The Juvenile Department is going to continue to do furloughs to save us some extra money in our
budget.
2) Intakes: Today's Daily Population Report: We currently have 2 Juveniles in detention. (1
awaiting to go to the Institution already sentenced on Monday with 60 days of Local
sanctions imposed and one for a PV and new charges with bail imposed).

3) Courts : COVID-19 Operation
i. OFFENDER/DIVERSION: We continue to hear all civil and criminal matters via WebEx and in
person court hearing for Dispositions downtown in Superior Court. Diversion hearings are
being held telephonically. As the prosecutor is starting to file more new arraignments, we
are getting more dispositions. The Supreme Court did a Revised and Extended Court
Operations Emergency Order on October 13, 2020. While the May 291h order disallowed
bench warrants for failures to appear in most situations, today's order authorizes courts to
exercise discretion in deciding whether a bench warrant should issue.
ii. TRUANCY. We sent over 100 administrative letters to families and youths that have not
engage into school asking them to reach out to the School to avoid court filing for Truancy.
We can anticipate School filings between 2 to 4 weeks.
iii. DEPENDENCY: The dependency unit is also doing regular dockets hearings via WebEx and
in person hearings downtown in Superior Court.
Martin Hall: On 9/16/20, we had an intake go to Martin Hall with a history of suicide attempts
requiring Medical Clearance. While at Martin Hall the Juvenile attempted suicide on the night of
09/23/20. We were informed of the incident the next day by the prosecuting attorney instead of
Martin Hall. I immediately contacted Martin Hall regarding the incident. Mark Boyer advised that
the resident was only put on 5 minutes suicidal watch and did not contact crisis. After staffing this
case with Grant County Crisis, I advised Martin Hall to contact immediately Spokane County Crisis
to assess the youth's Mental Health needs. The Juvenile was then held and detained by the Crisis
Responder and transported to Sacred Heart. I worked directly with Prosecutor, Defense attorney
and judge to get a furlough for this juvenile and later on the bail was reduced to zero by the
prosecutor.
Because of the severity regarding this matter, Martin Hall was instructed to contact Spokane
County Crisis if there is another suicidal attempt from any juvenile from Grant County and also
contact us immediately following any crisis regarding our juveniles, so we can determine what
intervention protocols we must take.
Administration:
Martin Hall Board Meeting was held on Thursday October 22, 2020 via Zoom.
They will sending new contract soon.
We still have 3 employees on a modified scheduled mainly working from home
due to having kids doing online school.
Needs of the Department
o Technology services will be installing the Biamp system in our courtroom
tomorrow Wednesday October 28, 2020.
