The Grant County Commissioners session began at 10:00 a.m. with all Commissioners in attendance.

Application
The Commissioners held an Open Record Public Hearing to consider a Washington State
Department of Commerce Community Development Block Grant CDBG-CV1 application.
Brittany Rang, Administrative Services Coordinator stated the purpose is to review community
development and housing needs, inform citizens of the availability of funds and eligible uses of
the state Community Development Block Grant (CDBG) funds, and receive comments on
proposed activities, particularly from lower income persons residing in the Grant and Adams
County areas. Grant County intends to apply for CDBG funding in 2020: CDBG-CV1 Public
Services Grant Funding.
It is anticipated that up to $575,511 (but likely less) will be available to the County and the
Opportunities Industrialization Center of Washington (OIC of WA) to fund local public services
and microenterprise assistance programs; and public health, emergency response, or temporary
housing facilities that address COVID-19 impacts, and grant administration.
Handouts are available in English and Spanish: CDBG Public Participation Plan, Department of
Commerce CDBG program public hearing handout and Federal Citizen Participation
requirements for local government applicants.

Present today are members of OIC of WA with a Spanish Interpreter if needed.
Candi Jaeger, OIC of WA gave an overview of the application. This is to help participants in
Grant County who have been affected by COVID and are in eviction status or foreclosure status
of their homes. Also assisting small business who were affected having to close doors, reduced
staffing and reduced sales.
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens to close the
public comment portion of the hearing. The motion passed unanimously. Commissioner Taylor
moved to approve the application as presented. Commissioner Stevens seconded and the
motion passed unanimously. The hearing adjourned. (Approved, the Chair signed a
Determination of Exemption and Determination of Categorical Exclusion.)

Pursuant to RCW 42.30.110(1)(f) Commissioner Carter called an Executive Session to order at
9:45 a.m. to go until 10:00 a.m. regarding Personnel Disciplinary Matters. In attendance were
Commissioners Taylor, Carter and Stevens, and Kirk Eslinger, Human Resources Director.
Commissioner Carter closed the session at 10:00 a.m.

A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1
and 2 on the agenda as presented. The motion passed unanimously.
1. Resolution No. 20 -077 -CC notice of hearing in the matter of declaring certain county -owned
property surplus and considering the sale thereof— Misc Equipment and Vehicles. (Approved,
the hearing was scheduled for September 22, 2020 at 1:30 p.m.)
2. Execution of contract with KRCI, LLC for the Ephrata Landfill Phase 3 Development for the
amount of $2,220,515.46. (Approved)
1:30 p.m. — 2:20 p.m. Open Record Public Hearing, Vacation of Unbuilt County Right -of -Way /
New Trinidad / William Hill
The Commissioners held an Open Record Public Hearing to consider a vacation petition from
William Hill of Beach Development Inc.
Keith Elefson, County Road Engineer, read from his Engineer's Report:
The Board of County Commissioners of Grant County Washington has received
a petition to vacate that portion of County Right-of-way surplus being a
portion of the New Trinidad Plat, Roads designated as Columbia, Broadway,
Fulton, Walnut and Slate south of Fine Wine Road; lying in the SW1/4 of the
SWI/4 Section 7 of Township 20 North, Range 23 East W.M., all in Grant
County, Washington, as hatch marked on the attached Exhibit A.
The Board of County Commissioners determined that consideration should be
given to the petition and directed the County Road Engineer to prepare a report
on the proposed vacation and abandonment for a public hearing to beheld at
1:30 PM, Tuesday, the 1'` Day of September, 2020. The Notice of Hearing was
published in the County Official Newspaper and the Notice of Hearing was
posted at each termini in compliance with RCW 36.87.050.

The proponents of the petition own the majority of the frontage along the
petitioned County Surplus Right-of-way; these roads are not active on the
County Road System. The affected parcels are owned by the proponent.
I find that this section of County Right-of-way Surplus is not necessary and
useful to the public and the public would be benefitted by its vacation and
abandonment as a reduction in liability and maintenance, with no exceptional
conditions. (Parcel Nos. 050-775-000 and 050-777-000)
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens to close the
public comment portion of the hearing. The motion passed unanimously. Commissioner
Stevens moved to approve the vacation as presented. Commissioner Taylor seconded and the
motion passed unanimously. The hearing adjourned. (Resolution No. 20 -075 -CC)
1:45 p.m. —1:55 p.m. Open Record Public Hearing, Vacation of Surplus Right of Way along the
South Frontage Road Turnback as petitioned by Thomas Jones.
The Commissioners held an Open Record Public Hearing to consider a vacation petition from
Thomas Jones.
Keith Elefson, County Road Engineer, read from his Engineer's Report:
The Board of County Commissioners of Grant County Washington has
received a petition to vacate that portion of County Right-of-way surplus
being a portion of South Frontage Road turnback along Road Log Number
18570, from Mile Post 0.421 to Mile Post 0.480, lying in Section 6 of
Township 18 North, Range 24 East W.M., all in Grant County, Washington,
as hatch marked on the attached Exhibit A.
The Board of County Commissioners determined that consideration should
be given to the petition and directed the County Road Engineer to prepare
a report on the proposed vacation and abandonment for a public hearing
to be held at 1:45PM, Tuesday, the 1" Day of September, 2020. The Notice
of Hearing was published in the County Official Newspaper and the Notice
of Hearing was posted at each termini in compliance with RCW
36.87.050.

