerce in the amount of $106,562.84. (Approved)
8. City of Warden request for extension of time on Strategic Infrastructure Project (SIP) 2018-08,
Wastewater System Lift Station, to July 1, 2021 due to COVID-19 impacts delaying progression of
work. (Approved)
9. Request from the Moses Lake School District for possible Coronavirus Relief Funds (CRF) CARES
Act grant monies for all school districts within Grant County. (Approved, up to $150,000.00)
10. Budget extension request in the total amount of $621,813.00 to the Economic Enhancement
Strategic Infrastructure Ending Fund Balance for the following SIP projects: (Approved, the
