The Grant County Commissioners session began at 10:00 a.m. with all Commissioners in attendance.

The Commissioners met with Make and Gary Maughn, Curtis Bryan- Bureau of Land Management,
Jerry Wise, Jef Galaci, Johnny Buck, Fire District 8, Clyde Lay - Bureau of Reclamation, Rachel
Crowley — Senator Murray's Office, Congressman New House Office, Tom Jones and Ryan
Rectenwald — Sheriff's Office.
• Trespassing and theft of petrified wood is rampant on Maughan lands which are all in a
checkerboard pattern with BLM and BOR lands making it near impossible for law
enforcement to protect private land owners rights on the 5 miles by 18 mile ranch.
• Maughans have built a fence to contain the public use but it doesn't mitigate the risk, it
just contains the theft and trespassing to less Maughan property.
• BLM historical practice on Saddle Mountain has shown that they do not monitor activity or
implement controls sufficient to prevent misuse.
• Motorbiking trails are not marked and go everywhere, roads are being destroyed and the
burned up area from the Powerline fire has not been allowed to recover.
• Fire District No. 8 can no longer get their emergency response vehicles up the roads in the
BLM OHV recreation area and would have to hike in to recover someone.

• Because the lands have not been allowed to recover there has been a lot of sand and dust
that blows and fills adjoining orchards, vineyards and the South Slope canal. The sand in the
South Slope canal is now filling up farmer's ponds and downstream canals. Some adjacent
farmers to these BLM managed lands have not been able to harvest their crops because of
the sand and dust.
• BLM is supposed to manage BOR lands on the ranch as part of the grazing lease agreement.
BOR lands are to be conservation lands that prohibit motorcycle use and other recreation
activities. There is rampant motorcycle use on BOR lands and there is also a squatter living
in a trailer on the BOR lands.
The Board will schedule a follow-up meeting for November.
MISCELLANEOUS ITEMS
The 2020 Budget Call and Preparation Review Areas was emailed out to all Grant County Offices and
Departments in preparation of the upcoming 2021 budget adoption.

Grant County, Teamsters Local No. 760 representing the recognized employees of the

Wellness intervention for adolescents.
Memorandum of Understanding — Payment of Promised Bench Pay between Grant County,
Teamsters Local No. 760 representing the recognized employee of the Administrative Unit and

Discussion
Discussion was held relating to the City of Moses Lake's request to receive a percentage of the
surcharges assessed under RCW 36.22.179 in order to operate its own Homeless Shelter. This
would be a portion of the Recording Fee Surcharge Agreement currently being utilized by the
Housing Authority and New Hope. It was decided that this should begin in 2021 and a contract
will need to be drafted for signature. Darryl Pheasant, Treasurer, also stated that a formula will
need to be agreed upon.

A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve item 1 on
the agenda as presented. The motion passed unanimously.
1. Execution of contracts for the 3 -NE Road Phase 2 Reconstruction Project (CRP 19-08) with
Wheeler Excavation, LLC in the amount of $1,129,992.80. (Approved)
1:30 p.m. —1:45 p.m. Open Record Public Hearing, Vacation of Rd 23 -NE with Unbuilt ROW on
Finney Road (Bruner Petition)
The Commissioners held an Open Record Public Hearing to consider the vacation for Road 23 -NE
Right of Way Finney Rd / Bruner Petition.
Keith Elefson, County Engineer, read into the record his engineers report:
The Board of County Commissioners of Grant County Washington has
received a petition to vacate that portion of County Road being all that
portion of County Road 23 -NE, Road Log Number 52330, from Mile Post
0.41 to Mile Post 0. 76, the end of the County road, together with unbuilt
rights known as Old County Road 872, Finney Road lying in Section 9 of
Township 22 North, Range 30 East W. M_ all in Grant County, Washington,
as highlighted on the attached Exhibit A.
The Board of County Commissioners determined that consideration should
be given to the petition and directed the County Road Engineer to prepare
a report on the proposed vacation and abandonment for a public hearing
to be held at 1:30 PM, September 15, 2019.
The Notice of Hearing was published in the County Official Newspaper and
the Notice of Hearing was posted at each termini in compliance with
RCWs 36.87.050.
The proponents of the petition own the majority of the frontage along the
petitioned County Road. Road 23 -NE is on the active County Road System.
All affected parcels are owned by the proponents.
I find that, this section of County Road 23 -NE and the unbuilt rights through
Bruner lands are not necessary and useful to the public and the public
would be benefitted by the vacation and abandonment.
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens to close the
public comment portion of the hearing. The motion passed unanimously. Commissioner
Stevens moved to approve the vacation as presented. Commissioner Taylor seconded and the
motion passed unanimously. The hearing adjourned. (Resolution No. 20 -078 -CC)

A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1

2. Reimbursement No. 14 on Coronavirus Relief Funds (CRF) CARES Act Grant for Grant County
Health District for the period August 1, 2020 through August 15, 2020, with the Department of
Commerce in the amount of $103,424.00. (Approved)
3. Reimbursement No. 15 on Coronavirus Relief Funds (CRF) CARES Act Grant for Grant County
Noxious Weed Board for the period August 1, 2020 through August 31, 2020, with the
Department of Commerce in the amount of $2,602.00. (Approved)
4. Multi -Agency Communications Center (MACC) Bond Claims Payment Request (Batch 1-95) in the
amount of $756.59. (Approved)
AUDITOR'S OFFICE
5. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of
$1,287,062.73)
CENTRAL SERVICES
6. Contracts with Convergint Technologies for the Lenel OnGuard Security Project -Keyless Entry
System for the Courthouse Complex and the Development Services Building. They will be
utilizing an Interlocal Agreement with the City of Seattle No. 4488. Total amount of the project
is $210,537.69 using CARES Act funding. (Approved)
SHERIFF'S OFFICE
7. Request to purchase a 23" Top "Life Proof Boat" Hull #097 in the amount of $158,456.94 from
Inventech Marine Solutions. This purchase was approved in their Capital Expenditure Budget
using Law and Justice funds for the amount of $141,456.94. There is a $17,000.00 deficit and
they intend to use Sheriff Surplus funds (140.000) to make up this balance. (Approved)
NEW HOPE
8. Amendment A to Washington State Department of Commerce Grant No. F19-31103-047 from
the Community Services and Housing Division, Office of Crime Victims Advocacy for the FFY
2019 STOP Violence against Women Formula Grant Program. This amendment extends the
grant date to December 31, 2021. (Approved)

9. Request to purchase additional panels for the Ardell Pavilion in the amount of $13,525.00 from
Best of Barrels. This was approved in their Capital Expenditure budget using REET funds
(126.168). (Approved)
FACILITIES AND MAINTENANCE
10. Request to purchase Mery 13 filters for the HVAC systems at the Courthouse Complex from
Paramount Supply for the amount of $7,879.59. (Approved)
GRANT INTEGRATED SERVICES
11. Interagency Agreement between Grant County (GrIS) and the Grant County Health District to
coordinate the Youth Marijuana Prevention and Education Program as funded by the State
Department of Health. Term is July 1, 2020 through June 30, 2021 and is in the amount of
