In attendance were Commissioners Taylor, Carter and Stevens, and Kirk Eslinger, Human Resources Director. Commissioner Carter closed the session at 9:19 a.m. 10:00 a.m. —10:50 a.m. T Gaines, Central Services Update (Cancelled) 11:00 a.m. —11:50 a.m. Elected Official / Department Head COVID-19 and CARES Act Discussion The Commissioners discussed with Grant County Elected Officials and Department Heads how the virus is impacting their office. 1:00 p.m. —1:20 p.m. G Dano, Prosecuting Attorney's Office Update 1:30 p.m. —1:50 p.m. Public Works Update (Items 1 through 5) A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1, 2, 4 and 5 on the agenda as presented. Item 3 was not ready for signature. The motion passed unanimously. 1. Authorization to call for bids for the Alternate Daily Cover 2020 project with a bid opening date of September 29, 2020 at 1:30 p.m. (Approved) 2. Resolution 20 -077 -CC rescinding Resolution No. 20 -066 -CC to amend the public hearing date for the Solid Waste Management Fund Disposal Rate Increase. The new public hearing date is September 29, 2020 at 1:30 p.m. (Approved) 3. Execution of contracts for the 3 -NE Road Phase 2 Reconstruction Project (CRP 19-08) with Wheeler Excavation, LLC in the amount of $1,129,992.80. (Item not ready for signature) 4. State of Washington County Road Administration Board (CRAB) Rural Arterial Program Final Prospectus for the 9 -NW Road (SR 283 to Dodson Rd) reconstruction project. (Approved) S. State of Washington County Road Administration Board (CRAB) Rural Arterial Program Final Prospectus for the 3 -NE (U -NE to County Line) Resurface and Restore project. (Booklet included) 2:30 p.m. —3:00 p.m. Consent Agenda (Items 1 through 11) A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to approve items 1 through 11 on the agenda as presented. Community Services and Housing Division, Housing Assistance Unit, Eviction Rent Assistance Program (ERAP) Sub Recipient Agreement with the Housing Authority of Grant County for the Washington State Department of Commerce State Contract No. 21-4614C-108 in the amount not to exceed $1,058,808.00. Term of the agreement is August 1, 2020 through December 31, 2020.(Approved) 3. Reimbursement Request #20-14 for the Washington State Department of Commerce on Consolidated Homeless Grant, (CHG) No. 20-46108-10, administered through the Grant County Housing Authority, in the amount of $22,679.41. (Approved) 4. Washington State Department of Commerce Grant No. 21-96633-054 to the Fairgrounds through the 2021 Local and Community Projects program for the Grant County Fairgrounds Lighting (Moses Lake). Term is July 1, 2019 through June 30, 2023 in the amount of $281,300.00 to be used to replace rodeo arena lighting. (Approved) 5. Pursuant to RCW 27.24.040, submittal of the 2019 Annual Report which includes the Law Library Inventory List, Detailed Trail Balance, and Treasurer Report (schedule of cash activity) for the Grant County Law Library. (Approved) 6. Commissioners August 3, 2020 Minutes for approval. (Approved) AUDITORS OFFICE 7. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amount of $1,670,985.78) CENTRAL SERVICES 8. Recommendation to repurpose funds from their "Duct Heaters" project that was approved in their 2020 Capital Expenditures projects and utilize these funds for the County -wide keyless entry project. The amount of $173,000.00 and they would utilize an Interlocal Agreement with the City of Seattle (Contract No. 4488) and use Convergent Technologies. (Approved) CLERK'S OFFICE 9. Request for out of state travel for Suzi Fode, Elisa Adolphsen, and Trisha Glenn to attend the Child and Family Maltreatment conference in San Diego on January 23-28, 2021 (should travel be allowed at that time). They are also requesting a secondary approval on the National Leadership Conference for Children's Advocacy Centers that was previously approved but now the conference has been rescheduled for December 14 —17, 2020 in Washington DC. (Should travel be allowed at that time) (Approved) 11. Request to allow their trained Courthouse Facility Dog (Valor) to be on Grant County premises and at the New Hope/Kids Hope office space.
