HomeMy WebLinkAboutCorrespondence - BOCC®f7 -� GRANT COUNTY 0AW It Yt BOARD OF COUNTY COMMISSIONERS M' • To: Department Heads and Elected Officials Frorn Board of County Commissioners,-_ Dates September 14, 2020 Re: 2021 Budget Call and Preparation Review Areas This year's deadline for budget submissions is Friday, October 23, 2020 and the Board of County Commissioners (BOCC) would like to direct your attention at this time to the process and requirements for the 2021 budget call. Over the next few days, Accounting will e-mail this year's 2021 budget spreadsheets to all Department Heads and Elected Officials. This year's materials will again be combined in a single Excel workbook for the 2021 budget as follows: Tab 1 — Expenditures Tab 2 - Revenue Tab 3 — Salaries Tab 4 - Benefits Tab 5 — Additional Expense/Capital Outlay Budget Request Upon completion of their respective budgets, each office/department is to e-mail the final Excel document to Madeline Prentice (mi prentice(a,grantcountywa.gov) and Katie Smith (krsmith(a)grantcountywa.gov) in Accounting. The BOCC's guidelines for your office/department budget are as follows: • Salary (step increases and a small COLA are included) as per the salary worksheet. Please review for accuracy and if changes are needed, please add the change/correction in the comment section and we will take care of it once the budget is returned. Any change to the COLA wili be made during the budget meetings; • Benefits as calculated per the worksheet; • All other budget items should remain at or below the 2020 adopted budget (see attached). If your office/department received one or more new, long-term grants during 2020 that were not included in the 2020 budget, please increase your budget to include the grant amounts to be received in 2021. Capital expense items should only be requested to the extent that they are absolutely essential to the continuation of County business; • Do not budget, plan for, or request any new positions not fully funded by a grant; and • In addition to the flat budget, we are requesting each department also submit a budget with a 1 % and a 3% reduction in total expenses. The expense worksheets include two additional columns to the right of the Comments for these reduced budgets. There is a check figure beneath the totals to aide you in achieving the requested reductions. Budgets must be received by Friday, October 23, 2020. Please e-mail your budget submittals to Madeline Prentice and Katie Smith and ask for a confirmation of receipt of your materials. County offices and departments have once again done an excellent job of keeping expenses as low as possible this past year. We thank you for those efforts and look forward to working with you on the 2021 budget. With the exception of the increases in salary (including step and COLA increases) and benefits as calculated per the worksheets, we are asking all departments to submit budgets at last year's level of adoption (flat budget) in addition to a budget with a 1% and 3% reduction over the 2020 budget.
