Vasquez, Clerk of the Board Sam Castro, Public Works Director Sam Dart, Assistant Public Works Director Keith Elefson, County Engineer Brittany Lutz, Public Works Ruth Mina, Public Works Public: See sign in sheet 1:30 p.m. The Commissioners held an Open Record Public Hearing to consider the vacation for Road 23 -NE Right of Way Finney Rd / Bruner Petition. Keith Elefson, County Engineer, read into the record his engineers report: The Board of County Commissioners of Grant County Washington has received a petition to vacate that portion of County Road being all that portion of County Road 23 -NE, Road Log Number 52330, from Mile Post 0.41 to Mile Post 0. 76, the end of the County road, together with unbuilt rights known as Old County Road 872, Finney Road lving in Section 9 of Township 22 North, Range 30 East W.M.., all in Grant County, Washington, as highlighted on the attached Exhibit A. The Board of County Commissioners determined that consideration should be given to the petition and directed the County Road Engineer to prepare a report on the proposed vacation and abandonment for a public hearing to be held at 1:30 PM, September 15, 2019. The Notice of Hearing was published in the County Official Newspaper and the Notice of Hearing was posted at each termini in compliance with RCWs 36.87.050. The proponents of the petition own the majority of the frontage along the petitioned County Road. Road 23 NE is on the active County Road System. All affected parcels are owned by the proponents. I find that, this section of County Road 23 -NE and the unbuilt rights through Bruner lands are not necessary and useful to the public and the public would be benefitted by the vacation and abandonment. A motion was made by Commissioner Taylor, seconded by Commissioner Stevens to close the public comment portion of the hearing. The motion passed unanimously. Commissioner Stevens moved to approve the vacation as presented. Commissioner Taylor seconded and the motion passed unanimously. The hearing adjourned.