active County Road System. The affected parcel is owned by the proponent.

• The petitioners must payfair market value for the property to be vacated in the
amount of $4,140.00 as determined by the Assessor.
• If this Road Vacation is approved, the vacation document shall
not be recorded until the check is received by the Clerk of the
Board. (Note: this check was received and given to Barb O'Neil for
processing)
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens to close the
public comment portion of the hearing. The motion passed unanimously. Commissioner
Stevens moved to approve the vacation as presented. Commissioner Taylor seconded and the
motion passed unanimously. The hearing adjourned. (Resolution No. 20 -076 -CC)

A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1
through 19 on the agenda as presented. The motion passed unanimously.
COMMISSIONERS OFFICE
1. Commissioner's Office and Public Defense Vouchers. (Approved)
2. Recommendation for approval of Phase 1 small business & non-profit grants through the
Coronavirus Relief Funds (CRF) CARES Act Grant with the Department of Commerce,
reimbursable to the Grant County Economic Development Council. ($985,192.00 were
submitted. After review, $910,192.00 were approved)
3. Recommendation to allocate $2,700 of Coronavirus Relief Funds (CRF) grant monies to purchase
13 new, easily cleaned chairs for the District Court courtroom in Moses Lake. (Approved)
4. Reimbursement No. 12 on Coronavirus Relief Funds (CRF) CARES Act Grant for Grant County
Health District for the period July 16, 2020 through July 31, 2020, with the Department of
Commerce in the amount of $79,368.23. (Approved)
5. Assumption liquor license application from Sandspike, LLC dba Phoenix Pizza Co, Quincy, from
the Washington State Liquor and Cannabis Board. (Approved)
6. Request from the Grant County Board of Equalization to convene for the purpose of hearing
property tax appeals filed for the current year. (Approved)
7. Request from the Clerk for the Board of Equalization for an exception to the Personnel Policy—
Travel Authorization and Expense Reimbursement No. 1202.8.2 for its Board members, allowing
them to be reimbursed for each hearing day and NOT be considered a "fringe benefit" during
their upcoming BOE hearings in September and October. (Approved)
8. Amendment A to the Washington State Department of Commerce, Community Services and
Housing Division, Housing Assistance Unit Contract No. 316-46108-10 for COVID-19 Outbreak
Emergency Housing Grant in the amount of $388,462.00. The amendment extends the end date
to December 31, 2020 and revises the scope of work. (Approved)
9. Request for a letter of support from People for People on their application to the Washington
State Department of Transportation application for a Public Transportation Consolidated Grant.

AUDITORS OFFICE
10. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of
$302,558.28)
NEW HOPE
11. Amendment A to Grant No. 20-31219-002, SFY 2020-2021 Crime Victim Service Center Grant
with the Washington State Department of Commerce, Community Services and Housing
Division, Office of Crime Victims Advocacy through New Hope for additional funding in the
amount of $171,097.00, for a new grant amount of $366,369.00 and effective July 1, 2020
through June 30, 2021. (Approved)
YOUTH SERVICES & JUVENILE COURT
12. Interagency agreement IAA21476 between the Washington State Administrative Office of the
Courts through Grant County Juvenile Court for the support of the CASA/Volunteer Guardian Ad
Litem Program with a not to exceed amount of $80,910.00. Term is July 1, 2020 through June
30, 2021. (Approved)
TECHNOLOGY SERVICES
13. Purchase order no. 328 to purchase a ThinkPad P53 for the Sheriffs Office from Lenovo in the
amount of $6,159.51. (Approved)
CENTRAL SERVICES
14. Request authorization to utilize approximately $38,000.00 from Fund 309 for completion of
work for the Fairgrounds Agriculture building. (Approved)
15. Request approval for moving of capital project funds (126.168 and 309) to finish the MUSCO
lighting project at the Fairgrounds, in the amount of $122,541.00. (Approved)
16. Request approval for moving of capital project funds for the completion of work for the
Fairgrounds center field, in the amount of $24,591.51. (Approved)
